At next week’s City Council meeting, we will say our official farewell to Council President Rob Miles who is stepping off the Council as he and his wife, Dena, are relocating to the Eugene area. While I am excited for Rob and Dena as they begin this new chapter of their lives, I am saddened by the loss of his steadfast dedication and leadership on the Council.
As some of you know, Rob was born and raised in Coos Bay and he graduated from Marshfield High School. He has worked for the Boys & Girls Club of Southwestern Oregon for more than two decades and currently oversees Resource Development. Rob was initially elected as a City Councilor in November 2018, followed by the full Council appointing Rob as Council President in September 2021. The voters reelected Rob in November 2022 and then in December 2022, Rob was reappointed by his peers on the City Council to serve as the Council President. In addition to his duties as Council President, Rob has served on the Coos Bay Library Board, the Library Steering Committee and as the Council’s liaison to the Community Coalition of Empire.
Please join me in thanking Rob for his four and a half years of service on the Council!
The Council is looking to fill the upcoming vacancy and we are currently accepting applications and letters of interest for consideration. To qualify, applicants must be a registered voter and have resided within the Coos Bay City limits for at least one year. The letter of interest should include a summary of the work and community experience, education, and the reason(s) for the motivation to serve on City Council. An attached resume is acceptable.
Letters of interest and applications will be accepted in the City Manager’s Office until 5 p.m. on Thursday June 8, 2023. Applicants will be contacted to schedule an interview with the City Council. On May 4, 2023, the Budget Committee approved the proposed budgets for City of Coos Bay and Urban Renewal Agency (URA), completing one step in the annual budget process. Meetings will be held on June 6, 2023, starting with the City Budget discussion with Coos Bay City Council at 6 p.m., immediately followed by the Urban Renewal Agency (URA) budget meeting. These public meetings will be held in the Coos Bay City Hall, Council Chambers, 500 Central Avenue, Coos Bay.
Copies of the budgets may be inspected or obtained on the City's website at the Budget & Audit Records section or at City Hall between the hours of 8 a.m. to 5 p.m., or by contacting the City Manager's Office at (541) 269-8912 or administration@coosbayor.gov. These budgets are for an annual budget period and were prepared on a basis of accounting that is the same as the preceding year.

The Community Coalition of Empire (CCE) is pleased to once again be working with the City of Coos Bay and the Coos Art Museum to bring art to the Empire District. The City has identified 13 utility boxes in need of local artists to develop and hand paint their visions of our nautical theme, “Historic Empire with a Focus on the Waters”.
Artists may use the completed Empire Mural to draw inspiration, or they are free to use their imagination. The color palette will be blue, red, white, black, and yellow, and can be mixed according to the artist’s discretion. This project will happen in two phases with an estimated completion date of July 23, 2023. Artists will be given all supplies necessary to make their vision a reality. In addition, each artist will receive a stipend of $100 and will be honored at a reception upon completion of the project.
This project is open to ALL artists. Submissions must be original and may be submitted via:
1) mailed to CCE P.O. Box 3452 Coos Bay, OR 97420
2) emailed via pdf format to moss_joanne@yahoo.com, or
3) dropped off at Star of Hope Activity Center 657 Newmark, Coos Bay, OR 97420

While you’re probably very familiar with what your local police and fire departments do, you may be less familiar with building safety professionals. In that way, building safety professionals are the silent defenders of public safety.
Here are a few things you should know:
- Building safety professionals include building inspectors of all kinds, building officials, plans examiners, permit technicians, fire marshals and more.
- Building safety professionals are constantly training and keeping up with the latest codes and standards.
- Their knowledge spans every aspect of the life of a building – from the bottom of the foundation to the top of the roof – and everything in between.
- Many building safety professionals have experience as architects, engineers, contractors or even government officials.
There are many paths available to become a building safety professional. Building safety professionals provide guidance and advice to architects, engineers, and contractors to help them bring building projects to life while ensuring safety for occupants and residents. They also help keep existing buildings safe by conducting inspections and adopting the latest building codes. They are community-oriented and dedicated to making the world a safer place. Building safety professionals:
- Protect the public through their commitment to building safety.
- Enforce code compliance to empower and educate partners to embrace and integrate safety standards in their work.
- Ensure that buildings are constructed to withstand the stress of everyday use.
- Perform safety checks that protect your home from emergencies before fire, flood, or disaster strike.
- Support economic development by making our buildings studier, and therefore longer lasting.
- Play a significant role in community planning decision making as a connection between government, business and built environment partners.

CBPD Employees Graduate Crisis Intervention Team Training
On Friday May 6, the Coos Bay Police Department (CBPD) had five employees graduate from the 40-hour Crisis Intervention Team Training. Chief Chapanar, Officer R. Scoville, Officer Moeller, Officer Collier, and Records Supervisor Esperance all attended this intensive training, hosted by Coos Health and Wellness. The Crisis Intervention Team (CIT) program is a community partnership of law enforcement, mental health, and addiction professionals, individuals who live with mental illness and/or addiction disorders, their families, and other advocates. This training aims to reduce the risk of serious injury or death during an emergency interaction between persons with mental illness and police officers by helping police learn skills and techniques to recognize and de-escalate situation with those in mental health related crisis.
The CBPD has begun training other staff at the Department in these methods to better serve those in crisis when they have interactions with staff other than patrol officers. This training is geared towards working with, and building relationships with other community partners that may be better equipped to deal with individuals in crisis to provide better short and long-term care.

Asphalt Repair on Cedar Avenue
On Friday, May 12, the City of Coos Bay will be performing street repairs on Cedar Avenue, above Mingus Park Pool. Cedar Avenue will be closed to through traffic. Work will start at 8 a.m. and end no later than 5:30 p.m. Repairs are expected to be complete by Monday, May 15.
