As I reflect on this week’s Council meeting, I can’t help but think about the centuries old idiom that many hands make light work. It emphasizes the importance of teamwork and cooperation. There is a simple truth to that saying, just as there is truth in the statement that when everyone gets involved in something, together we make a better community. This week the City Council approved three proclamations which highlight community cooperation.
The first proclamation approved by the Council was in recognition of National Child Abuse Awareness and Prevention Month. It saddens me that such recognition is necessary. According to the 2021 Child Maltreatment report, there were nearly 590,000 victims of child abuse and neglect reported across our nation. National Child Abuse Awareness and Prevention Month recognizes the importance of families and communities working together to prevent child abuse and neglect. Prevention and education services, such as the services provided by the Kids’ Hope Center here in Coos Bay can help to protect children and strengthen families.
Representatives from the Kids’ Hope Center were on hand at the Council meeting and read the proclamation which was unanimously approved by the Council. The second proclamation approved by the Council was in recognition of National Volunteer Week which this year is April 16 - 22. The week-long celebration places a spotlight on those who give of their time and talents and who collectively are bettering the communities around the nation and our world in general.
While I know many who volunteer throughout the City of Coos Bay, I was surprised to learn there are more than 170 citizens who make up the volunteer total. Some serve as volunteer firefighters, reserve police officers, disabled parking enforcement, park or marina host at one of the City's many parks, or in the Library. Others give of their time and talents as they serve on one of the many city related boards, committees or commissions such as: Budget Committee, Planning Commission, Design Assistance Team, Library Board, Parks Commission, Tree Board, Coos Bay/North Bend Water Board, Library Facilities Steering Committee, City Council, Urban Renewal Agency Board, etc. Collectively, they have donated thousands of hours of their time. I thank each and every one of you for your service.
The third proclamation approved by Council was in recognition of National Telecommunicator’s Week. National Public Safety Telecommunicators Week (NPSTW) is held annually during the second week of April to honor public safety telecommunicators for their commitment, service, and sacrifice. The City operates North Coos 9-1-1 and collectively our 14 public safety dispatchers provide service for not only for the Coos Bay Police and Fire departments, they answer 9-1-1 calls and provide dispatching services for the cities of Coquille and North Bend as well as Coquille Tribal Police, CTCLUSI Tribal Police and SWOCC Security. I am so grateful for our dedicated and professional public safety dispatch team who are there to help us all during the emergencies of life.

On Tuesday, April 18, 2023, at 6 p.m., the Coos Bay City Council will hold a public hearing on the 2023 Coos Bay “Housing Production Strategy” (HPS). The HPS includes feedback from a 2022 City sponsored on-line community questionnaire regarding individual housing experiences and suggestions. The HPS includes strategies for the City to promote housing for households of all income levels. These strategies include City land use regulation changes and new housing programs in the coming years.
The staff report, HPS for Council, and public review is on the City website on April 14, 2023, at https://www.coosbayor.gov. Also provided on the website are instructions on how to participate in the meeting remotely. All are invited to participate in this April 18, 2023, public hearing. The Coos Bay-North Bend Rotary Club is ready for the April Wine Walk in Downtown Coos Bay, Friday April 7 from 5 p.m. to 7 p.m. This month you can start at either the Coos Bay Visitor Center, 50 Central Avenue or Checkerberry's Flowers and Gifts in Coos Bay Village. We have a special glass this month, thanks to our sponsor, Oregon Pacific Bank. It will promote Child Abuse Prevention. In honor of the commercial fishing fleet and its importance to the Charleston community, the annual Blessing of the Fleet and Memorial Service will be held at the Charleston Fisherman's Memorial Garden near the launch ramp at the Charleston Marina at 10 a.m. on Monday, May 29.
The service honors the local men and women involved in commercial fishing and the fishing industry who have lost their lives since 1941. An application to have a loved one’s name included on the plaque can be obtained at the Charleston Fishing Families office on Crossline on Mondays between 10-2 p.m. or by contacting Margery Whitmer, secretary of the Memorial Committee. Interested parties can also write to CFM at P.O. Box 5882 Charleston, OR 97420. Applications will be accepted through March 31 to have time for the engraving on the plaques. There is no cost to the families, but donations are appreciated.
As part of the event, local marine services firm owner, William Elderkin, will speak at the memorial and a Blessing of the Fleet will take place. The U.S. Coast Guard will provide a color guard and advance and retire the colors. The 1954 Buoy Bell will be rung as each name is read, which is significant because fishermen rely on this sound to aid in safe navigation.
Following the service, a coffee and cake reception will be held for all at the Charleston Fishing Families office at 63480 Crossline Road in the Charleston Marina. The community is encouraged to provide floral arrangements. Please keep in mind that only biodegradable florals can be taken to out sea.

Unclaimed Personal Property at CBPD
The Coos Bay Police Department has in its physical possession the unclaimed personal property described below that was collected between May 2022 and January 2023.
If you believe you have any ownership interest in any of that unclaimed property or cash, you must file a claim with the Coos Bay Police Department within 30 days from the date of publication of this notice, or you will lose your interest in that property.
Please provide a detailed description of each item when completing your claim and any proof of ownership you may have.

Sewer Main Repair on Radar Road
The City’s Water Quality Collections crew will be repairing the sanitary sewer main in the 300 block on Radar Road. To complete the work, there will be lane closures controlled by flaggers. Work is scheduled to begin Monday, April 10, 2023, and completed by Tuesday, April 11, 2023, unless issues arise. Minor traffic delays should be expected. Please slow down and take caution when near the construction zone.

Coos Bay-North Bend Water Board is looking for the right candidate to fill the diverse role of Customer Relations Supervisor. Coos Bay-North Bend Water Board is located on the Southern Oregon Coast where recreational opportunities and beautiful scenery abound, providing a quality living and working environment. The Water Board serves a total customer base of 13,700 accounts.
The Customer Relations Supervisor leads the Customer Service Section under the general supervision of the Finance Director. The Customer Relations Supervisor exercises full supervision of employees in the Customer Service Section, including office and field personnel; responsible for timely collection of meter reading data, billing, collection and resolution of utility billing issues, field service operations, meter reading, and cross connection program.
MINIMUM EXPERIENCE AND EDUCATION REQUIRED
Five years progressively responsible experience in utility bill collection and/or customer service/relations, three years of which included supervisory experience; post high school courses or seminars in business administration, accounting, or customer service may be substituted for one year of experience; graduation from a senior high school or GED.
SPECIAL REQUIREMENTS/LICENSES
Must possess a valid driver’s license upon hire and have acceptable driving record; obtain valid Oregon driver’s license within 30 days of hire; Oregon Cross Connection Specialist certification within one year of hire.
DESIRABLE QUALIFICATIONS
Knowledge of utility billing practices and procedures, meter reading, water service installation practices, and cross connection regulations; experience creating reports from databases; hands-on computer hardware and software knowledge; Associates degree or higher in business administration, accounting or a related field.
A preference will be given to qualified veterans who apply for this position pursuant to ORS 408.225 to 408.237. Any veteran who has special qualifications and/or transferable skills in supervisory customer relations/water utility practices should reference those skills and qualifications in their application. Coos Bay-North Bend Water Board is an EOE.
