 For those of you following the story line, at last night’s City Council meeting Laura Klinger of Hacker Architects presented their analysis and site comparison of the four potential sites for the needed new Library and 911 Communications Center. The full analysis report shared during the meeting included comparison with the previously identified John Topits Park site and three additional sites:
- The current downtown location
- Ocean Boulevard site adjacent to Cascade Farm and Outdoor
- The vacant property at the corner of Newmark Avenue and LaClair Street
Cost estimates, as well as pros and cons for each site, are included within this full-scope report. I am thankful for the members of our community who attended the meeting and provided feedback on the analysis and their preferred location. As we continue to look at options, this community feedback is invaluable to this selection process.
Following the Hacker Architects’ presentation, Adam Probolsky of Probolsky Research, spoke to the Council regarding survey work his firm has completed on similar projects. Probolsky’s firm has a background in working with local government, performing research, surveys, and information campaigns, all aimed towards gleaning community sentiment that clearly indicates pathways to support. With the previous ballot measure failure in May 2022, we have heard the community indicate that potentially the park location was a concern, as well as the cost, and the potential of moving the library out of the downtown core.
We also heard library statistics for February, once again proving the Library to be a necessary and well-used community facility:
- 6,269 visits
- 17,171 items checked out
- 121 new library cards issued
- 881 attended one of the 37 library programs
Our Library is a hub of activity, helping to stitch our closely-knit community together. It’s important that we come together to find a solution for our Library to remain the community hub for generations to come.

The Blackberry Arts Festival is August 26 and 27. The Bay Area Fun Festival is September 16 and 17. The theme for the Bay Area Fun Festival Parade is Under the Sea in 2023! We are adding some new fun events called Kids Zones to the festivals this year. We can't wait for the community to join us at these fun, free events.

 On March 21, 2023, members from the Coos Bay Police Department (CBPD) recognized Senior Officer Steve Myers of the CBPD for his 25 years of service to the Coos County residents and the City of Coos Bay during the Coos Bay City Council meeting. Senior Officer Myers was also presented with a shadow box.
On March 5, 1998, Senior Officer Myers was hired at Coos County Sheriff’s Office where he began his law enforcement career as a Correction Deputy. Officer Myers remained at the Sheriff’s Office until May 3, 1999, when he was hired by the CBPD as a Police Officer.
During his time at the CBPD, Senior Officer Myers served in many roles, including Patrol Officer, Watch Commander, Field Training Officer, Motors Officer, DUII Impact Panel Instructor, and was a long-time member of the multi-agency crash team.
Senior Officer Myers holds his Basic, Intermediate, and Advanced Law Enforcement certificates through the Oregon Department of Public Safety, Standards and Training. Senior Officer Myers is a proud graduate of the University of Oregon with a bachelor’s degree in psychology.
Senior Officer Myers has been married for 20 years to his lovely wife, Tabitha.
Senior Officer Myers exemplifies what it is to be a Coos Bay Police Officer and he will surely be missed around the department. It was with great honor to gratitude for his 25 years of dedicated service to the Coos County citizens, CBPD, and the City of Coos Bay that Senior Officer Myers was presented with a shadow box which reads:

FEMA is proposing changes to the implementation of the National Flood Insurance Program (NFIP) in Oregon. As part of the process, FEMA will develop an Environmental Impact Statement (EIS) under the National Environmental Policy Act to identify the potential impacts to the human environment.
On March 6, 2023, FEMA published a Notice of Intent (NOI) to prepare an EIS. FEMA is soliciting public comments on potential issues, concerns, and reasonable alternatives that FEMA should consider in an EIS for the National Flood Insurance Program – Endangered Species Act Integration in Oregon Plan.
Public Comments
Public comments can be submitted from March 6, 2023-May 5, 2023. The EIS will not apply to municipalities in Baker, Harney, Klamath, Lake, and Malheur Counties.
Public Meetings
FEMA will host virtual and in-person public meetings during the comment period. Unclaimed Personal Property at CBPD
The Coos Bay Police Department has in its physical possession the unclaimed personal property described below that was collected between May 2022 and January 2023.
If you believe you have any ownership interest in any of that unclaimed property or cash, you must file a claim with the Coos Bay Police Department within 30 days from the date of publication of this notice, or you will lose your interest in that property.
Please provide a detailed description of each item when completing your claim and any proof of ownership you may have.

Effective July 1, 2023, the Coos Bay-North Bend Water Board will discontinue delivery of door hanger notifications for those customers who become eligible for cut off for non-pay. Notification will instead be delivered through automated phone call, text message, and/or e-mail. We encourage all of our customers to ensure that the Water Board has the most up to date customer contact information so future contact will be quick and easy. Customers can ensure their information is up to date by calling the Water Board at (541) 267-3128 and talking to one of our customer service representatives or by e-mailing the most up to date contact information to customer_service@cbnbh2o.com. When e-mailing the updated information, please attach your account number and address for reference.
Beginning April 1, 2023, Coos Bay-North Bend Water Board will be changing its 24-hour notice for cut off for non-pay to a 48-hour notice for cut off for non-pay. This will allow customers who receive this notice an additional 24 hours to contact the Water Board for arrangements concerning their water service.
Additionally on April 1, 2023, customers who receive a 48-hour cut off for non-pay notification and that have updated contact information will receive both a 48-hour door hanger notice and an automated phone call, text message, and/or e-mail notification. This process will remain in place until the door hanger notification is discontinued on July 1, 2023.

 Each year, Kids' HOPE Center provides service and support to hundreds of children throughout Coos County and beyond. To help raise awareness of Child Abuse Prevention Month, the Center invites the community to purchase a pinwheel garden for their home or business. All sales directly support the Center's operation as the county's non-profit child abuse intervention center.

  The Energy Trust of Oregon is bringing energy savings to the Coos Bay community.
Currently, Energy Trust is offering a no-cost LED lighting upgrade opportunity for smaller businesses and commercial-type buildings, who are customers of Pacific Power. This includes inside and outdoor lights.
Buildings must be either less than 20,000 square feet OR have fewer than 20 employees.
Examples of qualifying types of businesses and non-profits buildings include stores and commercial businesses, restaurants, offices, service stations, motels, food banks, social and community services organizations’ buildings, churches/houses of worship or faith, clinics, and many others. Industrial facilities and common areas of multifamily/apartment property lighting may also qualify.
Energy Trust encourages participation from those organizations and buildings that have not been able to upgrade to LEDs and those that can most benefit from electric bill savings through these lighting upgrades.
Energy Trust will schedule with you to conduct an onsite review for eligible no-cost lighting upgrades. And the lighting installation contractor will work with your schedule.

 As the Coos Bay-North Ben Rotary honors 100 years of service to our community, plans are underway for the annual the Rotary Foundation Annual Auction and Community Dinner. Get your tickets soon! Coos Bay-North Bend Water Board is looking for the right candidate to fill the diverse role of Customer Relations Supervisor. Coos Bay-North Bend Water Board is located on the Southern Oregon Coast where recreational opportunities and beautiful scenery abound, providing a quality living and working environment. The Water Board serves a total customer base of 13,700 accounts.
The Customer Relations Supervisor leads the Customer Service Section under the general supervision of the Finance Director. The Customer Relations Supervisor exercises full supervision of employees in the Customer Service Section, including office and field personnel; responsible for timely collection of meter reading data, billing, collection and resolution of utility billing issues, field service operations, meter reading, and cross connection program.
MINIMUM EXPERIENCE AND EDUCATION REQUIRED
Five years progressively responsible experience in utility bill collection and/or customer service/relations, three years of which included supervisory experience; post high school courses or seminars in business administration, accounting, or customer service may be substituted for one year of experience; graduation from a senior high school or GED.
SPECIAL REQUIREMENTS/LICENSES
Must possess a valid driver’s license upon hire and have acceptable driving record; obtain valid Oregon driver’s license within 30 days of hire; Oregon Cross Connection Specialist certification within one year of hire.
DESIRABLE QUALIFICATIONS
Knowledge of utility billing practices and procedures, meter reading, water service installation practices, and cross connection regulations; experience creating reports from databases; hands-on computer hardware and software knowledge; Associates degree or higher in business administration, accounting or a related field.
A preference will be given to qualified veterans who apply for this position pursuant to ORS 408.225 to 408.237. Any veteran who has special qualifications and/or transferable skills in supervisory customer relations/water utility practices should reference those skills and qualifications in their application. Coos Bay-North Bend Water Board is an EOE.
