Legacy Pilings Removed from the Bay
The former Central Dock property was once a bustling export facility on Coos Bay’s waterfront. The export facility was developed in the late 1940s and operated until the early 1990s. Much of the former Central Dock property sat idle for decades. The City acquired the southern portion of the property in 2004 with the intent to undertake the necessary work to clean up the former industrial site and prepare the property to become what it is now, the home of the Coos History Museum. The remainder of the former Central Dock property was purchased by a private developer in 2017 and the planning began to develop Coos Bay Village.
The once extensive and decades old Central Dock wooden wharf was deteriorating and had become dangerous. The wharf itself was considered an orphan structure as it was built over property under the ownership of the state. The developers of Coos Bay Village secured the approval from state and federal agencies to remove the deteriorated wharf decking back in 2021. Not only did they remove the decking from the old wharf section in front of Coos Bay Village, they also removed the decking from the section of wharf which sat near the Coos History Museum.
While all the wooden planks of the former wharf were removed, a ragged cluster of rotting pilings in the water were left. The developers of Coos Bay Village applied for and received permission to pull up the weathered creosote covered pilings out of the bay. The work began several weeks ago and now all the wharf related pilings have been removed.
I wanted to take this opportunity to thank the developers of Coos Bay Village, Greg Drobot, and Daniel Graham, for stepping up and removing the dangerous wharf and the legacy pilings from the bay.

Countywide Response to Homelessness Launches with Feedback Opportunities
As part of HB 4123, Coos County and the Cities of Coos Bay and North Bend have received a $1 million grant from the State of Oregon to strengthen the county's response to homelessness. This pilot project intends to support coordination, accessing additional resources, and creating a better system for residents experiencing homelessness to access services.
The partner agencies have contracted Rural Development Initiatives (RDI) to work with stakeholders to understand how our community can respond better to the housing crisis affecting our neighbors through interviews, surveys, and meetings. This process will inform a five-year strategic continuum of care (CoC) plan. By May 2023, the plan must be completed and adopted by the three partner agencies in order to allocate $1 million dollars in grant funding.
You are invited to participate in stakeholder meetings happening on Monday, March 6 and Tuesday, March 7. These meetings are intended to collect feedback from a wide variety of stakeholders in the Continuum of Care in Coos County in order to make the plan as usable as possible. Please feel free to attend either or both meetings for as long as you are available to do so. Lunch will be served!

The City is thrilled to welcome back the talented young athletes participating in the OSAA 3A Basketball State Tournament, along with school faculty members, and families traveling to watch! The Championship Tournament games will be held at both Marshfield High School and North Bend High School, starting Thursday afternoon, March 2 and concludes on Saturday afternoon, March 4.

On Thursday, February 23, the City of Coos Bay and surrounding areas experienced a winter storm that brought several inches of snow with it. The City’s Transportation and Facilities crew responded to this rare event by executing our inclement weather operating procedures. On Tuesday, staff began preparing for the forecasted event by prepping the vehicles, staging materials, and equipment at the city shop. City staff worked all through the day keeping the main arterials plowed and sanded. Many thanks to the Transportation and Facilities crew for their hard work and dedication during this rare weather event.

Sewer Main Repair on Dunn Street
On Friday, March 3, the City of Coos Bay’s Water Quality Collections crew will be repairing the sanitary sewer main in the 400 block of Dunn Street. Dunn Street will be closed to through traffic between Ocean Boulevard and Lindberg Avenue. Work will start at 8 a.m. and end no later than 5 p.m. unless issues arise. Repairs are expected to be complete by Monday, March 6.

New Officers Sworn In for Duty
On Thursday, February 23, Bryce Shelton and Jeremy Roe were sworn-in and welcomed to the Coos Bay Police Department (CBPD) as Reserve Police Officers. Numerous friends and family, as well as members of the CBPD, City staff, and City Council were on hand for the ceremony.
Bryce Shelton was born and raised in the Coos County area. Shelton is a 2017 graduate of North Bend High School. He furthered his education at Southwestern Oregon Community College, graduating in 2019 with an Associates of Arts degree.
Shelton currently works for the Coos Bay Les Schwab and has been working there since 2018. Shelton enjoys sports and the outdoors.
Jeremy Roe was also raised locally in the Coos County area. Roe is a 2019 graduate of Marshfield High School. After graduation, Roe joined the Oregon Army National Guard. While serving in the National Guard, Roe deployed to Washington D.C., Portland, OR, and Roseburg, OR to serve at the Roseburg Mercy Hospital during the COVID-19 pandemic. He is currently employed by The Mill Casino as a Security Guard and has worked there since July of 2022.
Roe enjoys hiking, biking, and disc golfing. He is also involved in Younglife and serves as a Younglife Leader.
Both Shelton and Roe have already completed the Reserve Officer Training Academy (ROTA) and will now begin training with department personnel in areas such as policy and procedure, emergency vehicle operation, defensive tactics, firearms, report writing, taser, traffic stops, etc.

Still Time to Comment on HPS
In the coming months, the City endeavors to complete a Coos Bay “Housing Production Strategy” (HPS). The HPS will identify Coos Bay land use regulation changes and new programs for housing development and rehabilitation for the expansion of housing opportunities for households of all income levels.
In late 2022, over an eight-week period, many community members participated in an on-line questionnaire regarding their housing experiences and suggestions. This community feedback was included in the draft HPS. There is still time to participate in the HPS effort. The Planning Commission’s March meeting includes a public hearing on the HPS to share your comments.
The draft HPS will be available for review on or before Tuesday, March 7, 2023, on the City website at https://www.coosbayor.gov. You are invited to review the draft and participate in the Planning Commission public hearing on Tuesday, March 14, 2023, at 6 p.m. in the Coos Bay City Council Chambers located at 500 Central Avenue in Coos Bay. The City Council will also hold a public hearing on the draft and consider the Planning Commission recommendation on Tuesday, April 18, 2023.

Oregon Bay Area Beautification (OBAB), a local group of community volunteers whose mission is to make and keep the Oregon Bay area (Coos Bay, North Bend and Charleston) beautiful, has a scheduled clean up event at on Saturday, March 11 at John Topits Park.
Come join OBAB and the Coos Bay Parks Department as they help beautify John Topits Park. We will be working on litter pick up, ivy removal, cleaning up abandoned homeless camps, repairing benches and painting if weather permits, trail maintenance and other beautification efforts. We have projects for every safety and comfort level.
Bring work gloves, loppers or clippers, trash grabbers, water, sunscreen. If you have a leaf blower or kayak you can help clear trails and pick up trash in water or near shore. Please wear clothes appropriate for paint projects if you wish to participate in that.
Youth, age 15 years and up, can participate with a release form signed by parent or guardian. Youth, 14 years and under, need adult supervision. Sign in begins at 12:30 p.m., clean up goes from 1 p.m. -3 p.m.

The Coos History Museum will be hosting the March First Tuesday Talk program on March 7, 2023 at 6 p.m., in the Sprague Gallery, 1210 N Front St., Coos Bay, OR. Poet Barbara Drake will read from her book “Everything Looks Different from The Air”, share photographs and stories about her life in rural Oregon. Registration for this presentation is free for CHM Members, and $7 for non-members. Doors open at 5:30 pm.
Barbara Drake graduated from Marshfield High School in 1957. She is a Professor of English Emerita from Linfield College and has published numerous works of poetry, nonfiction, and textbooks. Her essay collections, Peace at Heart and Morning Light (OSU Press) were both Oregon Book Award finalists. Drake’s newly published book, Everything Looks Different from the Air, celebrates her father’s art and her own love of the southern Oregon Coast.

The Energy Trust of Oregon is bringing energy savings to the Coos Bay community.
Currently, Energy Trust is offering a no-cost LED lighting upgrade opportunity for smaller businesses and commercial-type buildings, who are customers of Pacific Power. This includes inside and outdoor lights.
Buildings must be either less than 20,000 square feet OR have fewer than 20 employees.
Examples of qualifying types of businesses and non-profits buildings include stores and commercial businesses, restaurants, offices, service stations, motels, food banks, social and community services organizations’ buildings, churches/houses of worship or faith, clinics, and many others. Industrial facilities and common areas of multifamily/apartment property lighting may also qualify.
Energy Trust encourages participation from those organizations and buildings that have not been able to upgrade to LEDs and those that can most benefit from electric bill savings through these lighting upgrades.
Energy Trust will schedule with you to conduct an onsite review for eligible no-cost lighting upgrades. And the lighting installation contractor will work with your schedule.

The Community Coalition of Empire (CCE) is pleased to once again be working with the City of Coos Bay and the Coos Art Museum to bring art to the Empire District. The Community Coalition of Empire has identified 13 city owned utility boxes in need of local artists to develop and hand paint their visions of our nautical theme, “Historic Empire with a Focus on the Waters.” Artists may use the completed Empire Mural to draw inspiration, or they are free to use their imagination. The color palette will be blue, red, white, black, and yellow, and can be mixed according to the artist’s discretion.
This project will happen in two phases with an estimated completion date of July 23, 2023. Artists will be given all supplies necessary to make their vision a reality. In addition, each artist will receive a stipend of $100 and will be honored at a reception upon completion of the project. This project is open to all artists. Coos Bay-North Bend Water Board is located on the Southern Oregon Coast where recreational opportunities and beautiful scenery abound; providing a quality living and working environment. The Water Board serves a customer base of 13,600 accounts within the Cities of Coos Bay and North Bend and the surrounding area outside the city limits.
This position works under the general supervision of the Water Treatment Supervisor and is responsible for the operation and maintenance of the water treatment plant; monitors watershed, production, and distribution system; performance and data collection of chemical, bacteriological and laboratory processes used in conventional water treatment filtration plant.
CERTIFIED OPERATOR POSITION:
MINIMUM EXPERIENCE AND EDUCATION - 18 months of progressively responsible experience in the operation and maintenance of public water treatment systems: An Oregon Water Treatment I certification at time of hire; graduation from a Senior High School or GED.
MINIMUM SKILLS AND ABILITIES - Considerable knowledge of the chemical, bacteriological, and laboratory processes used in water treatment; knowledge of the operation and maintenance of water supply and treatment facilities and equipment; demonstrated ability to plan, organize, and carry out work with only general supervision; ability to interpret the results of water tests, assess operating conditions and make successful operational decisions; ability to develop and maintain positive, cooperative, team- oriented working relationships with supervisors and co-workers; ability to maintain a professional appearance and a positive, courteous, and helpful attitude toward customers and the general public; knowledge and skill in the use of personal computer; ability to work shifts and weekends; or satisfactory equivalent combination of experience and training which demonstrates the knowledge, skills, and abilities to perform the above.
SPECIAL REQUIREMENTS/LICENSES - Must possess a valid driver’s license upon hire; obtain valid Oregon driver’s license within 30 days of hire and have acceptable driving record; Oregon WT II certification within four years of hire and Oregon WTIII within six years of hire.
DESIRABLE QUALIFICATIONS: Possession of Level II or higher Oregon Water Treatment Certification at time of hire; previous experience working under minimal supervision.

Firefighter/Engineer
The City of Coos Bay is seeking qualified applicants for the position of Firefighter/Engineer. Interested parties should go to the National Testing Network website www.nationaltestingnetwork.com and register as a firefighter candidate. Candidates should then complete and submit the National Testing Network (NTN) application, complete the Fire Team test, and have a valid Professionally Recognized Physical Ability Test dated no earlier than March 3, 2022. All testing must be complete prior to an applicant being considered for the application pool.
The deadline for receiving completed test scores at the National Testing Network is 5 p.m., March 3, 2023. Scores received after the March 3, 2023 deadline will not be considered. Coos Bay Fire Department will select a limited number of candidates from the list provided by the National Testing Network. Selected candidates will be invited to complete a City of Coos Bay employment application and participate in a competitive selection process.
Lateral Candidates: Lateral candidates with at least two years of full-time paid firefighting experience are not required to complete the National Testing Network Fire Team test or physical abilities test. Lateral candidates must contact Battalion Chief Jeff Adkins at jadkins@coosbay.org prior to the close date of March 3, 2023 to obtain a City of Coos Bay Fire Department employment application and to verify experience.
