The Empire District is a historic area on the far west side of the City. Founded in 1853, Empire was once an independent city and was the county seat, poised to become the economic and governmental center of the region. Commerce then shifted farther east towards the more protected bay and the City of Empire voted to consolidate with Coos Bay in 1965. The historic buildings and varied businesses still show the pride of the area and tie the area to the working waterfront.
The City of Coos Bay adopted the Empire Urban Renewal Plan and District to improve the function, condition, and appearance of the Empire Area and to strengthen the district’s economy. Additionally, the City adopted the Empire Waterfront Settlement Design Review Area, which requires private and public development to evoke the architectural styles which existed in Empire from the mid-to-late 1800s. In 2008, the City adopted the Hollering Place Master Plan after a citizen-led effort convinced the City to purchase the 3.68-acre property for purposes of redeveloping the waterfront. This property is located at the west end of Newmark, north of the Empire Boat Ramp.
The City recently completed the June 21, 2022 Front Street Blueprint for the Front Street Area located near the City’s downtown corridor to address objectives for development of a cohesive, multimodal transportation loop that will enhance the economic development potential, and safety of the area. The Mayor and City Council would like to see the same efforts done for the Empire Area. Last Tuesday, Council awarded a contract to David Evans and Associates to be the City’s consultant and lead the efforts for a Blueprint of the Empire Area. The Blueprint will consider the need for new policies, code amendments, and funding tools necessary to fulfill the Urban Renewal Area goals and objectives. It is anticipated this effort will take 12 months to complete. The City will be looking for volunteers interested in working with the City and their consultant to create, shape, and provide input on the Blueprint.

Council Proclaims March as Brain Injury Awareness Month
At this week’s City Council meeting, the Council unanimously approved a proclamation designating March as Brain Injury Awareness Month, in order to promote awareness of the extent, consequences, causes, treatments, and prevention of acquired brain injuries.

In the wake the of a fire that occurred in the Shorepines Bay Village Mobile Home Park, the Coos Bay Fire Department (CBFD) was given the opportunity to perform a focused Fire Safety Campaign to the residents of the long-time neighborhood. The Fire Safety Campaign consisted of a community meeting and a follow up home fire safety survey. The community meeting, which was held at the fire station was attended by over 65 residents and focused on home fire safety and allowed the residents to ask questions regarding the many aspects of being fire safe.
Some main topics of discussion surrounded the use of extension cords and the installation and maintenance of smoke alarms. After the meeting, many residents requested follow up surveys by the CBFD. Over the next week, approximately 20 contacts were made with the residents and over 40 smoke alarms were installed in the neighborhood. The CBFD was able to provide these smoke alarms through a community partnership with the American Red Cross that provides free smoke alarms through their Home Fire Campaign.
The American Red Cross Home Fire Campaign was launched in 2014 and has installed 2.4 million smoke alarms in homes across the country. As part of the fire safety survey, Firefighters were able to test and inspect existing smoke alarms in the homes. If the alarm was older than 10 years or not functioning a new alarm was installed. The new smoke alarms were installed in every bedroom, living area, and hallway of the mobile homes visited. In a multi-story home, it is also recommended to place an alarm on every level, near stairways to upper levels, and in basements. In addition to smoke alarm installations, Firefighters had the opportunity to survey homes, give recommendations, and answer questions regarding residents’ concerns.

Two CBPD Sergeants Graduate from Supervisor Leadership Academy
Recently, Coos Bay Police Department (CBPD) Sergeants Dan Henthorn and Gary Vrooman graduated from the Supervisor Leadership Academy (SLA) through the Center for Policing Excellence at the Department of Public Safety, Standards, and Training in Salem, OR. The SLA is an intensive 80-hour course covered in two, one-week sessions. Sergeants Henthorn and Vrooman attended the first session January 9 – 13 and completed the second session February 13 – 17.
During the SLA, both Sergeants as well as other front-line supervisors covered topics such as leadership, evidence-based policing, ethics, legitimacy and procedural justice, meaningful performance evaluations, and other topics related to policing and supervision.

Coos County Launches Resident Survey
on Homelessness Community
Coos County, in partnership with the cities of Coos Bay and North Bend, is launching a new public survey to understand how the community can respond better to the housing crisis. The survey will only take five-ten minutes to complete. It will be utilized to develop a five-year strategic Continuum of Care (CoC) plan.
This pilot program was established by Oregon House Bill 4123, which allocated $1 million in state funding over two years to coordinate efforts.
The survey will help to identify the needs of people experiencing homelessness in the area and provide insight into how the issue can be addressed. The survey is open to all community members and is available by clicking the button below:

The Energy Trust of Oregon is bringing energy savings to the Coos Bay community.
Currently, Energy Trust is offering a no-cost LED lighting upgrade opportunity for smaller businesses and commercial-type buildings, who are customers of Pacific Power. This includes inside and outdoor lights.
Buildings must be either less than 20,000 square feet OR have fewer than 20 employees.
Examples of qualifying types of businesses and non-profits buildings include stores and commercial businesses, restaurants, offices, service stations, motels, food banks, social and community services organizations’ buildings, churches/houses of worship or faith, clinics, and many others. Industrial facilities and common areas of multifamily/apartment property lighting may also qualify.
Energy Trust encourages participation from those organizations and buildings that have not been able to upgrade to LEDs and those that can most benefit from electric bill savings through these lighting upgrades.
Energy Trust will schedule with you to conduct an onsite review for eligible no-cost lighting upgrades. And the lighting installation contractor will work with your schedule.

The Community Coalition of Empire (CCE) is pleased to once again be working with the City of Coos Bay and the Coos Art Museum to bring art to the Empire District. The Community Coalition of Empire has identified 13 city owned utility boxes in need of local artists to develop and hand paint their visions of our nautical theme, “Historic Empire with a Focus on the Waters.” Artists may use the completed Empire Mural to draw inspiration, or they are free to use their imagination. The color palette will be blue, red, white, black, and yellow, and can be mixed according to the artist’s discretion.
This project will happen in two phases with an estimated completion date of July 23, 2023. Artists will be given all supplies necessary to make their vision a reality. In addition, each artist will receive a stipend of $100 and will be honored at a reception upon completion of the project. This project is open to all artists. Coos Bay-North Bend Water Board is located on the Southern Oregon Coast where recreational opportunities and beautiful scenery abound; providing a quality living and working environment. The Water Board serves a customer base of 13,600 accounts within the Cities of Coos Bay and North Bend and the surrounding area outside the city limits.
This position works under the general supervision of the Water Treatment Supervisor and is responsible for the operation and maintenance of the water treatment plant; monitors watershed, production, and distribution system; performance and data collection of chemical, bacteriological and laboratory processes used in conventional water treatment filtration plant.
CERTIFIED OPERATOR POSITION:
MINIMUM EXPERIENCE AND EDUCATION - 18 months of progressively responsible experience in the operation and maintenance of public water treatment systems: An Oregon Water Treatment I certification at time of hire; graduation from a Senior High School or GED.
MINIMUM SKILLS AND ABILITIES - Considerable knowledge of the chemical, bacteriological, and laboratory processes used in water treatment; knowledge of the operation and maintenance of water supply and treatment facilities and equipment; demonstrated ability to plan, organize, and carry out work with only general supervision; ability to interpret the results of water tests, assess operating conditions and make successful operational decisions; ability to develop and maintain positive, cooperative, team- oriented working relationships with supervisors and co-workers; ability to maintain a professional appearance and a positive, courteous, and helpful attitude toward customers and the general public; knowledge and skill in the use of personal computer; ability to work shifts and weekends; or satisfactory equivalent combination of experience and training which demonstrates the knowledge, skills, and abilities to perform the above.
SPECIAL REQUIREMENTS/LICENSES - Must possess a valid driver’s license upon hire; obtain valid Oregon driver’s license within 30 days of hire and have acceptable driving record; Oregon WT II certification within four years of hire and Oregon WTIII within six years of hire
DESIRABLE QUALIFICATIONS: Possession of Level II or higher Oregon Water Treatment Certification at time of hire; previous experience working under minimal supervision.

Requirements

- Possess a degree in political science, public administration, sociology, criminal justice, or another related field.
- Four years of experience coordinating houseless and community development programs and managing program performance is required.

- Knowledge of Federal, State, and Local laws, ordinances, policies, procedures, statutes, and regulations regarding nondiscrimination is needed.
- Project management experience, with necessary compliance to strict regulations and laws.
Job Duties
- Develop short and long-range plans to coordinate, advise and implement efforts to reduce and eliminate houselessness in Coos County.
- Assess the political/community environment and potential impact, risks, and benefits associated with particular proposals brought to the Advisory Board.
- Research best practices providing services to people experiencing houselessness, prepare objective criteria for evaluating houseless needs, and attempt to integrate them in Coos County.
- Work with local service providers to obtain the number of persons experiencing houselessness in their locations, then create and maintain information on available services, eligibility requirements, and access points for persons in need.
- Track, analyze, and report on performance milestones, outcomes, and goal achievements.
- Researches and pursues funding opportunities and manages community grants and contracts supporting the reduction and prevention of homeless.
- Work closely with Rural Development Initiatives (RDI), the contractor hired to complete a five-year strategic plan, to assist with creating a local Advisory Panel of homelessness experts and serve as a central point of contact for all stakeholders involved in the process of creating the strategic plan.

Firefighter/Engineer
The City of Coos Bay is seeking qualified applicants for the position of Firefighter/Engineer. Interested parties should go to the National Testing Network website www.nationaltestingnetwork.com and register as a firefighter candidate. Candidates should then complete and submit the National Testing Network (NTN) application, complete the Fire Team test, and have a valid Professionally Recognized Physical Ability Test dated no earlier than March 3, 2022. All testing must be complete prior to an applicant being considered for the application pool.
The deadline for receiving completed test scores at the National Testing Network is 5 p.m., March 3, 2023. Scores received after the March 3, 2023 deadline will not be considered. Coos Bay Fire Department will select a limited number of candidates from the list provided by the National Testing Network. Selected candidates will be invited to complete a City of Coos Bay employment application and participate in a competitive selection process.
Lateral Candidates: Lateral candidates with at least two years of full-time paid firefighting experience are not required to complete the National Testing Network Fire Team test or physical abilities test. Lateral candidates must contact Battalion Chief Jeff Adkins at jadkins@coosbay.org prior to the close date of March 3, 2023 to obtain a City of Coos Bay Fire Department employment application and to verify experience.
