Tribal Flag Ceremony on the Boardwalk
This past Friday, October 28, we gathered at the Coos Bay Boardwalk with representatives from the Coquille Indian Tribe and the Confederated Tribes of the Coos, Lower Umpqua, and Siuslaw Indians to celebrate the addition of their governmental flags which will be flown along with the Confederated Tribes of the Siletz Indians flag, and several American flags along the Boardwalk. During the ceremony I had the pleasure of sharing the following:
“As we gather today, we are reminded that the land upon which Coos Bay is now built is steeped in rich indigenous history. It is the traditional and ancestral homelands of the Coquille Indian Tribe, Confederated Tribes of the Coos, Lower Umpqua, and Siuslaw Indians and the Confederated Tribes of the Siletz Indians.
The City of Coos Bay recognizes and respects Indigenous Peoples as the first stewards of this land and that we have an ongoing responsibility to work together for the stewardship of the land on which we live and work.
We also acknowledge the significant contribution the Tribes make to our community at large and the economic impact their governments and programs make to our community and its citizens.
We respect the federally recognized Tribes and we affirm the City’s ongoing commitment to helping our entire community better understand our shared past, present, and future. And we continue to look for opportunities to work collaboratively for the betterment of this great place we call home.
On a personal note, I was fortunate enough to call the late Chief Ivy a friend. I always admired his advocacy for tribal issues and this community and I can’t help but think he would be so pleased to see these flags flying along the boardwalk in perpetuity.”
In celebration of this event, each of the three tribal governments were given framed copies of the two recently approved Council proclamations: Indigenous Peoples Day and Native American Heritage Month passed by Council this last month.
Both Chairman Brenda Meade of the Coquille Indian Tribe (photo above-left) and Chairman Brad Knapp of the Confederated Tribes of the Coos, Lower Umpqua and Siuslaw Indians (photo above-center) spoke at the ceremony. Unfortunately, due to scheduling conflicts, representatives from the Confederated Tribes of the Siletz Indians were not able to attend or participate in the ceremony.
Please take a moment, if you are down at the Boardwalk, to look over the addition of these three new governmental flags, as well as contemplate what the inclusion of these flags represents, a constant visual reminder of the positive impact the Tribes have on the community and the collaborative partnerships our community has with the Tribes, making Coos Bay a great place to call home.

City Launches New Website
Digital platform expands citizen engagement and access to government information
Whether it’s accessing services, providing feedback on city projects, applying for a permit, reviewing an upcoming council meeting agenda, or getting email notices from a particular city department, Coos Bay residents now have a modernized website to interact with their city government. The City’s updated website is user friendly, has an improved search capacity, and quicker access to logically organized information including embedded forms, community news, bill pay interface, and a populated calendar feature.
All government departments are fully represented with program information, forms, contact information, public records, and regulations for Administration, Finance, Fire, Library, Codes and Standards, Public Works and Community Development, and Geographic Information Systems (GIS).

This innovative website is the largest component to the City Council’s 2021-2023 Biennial Goal #7, which focuses on increasing communication and community awareness of governing body actions, projects, and policies. In addition, City Council wanted a robust delivery of information through simultaneous push to social media channels. That purpose drove the recent campaign titled, Know Your City, which invites residents to receive email and text notices on targeted topics. In addition to the weekly Friday Update newsletter, the subscription portal offers digital bulletins on Council Meetings, Roads and Traffic, Urban Renewal, Planning, Water Quality, and Job Openings.
The effort to implement more digital access is a driven by the City’s ongoing commitment to govern with genuine transparency and responsiveness.

Utility Box Transformations Complete
The Coos Bay Downtown Association (CBDA) is proud to announce that Phase Three of the Utility Art Box Project is complete. Congratulations to the artists for being selected and on a job well done. Selected artists included Kaylen Bennett, Kell Smith, Megan Gray, Chance Barnes and Emma Meyer. The theme was ‘Whimsical, A Little Bit of Ocean Fun’. The color palette was blue, purple, magenta, white and black.
This project was an effort to beautify downtown, showcase local talent and create a draw to local businesses. The finished art can be seen by driving or walking downtown and the CBDA hopes you enjoy the added pop of color. Multiple boxes at fifteen locations were painted during three phases. Local businesses stepped up to help with the project. Sherwin Williams provided the paint and painting supplies for phase one and phase two and Bayshore Paints provided the paint for phase three. Pacific Power also helped sponsor the project which was pivotal to its success. The CBDA extends a heartfelt thank you as this project wouldn't have been possible without their support.

Empire Landscape Maintenance
Newmark Avenue between City Limits and Empire Boulevard
The City has contracted with Clean-Rivers Landscape to perform landscape maintenance along Newmark Avenue between eastern city limits and Empire Boulevard. Work is set to begin Monday, November 7, 2022, and is anticipated to last approximately two weeks. No traffic disruptions are expected to occur. Please be cautious while you are in the area.

Coos County Offers Resident Survey Regarding County Jail Levy
Coos County is launching a new public survey to better understand the community’s questions or concerns regarding the upcoming ballot measure, 6-204 to fund the opening of additional jail beds.
“We are striving to get input from residents and have entered into an agreement with Zencity, which will be a great step toward really understanding the needs and concerns of our Coos County citizens,” said Commissioner John Sweet.
Zencity is a community input platform used by local governments to hear from more residents to get meaningful and actionable insights. This information will help Coos County stay on top of emerging local issues and better understand the challenges and priorities of those citizens less likely to participate in our traditional meetings and forums. Zencity works with hundreds of municipalities across the U.S. ranging in size from Chicago, Illinois to Hermiston, Oregon.

The City of Coos Bay is seeking a volunteer to a fill position on the Parks Commission. Applications are available from the City Manager’s Office at City Hall, requesting via email at administration@coosbay.org, or on the City’s website at www.coosbayor.gov. Applications will be accepted in the City Manager’s Office through 5 p.m. on November 25, 2022. Applicants will be contacted to schedule interviews with the City Council, potentially at the December 6, 2022, City Council meeting.
About the Parks Commission
The Parks Commission is comprised of one City Councilor, one Planning Commissioner, and remaining positions are filled by interested persons. Membership, if possible, should include a landscape design professional, landscaping business professional, design professional, and parks management professional. Applications must be a resident of the City of Coos Bay or own property in the City. The Parks Commission meets once a month, although during the winter months, commission meetings may not be held if there is not business before the commission. There is currently one vacant position on the Parks Commission.

Oregon Bay Area Beautification (OBAB), a local group of community volunteers whose mission is to make and keep the Oregon Bay area (Coos Bay, North Bend and Charleston) beautiful, has a scheduled cleanup event at on Saturday, November 12 (the day after Veteran's Day) at the Historical Marshfield Pioneer Cemetery. Come help honor the veterans buried here and help remove some invasive plants off the gravesites.

Guided Nature Trail Hike
Come for a walk in the woods and explore the flora and fauna on some of South Slough’s most popular trails on November 10 from 1 p.m. -3:30 p.m. The two-mile loop is well maintained and relatively level. Please dress for the weather, wear sturdy shoes, and bring plenty of water and snacks. Meet at the South Slough Reserve Visitors Center, 61907 Seven Devils Road, Coos Bay. Programs may be cancelled due to low enrollment or hazardous weather. [Max. – 12 participants]. This event is FREE but registration is required.
