Council Honors the Heritage, Influence, and Contributions of the Local Tribes
Native Americans, or indigenous peoples, were the first inhabitants of the Americas including the lands that later became the United States of America. Prior to Europeans first visiting the Oregon coast, the Coos Bay region was the homeland for many Native American Tribes for thousands of years. Members of the Coquille Indian Tribe, Confederated Tribes of Coos, Lower Umpqua, and Siuslaw Indians and the Confederated Tribes of Siletz Indians have lived, fished, hunted and gathered along Coos Bay and its estuaries, along rivers, and in meadows and forests since time immemorial.
Native American Heritage Month is celebrated every year in November to recognize Native American cultures, contributions, history, traditions, art, and land. The history and culture of Coos Bay have been significantly influenced by Native Americans whose customs and traditions are respected and celebrated as part of a rich legacy throughout our area.
On October 18, the Coos Bay City Council approved a proclamation in recognition of Native American Heritage Month. Out of respect to the members of these tribes, past and present, and in celebration of Native American Heritage Month, the Coos Bay City Council will be holding a Tribal Flag Ceremony on October 28, 2022 at the Coos Bay Boardwalk where the three tribal flags will be flown henceforth. The ceremony is scheduled to begin at 3 p.m. and will include a presentation to each of the three tribal governments.
As your Mayor, I ask you to join me in honoring and in remembrance of the many contributions made in the past and currently by local Native Americans, our community’s first inhabitants.

Off-Duty Oregon Firefighters Assist with Hurricane Ian Relief Efforts in Florida
On October 10, 2022, off-duty firefighters from Southern Oregon deployed with Reach Out Worldwide to assist with Hurricane Ian relief efforts in the community of North Fort Myers, Florida. Hurricane Ian devastated the southwestern communities of Florida which has been categorized as the deadliest Hurricane in Florida since 1935.
Reach Out Worldwide (ROWW) is a 501(c)(3) registered nonprofit founded by actor Paul Walker. In January of 2010, after a massive earthquake devastated Haiti, Walker spontaneously organized a relief team that responded to the disaster. On the trip, Walker saw a gap between the availability of skilled resources and the requirement for such personnel in post-disaster situations. ROWW responds to natural disasters with groups of volunteer first-responders and other medical and construction professionals who augment local expertise to accelerate relief efforts. Paul Walker's brother, Cody Walker (formerly a Paramedic with Bay Cities Ambulance), is now the CEO and his wife, Felicia Walker, is the COO of the non-profit organization.
Of the many volunteers deployed to the Fort Myers, FL area, Coos Bay Fire Department Firefighter-Paramedic Anthony Saccente was among the group assisting with clean up. Between October 10 and October 14, 2022, Anthony Saccente, along with firefighters Luke Rector and Cole Hornbrook from neighboring fire service agencies, were among this team to lead nearly 50 volunteers on the ground from Florida and other nearby states with a desire to help those in need. Over a two-week period, ROWW was able to assist in “muck-and-gut” operations in over 20 homes that were flooded and damaged from Hurricane Ian. “Muck-and-gut” is defined as removing any and all items in a residence that were inundated with water and completely clearing wall coverings, cabinets, trim and insulation to halt the growth of toxic black mold. This is the first step in the rebuilding process for individuals and families.

The Coos Bay Fire Department is comprised of many staff members who are willing to volunteer their time and efforts at the local, regional, and even national level. Firefighters often participate in public service events and other volunteer opportunities to make a difference in our communities.

CBPD Welcomes New Records Specialist
On Tuesday, October 18, 2022, Judy Coleman was welcomed as the newest Coos Bay Police Department (CBPD) Records Specialist. Coleman took an oath of office given by Chief Chris Chapanar in the Coos Bay City Council Chambers. Coleman’s family members, friends, City Manager Rodger Craddock, Assistant City Manager Nichole Rutherford, CBPD, and other City staff were on hand for the ceremony.
Coleman, a Grants Pass native, moved to the coast in 2013 so her husband could pursue a career in law enforcement. Prior to joining CBPD, Coleman has had the pleasure of being able to spend time raising their two boys, Bryson and Logan, as well as holding positions as an officer manager and medical lab processor.

Birding the Millicoma Marsh
Come enjoy great views of the bay and one of the best birding spots in Coos County on Wednesday, Nov.9 from 10 a.m.- 12 p.m. Interpreter, binoculars and spotting scopes provided. Dress for the weather. Meet in the parking lot directly behind the old Millicoma Intermediate School on 4th Avenue in Eastside. [Max. – 15 participants]. Hosted and organized by South Slough National Estuarine Research Reserve. This event is free but registration is required.

The Coos History Museum (CHM) three coastal tribes; the Coquille Indian Tribe, the Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians (CTCLUSI), and the Confederated Tribes of the Siletz Indians (CTSI) will lead a discussion about “Native American Language Revitalization on the Oregon South Coast”. This program will be hosted in a hybrid format, with options to join online via Zoom or in-person at the CHM with doors open from 5:30 p.m. – 7:30 p.m. Registration for this presentation is free for CHM members, $7 for non-members attending in-person and $5 for non-members attending online.
Join Troy Anderson, Miluk language contractor (Coquille Indian Tribe), Jaeci Hall, Language Coordinator (Coquille Indian Tribe), Enna Helms, Tribal Linguist (CTCLUSI), Patti Whereat-Philips, Language Teacher (CTSLUSI) and a representative from the Confederated Tribes of the Siletz Indians for a free flow discussion about their work and learn about Native language revitalization efforts, and its significance to our local tribes.

Dig in and lend a hand in the fresh air—then join the party!
Join the Coos Watershed Association (CWA) board and staff members to remove invasive plants and raise funds to support their important mission in a special “pool party”! This year’s annual event takes place in Mingus Park, Coos Bay, Saturday, October 22. The outdoor activity starts with an ivy pull and native species planting, 12-4 p.m. and continues with an after-party and fundraiser, 4-7 p.m. at the Mingus Park Pool deck (though not in the actual pool).
The After Party will feature live music with T-Bird and the Demarzo Trio, as well as food and drink available through 7-Devils and The Plate food trucks, plus information about the Coos Watershed—and a raffle!
In addition to having a great time and helping remove invasive plants and planting natives in our community, participants can ask questions of CWA board and staff, will have access to more information about the CWS’s wide variety of programs and benefits.
Please bring your gloves, and water bottle, and dress for the weather. Please also bring your favorite loppers or pruners, if you like.

Temporary Lane Closures Along Michigan Avenue between S. Camman and S. Empire
The City has contracted with Knife River Materials for street repairs of Michigan Avenue. Work will consist of repairing asphalt and installing ADA improvements. The work will take place beginning at 7 a.m. and ending by 6 p.m. The work will require Michigan Avenue to be closed between S. Camman Street and S. Empire Boulevard as shown in the below map. Work is scheduled to begin Wednesday, October 18, 2022 and will extend through mid-December 2022. Access will be provided to local residents. Please reduce speeds and use caution when near the construction zone.

The City of Coos Bay is seeking a volunteer to a fill position on the Parks Commission. Applications are available from the City Manager’s Office at City Hall, requesting via email at administration@coosbay.org, or on the City’s website at www.coosbay.org. Applications will be accepted in the City Manager’s Office through 5 p.m. on November 25, 2022. Applicants will be contacted to schedule interviews with the City Council, potentially at the December 6, 2022, City Council meeting.
About the Parks Commission
The Parks Commission is comprised of one City Councilor, one Planning Commissioner, and remaining positions are filled by interested persons. Membership, if possible, should include a landscape design professional, landscaping business professional, design professional, and parks management professional. Applications must be a resident of the City of Coos Bay or own property in the City. The Parks Commission meets once a month, although during the winter months, commission meetings may not be held if there is not business before the commission. There is currently one vacant position on the Parks Commission.

Hands-On Workshop for Illustrators
Join Oregon Children's illustrator Deborah Hocking for a hands-on art workshop at the Coos Bay Library on Saturday, Oct. 22 from 10:30 a.m. to 12 p.m.
Hocking calls Portland home and is the illustrator for the Sydney & Taylor series for young readers and the Max Explains Everything titles, as well as several other picture books for young readers. During the workshop, Hocking will talk about how illustrators show emotions in picture books. Participants will have an opportunity to create art that depicts a character's emotion, or which evokes emotion in an audience. The workshop is suitable for all ages.
