City Council Approves Indigenous Peoples Day Proclamation
Indigenous peoples were the first inhabitants of the Americas including the lands that later became the United States of America. Prior to Europeans first visiting the Oregon Coast, the Coos Bay region was the ancestral homelands of several tribes for thousands of years. Members of the Coquille Indian Tribe, the Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians and the Confederated Tribes of Siletz Indians lived, fished, hunted, and gathered along Coos Bay and its estuaries, rivers, and forests since time immemorial.
The City of Coos Bay joined many other cities and several states across the nation through the City Council’s unanimous approval of a proclamation (photo below) earlier this week declaring the second Monday of October as Indigenous Peoples Day in an effort to recognize the history, heritage, and culture of America’s indigenous peoples.
Without a doubt, Coos Bay has been and continues to be significantly influenced by Indigenous people whose customs and traditions are respected and celebrated as part of a rich legacy throughout our area.

Trashcan Makeovers
Looking around town, you may see new trash receptacles popping up. We purchased two new models of trashcans to see how they function. The City of Coos Bay purchased and deployed four new locking Alpine trashcans (pictured above), placing two downtown and two in the Empire areas. The City is also expecting delivery of four new Big Belly trashcans in January. The Big Belly trashcans are self-compacting “smart” cans that will communicate with staff when they need to be emptied. The trashcans are solar powered and will feature both a foot pedal and handle to open the receptacle door. The units are fully enclosed and are lockable. Therefore, they are weather and vandal proof and will eliminate the removal of trash by unauthorized persons. If the these few perform well, we will purchase and deploy more.

Birds on the Estuary Tour
Explore the shores of Charleston in search of winged wildlife. Join the South Slough Estuary Reserve interpreter on Wednesday, Oct. 12 from 10 a.m.-11:30 a.m. Please dress for the weather. Meet at the Charleston Visitors Center at 91141 Cape Arago Hwy, Charleston [Max. – 15 participants] Programs may be cancelled due to low enrollment or hazardous weather. Emerald Ash Borer Beetle Infestations
On July 14, 2022, City of Coos Bay staff were invited to attend a webinar sponsored by Oregon Department of Forestry to discuss the invasive insect species known as the Emerald Ash Borer. The Emerald Ash Borer (EAB) beetle, Agrilus planipennis (Fairmaire), possibly the most destructive forest pest in North America, is a wood-boring pest of ash trees.
Since the original discovery in 2002 in the vicinities of Detroit, Michigan and Windsor, Ontario, EAB infestations have been detected in 30 states with the westernmost infestation reported in Colorado. Native to parts of Asia, it is likely that EAB were transported to the U.S. in solid wood packing material. Considered a devastating non-native pest for its ability to infest all species of ash (Fraxinus) with mortality rates of up to 99%, EAB presents a significant threat to ash trees throughout North America. Recent research indicates that all 16 native species of ash in North America are susceptible to EAB infestation. No effective native predators or parasites have been encountered, and, unlike in its native range, EAB aggressively kills both stressed and healthy trees.
At this time plant nursery companies and their customers should be on the lookout for ash saplings as small as 1” diameter infested with EAB. These should be promptly destroyed. Firewood gatherers and producers should cover fresh-cut ash trees or kiln-dry wood (most effective method for killing EAB is 60 min at 140 degrees F). Cities and homeowners should start planning now for replacement tree species used in restoration projects, street tree programs and other urban landscapes while choosing native and climate adapted tree species above others.

CBPD Welcomes New Police Officer
On Tuesday, October 4, 2022, Christopher Sparks was sworn-in and welcomed as the newest Coos Bay Police Department (CBPD) Officer. Ofc. Sparks was sworn-in by Chief Chris Chapanar in the Coos Bay City Council Chambers. Ofc. Sparks’ family members, friends, City Manager Rodger Craddock, Assistant City Manager Nichole Rutherford, CBPD, and other City staff were on hand for the ceremony.
Ofc. Sparks was raised in Coos Bay and is a proud graduate of Marshfield High School. Ofc. Sparks proudly served in the United States Marine Corps. After his service in the Marine Corps, Ofc. Sparks and his wife, Addy, moved back to Coos Bay. Prior to joining the CBPD, he most recently worked as a Police Officer for the City of Reedsport. Ofc. Sparks and Addy have a daughter, Evelyn, and a son, Clayton. Addy was able to pin Ofc. Sparks’ new badge.

There has been an increased volume of dog waste that has been found in downtown city planters. The City of Coos Bay encourages dog guardians to clean up after their pets.
If you are a dog owner, please be respectful of your neighbors’ property as well as the City’s public areas. In case you are not aware, City of Coos Bay Municipal Code (6.05.030 (10)) requires that pet owners pick up after their pets and properly dispose of their waste. All dog owners or guardians are required to clean up any mess, including defecation, caused by the pets, and must wrap it up and dispose of it in a sanitary manner. Animal waste may be disposed of in the City's regular waste receptacles. Only a sightless person is exempt from this regulation.
Furthermore, animal fecal matter serves as a food source for rats and will encourage a rat infestation if it accumulates on the grounds in the community. A rat infestation, once it is established is a health hazard and is very difficult to completely extinguish.
All dog owners are urged to abide by the law so that the unsightly and unhealthy appearance of dog waste can be eliminated. Please be reminded that pet owners who fail to abide by the City Law can be fined by the City and in cases of repeated violations, the pet can be deemed a public nuisance in which case the City can remove the pet from the premises.

Bus Jam Toy and Food Drive Saturday Kick Off

K-DOCK Radio and Coos Bay-North Bend Rotary kick of the Bus Jam Toy and Food Drive with the North American Railcar Operators Association (NARCOA) Teddy Bear Toy Express this weekend.
The NARCOA organization is made up of members who have restored Railroad Motorcars also known as “Speeders.” They ran the rail lines across the country to make safety checks for many years.
The Teddy Bear Toy Express began several years ago and has grown to a full-blown kick off for the season of giving and one of the south coast’s largest toy collection and distribution efforts.
The Speeders will make several stops to pick up toys from Mapleton to Coquille. All times are estimated.
Friday new unwrapped toy drops:
- Reedsport (Tentative) 1-1:30 p.m.
- Lakeside between 2-2:30 p.m.
Saturday new unwrapped toy drops:
- Sturdivant Park in Coquille from 11-11:30 a.m.
- The Coos Bay Boardwalk at 2-2:30 p.m.
You can also take a new unwrapped toy to the Coos Bay Visitor Center, 50 Central Avenue between Highway 101 North and South.
The Toy Express benefits the Bus Jam Toy and Food Drive which is in its 21st year. The event has served thousands of Children in Coos County and Reedsport and provided food through the county food banks.

The September Second Saturday Clean Up Project was canceled but the event is back on for Saturday, October 8. This family friendly volunteer event will involve litter pick up, weed eating, blackberry removal and bench and picnic table painting. We are focusing on a wide area, from the Coos History Museum to the Coos Railroad museum. Sign in will be at the Boardwalk in the covered area at 12:30 p.m. Bring work gloves, pruners, trash grabbers, water, sunscreen and wear sensible shoes! Painting clothes are a bonus if you want to help with those projects.

Library Hosting End of Life Series
In collaboration with Coos Elderly Services, Coos Bay Chapel, and South Coast Hospice and Palliative Services, Coos Bay Public Library will be hosting a series of events focused on end-of-life services. This series will include a Will and Trust Workshop, a presentation from Coos Bay Chapel, a Care for the Caregiver Workshop, and a Hospice Myths and Facts Presentation. The goal is to prepare and support people ahead of time, promoting more peaceful deaths and helping loved ones through a difficult process.
