A Note from the Director
As registered apprenticeship continues to expand in Oregon, the Apprenticeship and Training Division (ATD) is committed to improving communication with you, our valued partners, and to providing helpful resources for successfully administering programs. In that spirit, we are continuing our quarterly newsletter to share information with you. Please read along to learn more about the latest news from the Division, the Oregon State Apprenticeship and Training Council (OSATC), training and funding opportunities, resource highlights, and more. As always, thank you for your continuing to support and provide registered apprenticeship and pre-apprenticeship opportunities in Oregon!

New Registered Apprenticeship Programs in Oregon
New standards of apprenticeship were approved at the OSATC meeting on September 10, 2026.

Apprenticeship by the Numbers
From April through June of 2026, there were 9,054 active apprentices, including 977 female and non-binary people, 530 veterans and 2,277 Black, Indigenous, and people of color participating in registered apprenticeship. We also saw 590 new apprentice registrations, and the Division issued completion certificates to 479 people.
In that same time period, there were 373 new pre-apprenticeship program participants registered, and the Division issued pre-apprenticeship graduation certificates to 218 people.

ATD Apprenticeship Partners Meeting
Thank you for to everyone who attended our first quarterly ATD Coordinators and Partners Meeting on Wednesday, August 5th, 2026! Your active engagement, insightful questions, and shared celebrations made the session both productive and successful. If you were unable to attend, you can review this document compiling the questions and answers from our meeting or the recording of the session.
The next meeting will be held on Wednesday, October 7th from 2-3:00pm and will be open to all apprenticeship and pre-apprenticeship administrators, committee members, and interested members of the public. Division staff will answer questions and provide information about resources and apprenticeship news. This will be a virtual meeting held on Microsoft Teams. Test Out the New Meeting Minutes Template
Our team is currently updating the meeting minutes template to better support committees in recording actions consistently. These updates will also help maintain accurate tracking of items that cannot be entered in the Oregon Apprenticeship Tracking System (OATS). We are seeking about ten volunteers to test the updated template and help ensure it works effectively across different programs. Testing is scheduled to take place from November 2026 through January 2027.
If your committee is interested in participating, please complete this form or reach out to your assigned Apprenticeship Representative. Depending on the number of volunteers who express interest, the Division may reach out directly with an optional invitation to participate.

ATD in the Community
JVSG Annual Training Presentation
Our Veterans Outreach Coordinator, Aaron Unpingco, recently presented at the Jobs for Veterans' State Grant (JVSG) Annual Training event in Bend, Oregon. The JVSG program provides federal funding through a formula grant to state governments in all 50 states, the District of Columbia, Guam, Puerto Rico, and the U.S. Virgin Islands. The funds are used to hire dedicated staff that provide individualized career and training-related services to eligible veterans and eligible persons with employment barriers, and to assist employers in filling their workforce needs with job-seeking veteran. The JVSG has a dedicated veteran employment staff—specifically the Disabled Veterans’ Outreach Program specialists and Local Veterans’ Employment Representatives. Their overall mission is to help veterans secure meaningful civilian employment.

Veterans transitioning to the civilian workforce often face non-employment barriers, including housing insecurity, mental health challenges, or a lack of transportation. The JVSG Annual Training allowed the opportunity for veteran programs across the state to collaborate and network with one another, giving all those who attended the ability to learn new ways to provide a more well-rounded and holistic approach to the veteran clients they serve.

2026 West Coast Apprenticeship Competition
Director Robbins attended the West Coast Apprenticeship Competition hosted by the Oregon & SW Washington Roofers & Waterproofers Apprenticeship & Training Center and Local 49 on August 7–8, 2026. Apprentices from five west coast locals competed in intermediate and advanced categories, demonstrating skills in torch-applied modified bitumen, single-ply systems, waterproofing, steep roofing, and a multi‑part safety obstacle course.

Participants were judged on speed, accuracy, and safety, with manufacturer representatives ensuring objective evaluations. Apprentices completed detailed mockups involving seams, corners, flashings, shingling, and pipe penetrations, along with safety tests, tool identification, and roofer math. |

Financial Support for Apprentices Through Child Care for Construction
We want to make sure you know about the Childcare for Construction (CCC) program. Funded by Business Oregon, CCC provides childcare subsidies to current and recently completed construction apprentices, helping remove a major barrier to entering and completing apprenticeship programs. CCC pays subsidies directly to a childcare provider chosen by the worker, including licensed centers or approved family, friends, or neighbors. Eligible construction workers can receive up to $2,500 per child per month, offering flexible support for non‑traditional work hours. Rules Advisory Committee Updates
The Division is embarking on a mission to update the Oregon Administrative Rules Chapter 839, Division 11 with the goals of improving definitions and ease of navigation, clarifying procedure requirements to better align with Oregon statutes, and removing redundancies. With support from the Attorney General’s office, Division staff are preparing a preliminary draft ahead of the Rules Advisory Committee (RAC) meeting later this year. Thank you to those who have volunteered to serve on the RAC to help shape the foundation of the work we’re all here to do. The Division will provide updates throughout the rule writing process, so please stay tuned.
