Fire Season
Wildfire season can be in full force through October. Several state airports are heavily utilized by firefighting aircraft and equipment, or may be closed for firefighting activity. Please be sure to check NOTAMs for any closures or restrictions. Please help prevent forest fires.
Aurora Master Plan Update
The draft final master plan was shared with the PAC in July. We’re compiling comments and will begin affected community review before the board votes on adoption.
Part 108 NPRM
Earlier this month, the FAA released the Part 108 Notice of Proposed Rulemaking (NPRM), which outlines proposed regulations for beyond visual line of sight (BVLOS) drone operations. You can learn more in the FAA’s Fact Sheet.
ODAV signs Memorandum of Understanding(MOU) with SiFly and Yamaha
ODAV has signed Memorandums of Understanding (MOUs) with Yamaha Motor Corporation, U.S.A. and SiFly to explore the use of advanced unmanned aircraft systems for wildfire mitigation, public safety, and medical drone delivery across Oregon. To learn more check out the press releases below:

Construction
The runway at the Aurora State Airport closed Monday August 18th for repaving and to correct the non-standard crown. The runway will be closed for 30 days, then reopen for 30 days to cure, before closing for another 7 days for grooving and final markings application.
Prospect Runway Reconstruction and Electrical Improvement Project: The runway was fully repaved and reopened August 1st. ODAV is scheduling apron reconstruction, more info will be shared as soon as it’s available.
The Bandon State Airport Runway and Taxiway Surface Seal Project in will begin September 15th, 2025.
The Cottage Grove State Airport Apron Rehabilitation project will be completing Phase 1 Thursday August 21st, and starting Phase 2 Monday August 25th, 2025.
The Cottage Grove State Airport Runway and Taxiway Surface Seal Project will begin September 22nd, 2025.
The Independence State Airport Taxiway, Taxilane, and Apron Surface Seal Project will begin September 2nd, 2025.
The McDermitt State Airport Runway and Taxiway Surface Seal Project will begin August 25th, 2025.
The Siletz Bay Runway Rehab and Electrical Project construction on the runway and electrical equipment is ongoing, an updated schedule will be shared soon.

COAR Grant Program Project

COAR Cycle 10 Announcement
Oregon Department of Aviation is pleased to announce the opening of the 2025-26 Critical Oregon Airport Relief (COAR) grant cycle. The grant application period will run from October 13-31, 2025, and the State Aviation Board will announce grant awards in February 2026.
A virtual training for the COAR grant program will be held September 17. The meeting link and agenda will be sent out prior to this date.

Lexington Airport completed their Taxiway D and Apron Rehabilitation project in 2024. This project was funded with an FAA grant, with COAR funding contributing to the airport’s required match funds. The project included demolition of the existing pavement, reconstruction, and restriping. With restored pavement, Lexington Airport can continue to provide service to general aviation, business aviation, agricultural spraying operators, and medical and charter activities. |
