Dear Groundwater Well Drilling and Pump Installers and Stakeholders,

The Oklahoma Water Resources Board is proposing new rule amendments for Chapter 35, the rules that cover groundwater well construction, pump installation, and contractor licensing. The last day to submit public comments is January 17, 2022, which is the day of the January Board Meeting.

You are invited to read over the proposed changes and submit your comments in writing via mail (3800 North Classen Boulevard, Oklahoma City, OK 73118), email (charles.omalley@owrb.ok.gov), phone (405) 530-8853, text (918) 928-6544, or in-person at the January Board Meeting at 9:30am.

Here is a link to the proposed rule language (Text that is crossed out will be removed from the rules, and text that is underlined will be added).

There are three changes proposed that are summarized below. The proposed rules will:

  1. Award continuing education units to Advisory Council members for time spent discussing drilling and pump installation rules and topics of concern
  2. Increase the penalty for failure to file well completion reports ("well logs")
  3. Explicitly specify the information required on well completion reporrts ("well logs")
