Effective July 1, 2026, excise taxes for vehicles will be calculated using their actual sales prices, regardless of their average retail values determined by the National Automobile Dealers Association (NADA).
Under HB1183, the following vehicle classes purchased on or after July 1, 2026, will be affected:
- Automobile
- Bus
-
Mini Truck
-
Motorcycle
- Motor Home (RV)*
- Travel Trailer*
- Truck / Tractor
*RVs and travel trailers will no longer require FDP calculation.
What This Means
- This change simplifies excise tax calculations and does not affect licensed operator revenue because licensed operators do not currently retain fees from excise tax collections.
- The new law only applies to vehicles purchased on or after July 1, 2026.
- If a vehicle is purchased before July 1, 2026, its excise tax will still follow the current excise tax calculation based on NADA.
What is Actual Sales Price
- The actual sales price used to determine excise tax is the agreed-upon price of the vehicle AFTER dealer discounts or rebates, but BEORE the use of any trade-in credit.
- The actual sales price includes the cost of the vehicle PLUS any equipment or product installed on the vehicle.
- The actual sales price does NOT include fees for services provided by the seller or an outside party, including but not limited to:
- Documentary fees.
- Financing fees.
- Insurance coverage fees.
-
Maintenance agreement fees.
Required Documents For vehicles purchased on or after July 1, the documents needed to determine excise tax are the same documents needed to calculate sales tax.

- Purchase contract
- Bill of sale
