Legislative Updates: What’s Changing and What You Need to Know

Below is a high-level overview of the bills that will most impact our agency and how we serve Oklahomans.

• Senate Bill 169, which takes effect July 1, increases longevity pay for state employees by 50%. If your work anniversary is after July 1, 2026, you will see an increase in your longevity pay this year.  
• House Bill 3147 creates the Route 66 Centennial License Plate. The plates will be printed soon and then distributed.
• House Bill 4052 authorizes Service Oklahoma to purchase Building 4 on the Expand Campus. 
• House Bill 3075, also known as the “Common Cents Act,” outlines the roundup amount for cash transactions. The U.S. Mint has suspended the production of pennies and they are expected to begin falling out of circulation. Stay tuned for more details to follow as we get closer to the bill's effective date on November 1.  
• House Bill 3148 expands who may perform VIN inspections. Currently, VIN inspections can be performed by licensed operators and Service Oklahoma staff. When this bill takes effect on November 1, 2026, it will expand VIN inspections, allowing them to
  be conducted by dealers, salvage companies, auction houses and dismantlers. 
• House Bill 3982 amends the law pertaining to temporary tags. Currently, when you purchase a vehicle from a dealer, you have 10 days with a paper tag before Service Oklahoma issues a temporary metal license plate. Starting January 1, 2027, when a customer purchases a vehicle from a dealer, the dealer will issue a 60-day paper tag. Pre-registration continues to be required. This does not affect private sales, only sales from a dealer. 
• Senate Bill 1221 authorizes Service Oklahoma to develop a system that allows customers to track their credentials from the time of issuance until they reach their designated location. Additionally, the bill allows Service Oklahoma to offer expedited delivery options. This bill has an implementation date of January 1, 2027. 
• House Bill 3000 authorizes Service Oklahoma to issue cosmetology and barbering licenses starting July 1, 2027. This new bill expands the services that Service Oklahoma and licensed operators will offer, in addition to fees collected. This bill does not allow Service Oklahoma to regulate licenses, as that authority remains with the State Board of Cosmetology and Barbering.
