As previously communicated, Service Oklahoma has paused all services related to non-domicile Commercial Driver Licenses (CDLs). Until further notice, we are unable to issue, renew, transfer, upgrade from a Commercial Learner’s Permit (CLP) to a CDL, or process duplicate or replacement non-domicile CDL credentials.
Non-Domicile Commercial Driver License Requirements:
- A non-domicile CDL is issued to individuals who are neither U.S. citizens nor lawful permanent residents (green card/I-551 holders).
- Proof of Oklahoma residency is not a qualifying factor for a non-domicile CDL. Applicants may reside in Oklahoma but are still required to obtain a non-domicile CDL.
- A temporary I-551 document is not sufficient to obtain a regular CDL. Applicants must present a valid, unexpired physical I-551 (green card) to qualify for a standard CDL.
