As part of Oklahoma’s transition to electronic vehicle titles, Service Oklahoma is continuing to improve the experience for customers and partners. After hearing from Oklahomans who have already engaged with the electronic titling over the last few weeks, we’re making adjustments to ensure the transition works for Oklahomans while remaining consistent with state law and existing business practices. Customers may now request a paper title if there is no lien on the vehicle.
Customers can make this request directly through their preferred licensed operator, either in person or online through OkCARS.
What This Means for Lienholders
- There are no changes to the current process or system.
- Leased vehicles are now eligible for a paper title at any time, regardless of whether a lien is present or how the lienholder handles lease arrangements.
- When a lien is present, titles will continue to be issued electronically and sent to the lienholder, consistent with Oklahoma’s title-holding status.
- If a customer with a lien needs a paper title to move, transfer or sell the vehicle out of state, they may request one. The paper title will be sent to the lienholder.
- In the case of a repossession, the lienholder may now request a paper title if preferred.

The exceptions previously communicated still apply for vehicles with a lien. A paper title may be requested if the vehicle is:
- Titled in the name of a licensed Oklahoma dealer
- Sold at auction
- Moved out of state
- Used for floorplan lending

Involved in a lease agreement (now available at any time, not just six months prior to the end of the lease or when the payoff or buyout is processed.)

- Replaces the need for customer documentation in electronic title scenarios
- Can be completed by a representative of the lienholder
