As you may have seen in the last Employee Newsletter, Service Oklahoma is rolling out key updates to modernize vehicle titling. These changes are designed to make the process more secure, efficient and accessible for dealers, lienholders and customers.
Here's a look at what's new as of today, April 7, 2025.

Electronic Titles Integrated in OkCARS: Customers can now receive and view electronic title confirmations directly in their OkCARS accounts.

Title Confirmation in Customer Accounts: Whether a title is electronic or paper, customers can see confirmation of their title status after logging in to OkCARS. This feature provides added convenience and may encourage more Oklahomans to create and use their accounts.

Dealers Can Add Liens Online: Dealers now have the ability to add liens electronically for any lienholder through their OkCARS accounts, streamlining their workflow.

Electronic Title Bill of Sale Introduced: For vehicles with electronic titles, a notarized Electronic Title Bill of Sale replaces the traditional paper title during transfers. The form is available on the Service Oklahoma website.

Expanded Vehicle Information Requests (VIRs): Dealers and lienholders have access to more detailed vehicle data in OkCARS—even outside normal business hours—supporting faster and more accurate transactions.
Coming Soon: Full Transition to Electronic Titles (Effective July 1, 2025) On July 1, all titles will be issued electronically, with limited exceptions for those moving to another state. Existing paper titles will remain valid, but when the next transaction occurs (such as a sale, transfer or lien placement), the title will be converted to an electronic record.
These updates mark a significant milestone in modernizing vehicle services and improving the customer experience. We've shared updates, training materials and demos with licensed operators, dealers and lienholders, and all supporting information has been uploaded to the OneLink content manager for easy access.
