Service Oklahoma is preparing to implement several legislative changes that take effect on Nov. 1. To ensure we’re ready to support our customers and partners, mandatory training is available in Workday. This training will cover all the upcoming changes to driver license and motor vehicle services, providing us with the knowledge and tools needed.
Below is an overview of the legislative changes taking effect Nov. 1:
Driver License Legislation:

SB1724: Provides courts the authority to stay the suspension of driving privileges for certain offenders.

HB3000: Creates a path for first-time impaired driving offenders to avoid license revocation by enrolling in the Impaired Driving Accountability Program (IDAP).

HB3231: Allows homeless youth under 18 to obtain a noncompliant state ID without a parent or guardian’s signature.

HB3599: Allows Department of Corrections (DOC) inmates to use a copy of a birth certificate and DOC record card to obtain a state ID upon release.

HB3885: Extends the timeframe for courts to notify Service Oklahoma of citations from 120 days to one year.

SB1766: Introduces changes related to driver education and the Farm Permit and designated examiners and driver education.
Motor Vehicle Legislation:

HB3105: Redefines “powersports vehicle” and updates dealer regulations.

SB1547: Enables mass renewal of commercial vehicle registrations for businesses with ten or more vehicles.

HB3517 and SB1909: Introduce specialty license plates and amends current plate beneficiaries.

HB3618: Allows motor vehicle transfers between a business and its owner.
All Service Oklahoma employees are required to complete this overview training. Employees in roles directly affected by these changes should complete it by Friday, Nov. 1, to ensure we’re ready to support and serve our customers.

Once logged into your Workday account, you can also find the training using the following steps:
- Click the Menu option in the left top corner of the screen
- Click on Learning
- Navigate to My Learning
- Follow the prompts to launch the course
- If you get an error that says Pop Ups Blocked, please right click in the web browser and click Allow Pop-Ups.
- This should launch the training content in a separate web browser.
