It’s been almost a year since the Oklahoma Medical Marijuana Authority, Metrc and plaintiffs reached an agreement allowing Oklahoma’s seed-to-sale system to move forward. And after a fast-tracked but thorough implementation, we continue to make tremendous strides enforcing Oklahoma’s seed-to-sale tracking system.
As you may recall, all licensees were required to be credentialed in Metrc by May 26, 2022. OMMA assessed a $500 fine for licensees who weren't credentialed on time. OMMA filed revocation actions against licensees that didn't pay the fine and remained uncredentialed. These actions ensure all licensees should be active in the state inventory tracking system.
Today, we continue holding licensees accountable thanks to collaboration, data-driven enforcement, technology and increased staffing levels across the board. In January 2023, OMMA:
- Issued two emergency orders resulting in summary license suspensions,
- Prevailed in 76 cases with another 175 cases pending, and
- Scheduled around 40 hearings for end of February/start of March.
These legal actions represent our staff’s dedication to OMMA’s public safety mandate to enforce the law equitably and eliminate bad actors from Oklahoma’s vast, diverse medical marijuana industry.

The graphs below show the trend of total commercial and patient licenses over the previous year.
In March, there were 12,159 total commercial licenses. That number declined sharply to a low point (11,228) in July before steadily rising to 11,974 this month.
There were 381,974 total patient licenses in March. That number peaked to a high point in May (386,913) before a steady decline to 369,468 this month.

This week, our team attended a number of committee meetings as legislators considered medical marijuana bills. The OMMA Dashboard provides licensees and the public with data and analytics for Oklahoma's medical marijuana industry — including the number of commercial licenses by county, reported sales and harvest/plant counts, just to name a few.
Powered by NCS Analytics, this tool actively monitors and analyzes data from multiple systems like the state’s seed-to-sale tracking system. OMMA uses this information to help guide compliance and enforcement activities. View this data-driven tool at omma.ok.gov/data.

OMMA will be closed Monday, Feb. 20, for Presidents Day. Even when OMMA is closed, licensees can log in to the licensing portal to apply for or manage any license with OMMA.
