Science standards open for public comment

On February 18, 2014, a Notice of Rulemaking Intent (NRI) in the Oklahoma Register notifying the public of proposed amendments to one rule in Title 210 for the State Board of Education (“Track 6”).  Copies of proposed draft rules and Rule Impact Statements are available at  http://ok.gov/sde/administrative-rules

Written comments on the proposed rules will be accepted through 4:30 p.m. on March 20, 2014. Written submissions may be submitted via email to rules@sde.ok.gov during the open public comment period. 

A public hearing whereby members of the public may submit oral comments is scheduled for 10:00 a.m. March 20, 2014, at the Hodge Education Building, State Board Room, Room 1-20, 2500 North Lincoln Boulevard, Oklahoma City, Oklahoma.

Persons wishing to speak must sign in at the door of the State Board Room prior to the start of the hearing. Time limitations may be imposed on oral presentations to ensure that all persons who desire to make oral comments will have an opportunity to do so.

Testing Status Application updated

The Testing Status Application is updated and located on the Accountability (A-F Report Cards) Application, which can be accessed through your Single Sign-On account. The old application has been removed and replaced with instructions guiding you to the new system. District logon administrator will need to access this site to submit student testing designations. Any information previously submitted through the old system is now in this new system. There is no need to resubmit any old requests. 

Once inside the Accountability System, there is a menu option for “Applications” and a link to the Testing Status Application. To add a student to the list, click on the “Add New” link. You will then enter the name or STN of the student in question into the text box to search for the student. If you need to submit multiple students with the same issue, you can add additional students to your list and submit them all at once. The SDE will review the requests, and districts will be able to see the status of their requests within this system. This system utilizes current student information from the WAVE. If you are unable to find a student in this system, you need to check that all of the student’s information is correct in your system. As always, any changes to your student information system will update overnight, and the student should appear in this system on the following day. Statewide School Immunization Survey

Linked below is information about the Statewide School Immunization Survey, which should be completed by March 18. The survey will be conducted through an Internet site. Details are included in the attachment. A worksheet also is included to help with the completion of the survey. The intent of the survey is to measure protection and compliance with state law.

Third-grade reading poster for parents

With this school year being the first year of full implementation for the third-grade retention portion of the Reading Sufficiency Act (RSA), the Oklahoma State Department of Education has produced a poster to give parents a quick overview of the requirements of the law.

A link to the poster is below for your use. We urge you to hang this in a place where parents or guardians of your third-grade students, and possibly parents of children in earlier grades will see it.

In addition, the department also has produced a tri-fold brochure in English and Spanish that can be shared with parents. The brochure includes a number of FAQs about the law, its six good-cause exemptions and other material. An updated educator brochure will be coming soon.

E-rate update
 

Federal Communications Commission Chairman Tom Wheeler committed to the following principles in modernizing the E-rate program, "One, to focus on the priorities of the 21st century: high-speed connectivity to every school and library and throughout those institutions. Two, to update how we manage the program to make it easier and more productive for schools and libraries. And three, ensuring sufficient resources are made available to meet our modernization goals, starting with a $2 billion down payment on the expansion of high-speed connections over the next two years, while still meeting expectations set by the 2014 program rules."  The FCC will release proposed changes for comments in the next couple of months to help meet these goals, and they seriously consider all comments from schools and libraries. We will provide the link when it is available and encourage districts and schools to comment about how the changes will affect them. 

E-rate Reminder

Your district's E-rate form 470 must be filed no later than February 26.

Data verification training

The State Department of Education is offering webinar trainings on the following topics during February and March. The training sessions under each heading are repeat sessions of the same information, so if you are registering for a topic, you only need to register for one session under the heading.

Site code-grade span deadline Sept. 1, 2014

The Accreditation Section, of the State Department of Education, prepares and approves new site codes and grade span changes for Oklahoma’s public schools. We notify all departments of these changes and computer programming must be submitted for each change.

It is necessary to have every school’s grade span for the Accreditation Application correct and ready to enter before October 1, 2014.

For the school year 2014-2015, all site code requests and grade span changes must be submitted to the Accreditation Section before September 1, 2014. No grade span changes or added sites (with the exception of new construction) will be accepted after this date. We appreciate your assistance as it will allow us to serve the schools in a more efficient manner.


Community Eligibility Provision training for child nutrition program school food authorities

Section 104(a) of the Healthy, Hunger Free Kids Act of 2010 amended section 11(a)(1) of the Richard B. Russell National School Lunch Act to provide an alternative to household applications for free and reduced price meals in high poverty local education agencies and schools. The alternative is called the Community Eligibility Provision (CEP). Reimbursement for each SFA is based on claiming percentages derived from the percentage of identified students, i.e., students certified for free meals through means other than individual household applications. The claiming percentages established in the first year for an SFA may be used for 4 years and may be increased if the percentage of identified students rises. This conference is to inform interested SFA’s of the provision. Training is from 1:30 to 3:30 p.m. Thursday, March 6; and repeated Friday, March 7 or Tuesday, March 11 at the Network Sites.   Register by going to http://www.eventbrite.com/o/videoconference-events-5593175065, choose the date you prefer to attend and follow the instructions. 2014 Aerospace Education and Industry Partnership Day
 

All Oklahoma grades 3-12 STEM teachers and school counselors are eligible to attend the 2014 Aerospace Education and Industry Partnership Day to learn about the aerospace industry in Oklahoma. The event will be from 8 a.m. to 4:30 p.m. July 31, 2014, at Rose State College in Midwest City.

Participants can receive $100 stipend and $110 Pitsco gift certificate; $15,000 in grants will be available to previous Fellows.
