Oklahoma received the ESEA Grant Award Notifications (GANs) from the United States Department of Education in July 2024. The process is underway now to calculate district allocations. As with previous years, districts may use the previous year's allocation amount to plan for the upcoming school year. As a reminder of the message that was announced earlier this year in the April 23rd Lunch and Learn session - allocations to districts include a "hold harmless" rule that prevents an abrupt decline in federal funding to the district. Final district allocations are expected to be released on August 16th.
All districts must perform the closeout process on the Grants Management System (GMS) when the district has finished expending funds and has received payments for all claims for reimbursement. All programs must be closed out, even if all funds are transferred out of the program (e.g., if funds were transferred from Title II to Title I, the Title II program must still be closed out). Please close the receiving program first.

The ESSER Performance Report must be created as an application on the Grants Management System (GMS) in FY2023.

Process to Create the ESSER Performance Application
1. On the GMS Access/Select Page use the menu in the upper left to navigate to FY2023.
2. Scroll down the GMS Access/Select Page to the Available list under Title Services.
3. To the right of ESSER Performance select Create.
4. Scroll up the GMS Access/Select Page to the Title Services section. To the right select Open.
5. Navigate through all tabs entering data as it applies to your district.
6. When all data is entered use the Submit tab to run the Consistency Check and submit the application.

The Office of Title Services (OTS) has released the FY25 ESEA Grant Performance Review Application (formerly titled the ESEA Consolidated Monitoring Application). The FY25 ESEA Grant Performance Review Application and related documentation is posted on the Office of Title Services webpage > ESEA Grant Performance Review tile.
Why is the title changing from ESEA Consolidated Monitoring Application to ESEA Grant Performance Review?
- To encourage readers to recognize the difference between the ESEA Grant Performance Review Application (contains a request for evidence to demonstrate compliance) and the ESEA Consolidated Application (contains the budget applications for ESEA programs).
- To provide consistency with the United States Department of Education's (ED) terminology. ED now releases monitoring reports for the ESEA programs under the title Consolidated Performance Review Reports.
Will the FY25 ESEA Grant Performance Review Application contain the revisions to the Uniform Grant Guidance (UG)?
The effective date for the UGG revisions is October 1, 2024. The FY25 ESEA Grant Performance Review Application will be released in July 2024 - so the application will not include the revisions. During the review process the Office of Title Services (OTS) reviewers will make any necessary accommodations for evidence that might be impacted by the revisions.
Will all the ESEA Grant Performance Review indicators change?
No, as the ESEA has not been recently reauthorized so there will not be major changes in the indicators. There will be minor changes based on the recent release of Oklahoma's Consolidated Performance Review Report.
