In the fall of 2022, 16 Oklahoma educators came together to update the ELA framework. The framework writers updated the proficiency levels and created new writing resources and Universal Design for Learning pages. Learn more about one of the ELA framework writers below.
Alisha Lee is a Pre-K teacher in Noble Public Schools. She worked on the early childhood team in phase 2 of the ELA framework and is currently working on the early childhood team on phase 3. Look for new updates on the ELA framework this summer.
What parts of the ELA framework did you help to develop?
I worked on the early childhood team to develop the Objective Analysis, Literacy Progressions, and Proficiency Levels for pre-K through grade 2.
How do you use the ELA framework in your classroom, school, or district?
I use the framework to help me plan lessons for small groups of students based on their individual needs. I identify where students are struggling using observations and formal assessments. Once the skills are identified, I will click on the appropriate grade-level objective and make sure that I am following all the teacher actions. To help with my interventions, I look at the recommendations in the objective analysis for strategies that I can use with students that are needing extra support with a specific skill.
What advice would you give teachers about using the ELA framework?
Do not be intimidated by the magnitude of the ELA framework overall. Although the framework has an abundance of information, once you start looking at what pertains to your grade level, it is very user-friendly.
What is a favorite literacy strategy that you would like to share with Oklahoma teachers?
I love to have my students transfer their knowledge to text by going through a page and highlighting targeted patterns we are working on. For example, if we are learning about the letter A, we might read a book together on the Smart Board and then choose a page to highlight all the letter A’s that we can find. This strategy can be used for a variety of skills.

Standard Setting Workshop
Standard setting is the process that allows Oklahoma stakeholders to make expert judgments about the content a student should master before he or she is reported in a specific performance level (e.g., Advanced, Proficient). During this process, participants will analyze assessment content and recommend cut scores for each performance level.
Dates: June 17-21, 2024
Deadline to apply: April 29, 2024
Stipend provided.
This workshop will be held in Oklahoma City.
Accommodations are available for those traveling more than 65 miles one way.

The OSDE is offering a free intervention management tool for all school districts. This tool is intended to track the district and site-level interventions that schools are already completing. The OSDE is providing weekly training sessions, open to all educators, regarding how to use the OMTSS on EDPlan data management system's intervention platform. The Office of Special Education Services at the Oklahoma State Department has developed a state-systemic improvement plan (SSIP) to support educators who serve kindergarten through third-grade students, with a focus on students with special needs and early literacy outcomes.
We are excited to offer an opportunity for the coming school year for school sites that educate students K-3, within the State of Oklahoma, who have scored 0% proficiency for third-grade reading based on state testing proficiency for students with IEPs.
We are hosting informative virtual meetings to answer your questions and provide insight into this program. The informative meetings will be the same session but offered at different times to accommodate your schedule:
What is the State Systemic Improvement Plan (SSIP)?
The program features three tiers of participation:
- Tier 1:
- Universal Supports: Access to templates and protocols for early literacy interventions and evidence-based practices. You can access the Universal Supports through the OK Multi-Tiered System of Supports | Oklahoma State Department of Education.
- Sequenced Professional Development: Access to a professional development sequence, intended to support educators with early literacy outcomes.
- Tier 2:

Strategic Leadership Coaching: To support the development of a site MTSS leadership team, aid in implementing MTSS for K-3 early literacy, and continuous coaching. Application due June 1, 2024.
- Tier 3:

Instructional Coaching: Application to access direct, individual support for educators working with K-3 students, supporting early literacy. Educators must be concurrently participating in the professional development sequence. Application due June 1, 2024.
The application for participation has been included in the email as links. On-time deadline is June 1, 2024, and late-acceptance will continue until August 1, 2024, or until the capacity for the program has been reached.

With this award, Oklahoma honors the Native American leader Sequoyah for his unique achievement in creating the Cherokee syllabary. Sequoyah chose eighty-five symbols to represent all spoken sounds of the Cherokee language. In so doing, he created a way to preserve his people's language and culture.

For the Donna Norvell Award, students in kindergarten through 2nd grade must read or listen to 3 or more titles to vote.
For the children's Sequoyah Award, students in grades 3-5 must read or listen to 3 or more titles to vote.
The Book Love Foundation seeks teachers who demonstrate a passion for promoting a hunger for books. These teachers recognize the wide array of every class of readers, and they challenge each student to build an independent reading life of increasing depth and joy.
Teachers who apply for a Book Love Foundation grant must demonstrate that they are already committed to the support of readers through current classroom practices such as maintaining access to a range of books, conferring regularly and purposefully to understand and support students' changing needs, and sharing their own contagious passion for reading inside and outside of their classroom.
This year the Book Love Foundation will be awarding three types of grants:
- Classroom Library grants
