SSIP

The Office of Special Education Services at the Oklahoma State Department has developed a state-systemic improvement plan (SSIP) to support educators who serve kindergarten through third grade students, focusing on students with special needs and early literacy outcomes.  

We are excited to offer an opportunity for the coming school year for school sites who educate students K-3, within the State of Oklahoma, and based on Indicator 3B(Assessment - Proficiency for students with IEPs), have scored 0% proficiency for third-grade reading, as determined by the Office of Special Education Services.  

What is the State Systemic Improvement Plan (SSIP)?

The program features three tiers of participation:   

  1. Tier 1: Universal Supports: Access to templates and protocols for early literacy interventions and evidence-based practices. You can access the Universal Supports through the OSDEConnect Platform, called “Universal Supports through the SSIP-Part B”. 
  2. Tier 2: Sequenced Professional Development: Application to access professional development sequence, intended to support educators with early literacy outcomes. Application due June 1, 2023. 
  3. Tier 3: Instructional Coaching: Application to access direct, individual support for educators working with K-3 students, supporting early literacy. Educators must be concurrently participating in the professional development sequence. Application due June 1, 2023. 

The application for participation is on the website. On-time deadline is June 1, 2023, and late-acceptance will continue until August 1, 2022, or until the capacity for the program has been reached.  

We are hosting informative virtual meetings to answer your questions and provide insight into this program! The informative meetings will be the same session but offered at different times to accommodate your schedule:

Secondary Transition Technical Assistance

In order to increase Indicator 14 response rates and improve programming, consider surveying your own students to find out what they have been doing since leaving high school.

Opt-In to Survey Former Students for the Indicator 14: Post-School Outcomes Survey!

OSDE-SES is providing Transition Technical Assistance through a temporary, part-time Secondary Transition Program Specialist.  Assistance to schools/districts will be available through various formats to include e-mail, phone, virtual (via Microsoft Teams) and/or in-person.  Please use this link to complete a Transition Technical Assistance Request for your school/district regarding Secondary Transition topics, including the new Alternate Diploma and 18-22 Transition Programs.  For brief questions and/or more information about Transition Technical Assistance, please contact Claudia Beckner or Lori Chesnut

FY24 LEA Agreement

The FY24 LEA Agreement is now available online.  You can access the LEA Agreement through the Grants Management System on the GMS Access select page.  Remember to select FY2024, then click the create button under IDEA.  Your FY24 Assurances must be completed prior to beginning the LEA Agreement.  Both the FY24 Assurances and FY24 LEA Agreement must be submitted by June 30, 2023.  Should you have any questions please contact your finance specialist. 


FY24 Assurances

The FY2024 Assurances are now available online.  Assurances must be completed prior to July 1st.  You can access the Assurances through your Single Sign On, then click on the Grants Management/Expenditure Reporting.  Once on the GMS Access Select page, you will need to change the Select Fiscal Year to 2024 then proceed to create your Assurances.

Project 618 Memorandum, Transition Development Program

Starting April 1, 2023, funds will be available for districts with OAAP students with an age range of 17-21 and will be age 18-22 for school year 2023-2024. These funds must be used for developing or expanding transition programs. For more information, please see Project 618 Memorandum.


American Rescue Plan (ARP) Guidance

Reminder!

IDEA Part B American Rescue Plan (ARP) monies must be obligated by September 30, 2023 and claimed and processed by January 28, 2024. Please refer to American Rescue Plan Funds Guidance.

Trainings/Webinars

**NEW** Free Employment Consultant Training

The OK Department of Rehabilitation Services and the OU National Center for Disability Education and Training are providing Free Employment Consultant Training (job coaching) for paraprofessionals and/or teachers. This training will provide participants with the foundation, techniques, and effective strategies necessary for students with disabilities who want to work. This training is required if you participate in Work Adjustment Training (WAT). 

Both locations will be held from 9:00 AM to 4:30 PM daily. Seats are limited, so make sure complete your registration! All training hours must be taken consecutively to be eligible for certification.

OUNCDET will waive the $25 registration fee. Applicants must use the PO option and send Judi Goldston (jgoldston@ou.edu) the automated invoice.

Exit Early Childhood Outcomes for young children exiting early childhood special education services are due no later than June 30, 2023. Please refer to the Early Childhood Guidance Brief Documents.

**NEW** Paraprofessional Trainings

The Oklahoma State Department of Education - Special Education Services Division in collaboration with Dr. Kaylin Coody will be hosting a set of paraprofessional trainings in Oklahoma City this Fall. Topics of discussion include Behavior Strategies, legal aspects of SpEd, accommodations, Data Collection, and Classroom Behavior Management for Paraprofessionals. The training, in addition to outside work, will provide the required 24 hours of SDE curriculum necessary for the OSDE Tier 2 Paraprofessional Certificate.

The training is divided into two sessions. Attendees must complete Part I, Part II, and outside work.

  • Oklahoma City Part II – October 10, 2023

Registration for Glenpool

  • Glenpool Part I – September 13, 2023
  • Glenpool Part II – October 11, 2023

There is no cost associated with the training. If participants cannot attend and do not cancel within 4 days prior to the training, the district will be responsible for the cost associated with the participant(s), approximately $100 each. Enrollment is limited to 50 participants

Boot Camp is one of the alternative pathways special education teacher certification  offers for candidates interested in obtaining a non-traditional certification in the state of Oklahoma. You may view the entire list of Boot Camp Partner Universities

Paraprofessionals to Teacher Certification Pathway is one of the non traditional certifications in order to obtain a teacher certificate in Oklahoma.

Professional Development

**NEW** PD Bonus for SY 2022-2023

Districts may now submit 2022-2023 school year professional development
documentation related to special education. The PD bonus points will
appear on the annual Determination report to be released November 2023.
A district may earn one bonus point for each professional development (up

**NEW** 2nd Annual Paraprofessional Conference

The Oklahoma State Department of Education, Office of Special Education Services will be holding their 2nd Annual Paraprofessional Conference in 4 locations around the state.

First Semester

  • August 11th in Altus, Oklahoma
  • October 20th in Sapulpa, Oklahoma 

Second Semester

  • February 16th in Enid, Oklahoma
  • March 1st in Wetumka, Oklahoma

Registration is now OPEN for districts to send their paraprofessionals to attend the 2nd Annual Paraprofessional Conference for their yearly Professional Development. Make sure you register for the ONE location you would like to attend before all the spots are filled! Seats are limited! 

Districts can use Project 613 funds to pay for substitutes, travel, and lodging. Lodging must be over 60 miles. 

*Once you are registered, make sure to PRINT YOUR TICKET! 

NO TICKET, NO ENTRY.

Educational Interpreter Registry

If your district employs educational interpreters, please verify that they are on the OSDE Educational Interpreter Registry.  All interpreters in an educational setting are required to be on the registry and are required to obtain yearly CEUs.
