OSDE-SES is providing Transition Technical Assistance through a temporary, part-time Secondary Transition Program Specialist. Assistance to schools/districts will be available through various formats to include e-mail, phone, virtual (via Microsoft Teams) and/or in-person. The Office of Special Education Services at the Oklahoma State Department has developed a state-systemic improvement plan (SSIP) to support educators who serve kindergarten through third grade students, focusing on students with special needs and early literacy outcomes.
We are excited to offer an opportunity for the coming school year for school sites who educate students K-3, within the State of Oklahoma, and based on Indicator 3B(Assessment - Proficiency for students with IEPs), have scored 0% proficiency for third-grade reading, as determined by the Office of Special Education Services.
What is the State Systemic Improvement Plan (SSIP)?
The program features three tiers of participation:

Tier 1: Universal Supports: Access to templates and protocols for early literacy interventions and evidence-based practices. You can access the Universal Supports through the OSDEConnect Platform, called “Universal Supports through the SSIP-Part B”.

Tier 2: Sequenced Professional Development: Application to access professional development sequence, intended to support educators with early literacy outcomes. Application due June 1, 2023.

Tier 3: Instructional Coaching: Application to access direct, individual support for educators working with K-3 students, supporting early literacy. Educators must be concurrently participating in the professional development sequence. Application due June 1, 2023.
The application for participation is on the website. On-time deadline is June 1, 2023, and late-acceptance will continue until August 1, 2022, or until the capacity for the program has been reached.

The OK Department of Rehabilitation Services and the OU National Center for Disability Education and Training are providing Free Employment Consultant Training (job coaching) for paraprofessionals and/or teachers. This training will provide participants with the foundation, techniques, and effective strategies necessary for students with disabilities who want to work. This training is required if you participate in Work Adjustment Training (WAT).
Both locations will be held from 9:00 AM to 4:30 PM daily. Seats are limited, so make sure complete your registration! All training hours must be taken consecutively to be eligible for certification.

The FY24 LEA Agreement is now available online. You can access the LEA Agreement through the Grants Management System on the GMS Access select page. Remember to select FY2024, then click the create button under IDEA. Your FY24 Assurances must be completed prior to beginning the LEA Agreement. Both the FY24 Assurances and FY24 LEA Agreement must be submitted by June 30, 2023. Should you have any questions please contact your finance specialist.
The FY2024 Assurances are now available online. Assurances must be completed prior to July 1st. You can access the Assurances through your Single Sign On, then click on the Grants Management/Expenditure Reporting. Once on the GMS Access Select page, you will need to change the Select Fiscal Year to 2024 then proceed to create your Assurances.

Starting April 1, 2023, funds will be available for districts with OAAP students with an age range of 17-21 and will be age 18-22 for school year 2023-2024. These funds must be used for developing or expanding transition programs. For more information, please see Project 618 Memorandum.

IDEA Part B American Rescue Plan (ARP) monies must be obligated by September 30, 2023 and claimed and processed by January 28, 2024. Please refer to American Rescue Plan Funds Guidance.

Stacey Dutton, Transition Programs Field Representative with Department of Rehabilitation Services, will present information about hosting Transition Fairs for students and families. She will also provide examples from Oklahoma school districts to show what transition can look like in rural school districts.

Long-term Planning – Financial and Employment Options

The Center for Learning and Leadership/UCEDD and the Oklahoma Disability Law Center invite you to the family training on Long-term Planning - Financial and Employment Options. This training is designed to help plan for the future by sharing options to assure the protection of long-term supports and benefits, including waiver supports and methods for saving money beyond the typical Medicaid asset limits. Learn about options for community integrated employment such as Ticket to Work and options to help secure funds for future needs such as OK STABLE accounts. Come learn about what could be available to you or the person care for.

Paraprofessional to Special Education Teacher Route
Paraprofessionals to Teacher Certification Pathway is one of the non traditional certifications in order to obtain a teacher certificate in Oklahoma.
Districts may now submit 2022-2023 school year professional development documentation related to special education. The PD bonus points will appear on the annual Determination report to be released November 2023. A district may earn one bonus point for each professional development (up to two). For more information on the PD Bonus, please view Professional Development Bonus for 2022-2023 SY.
The Oklahoma State Department of Education, Office of Special Education Services will be holding their 2nd Annual Paraprofessional Conference in 4 locations around the state.
First Semester
- August 11th in Altus, Oklahoma
- October 20th in Sapulpa, Oklahoma (*Possible date change, TBD*)
Second Semester
- February 16th in Enid, Oklahoma
- March 1st in Wetumka, Oklahoma
Registration is now OPEN for districts to send their paraprofessionals to attend the 2nd Annual Paraprofessional Conference for their yearly Professional Development. Make sure you register for the ONE location you would like to attend before all the spots are filled! Seats are limited!
Districts can use Project 613 funds to pay for substitutes, travel, and lodging. Lodging must be over 60 miles.

If your district employs educational interpreters, please verify that they are on the OSDE Educational Interpreter Registry. All interpreters in an educational setting are required to be on the registry and are required to obtain yearly CEUs.
