Updates: Office of Assessments

Final Assessment Data

Final assessment data will be available during the week of Sept. 12 on the OSTP Data Portal.

This data will be embargoed until the week of Sept. 19. At that time, it will be released to the media and into the Parent Portal. Guidance documents and webinars to assist you in evaluating instructional programs will be provided the week of Sept. 12.

Due Oct. 1: DTC Contact Information

The Office of Assessments is in the process of compiling district test coordinator (DTC) contact information for each district. Please complete the 2022-23 DTC Designation Form and provide the requested information no later than Oct. 1.

If you have questions, contact the Office of Assessments at assessments@sde.ok.gov.

Due Sept. 30: Oklahoma Annual Education Technology Survey

The Oklahoma State Department of Education (OSDE) requests all districts complete the annual Oklahoma Education Technology Survey in order to obtain information required per 62 OK State § 62-34.23 (2014).

By gaining an understanding of each school district's technology and internet capacities, as well as needs, the OSDE will be better able to support schools in closing the digital divide. The OSDE will provide a brief overview of the survey data with districts later this year.

All data used to complete this survey should be related to the 2021-22 school year.

Please have one person per district complete the survey by Friday, Sept. 30.

Due Oct. 21: U.S. Presidential Scholar Nominations

OSDE is soliciting recommendations for Presidential Scholars, one of the nation’s highest honors for high school students.

We ask that educators submit information for an outstanding SENIOR student graduating between January and June 2023 who they believe will represent the State of Oklahoma well if selected as a U.S. Presidential Scholar.

Scholars will be selected based on outstanding leadership in the areas of academic achievement, community involvement and positive character. As you form your recommendation, consider what makes the student stand out as having exemplary scholarship.

  • Has the student overcome special challenges or hurdles while still achieving high academic success?
  • Has the student engaged in consistent service learning that has impacted the school and community?
  • Does the student exhibit innate leadership qualities that build relationships and empower others?

We encourage educators to tell the student's story and be their champion for this honor of excellence. Each year, up to 161 students are selected.

Recommend an Oklahoma senior here.

NOTE: Recommendations do not guarantee nominations. Students can only be nominated through OSDE and not directly with the U.S. Presidential Scholars Program. More than one student from each school can be submitted for recommendation; however, only ONE recommendation per student will be accepted. Please notify your principal of the recommendation to avoid duplications. OSDE will nominate the most outstanding students from the recommendation pool.

Please submit your recommendations by Oct. 21.

If you have questions, contact Jenna Jones at jenna.jones@sde.ok.gov.

New Education-Related Laws Now in Effect

A number of new education laws took effect on Aug. 25.

View bill summaries below. Extensive summaries for these bills can be found in the 2022 Red Banner Book.

HB2046 – Creates the Higher Education Institution Local Funding Act to allow boards of 2-year colleges to adopt a resolution to organize a funding district and levy a property tax millage. It prohibits a higher education funding district from including the territory or levy of any CareerTech district and requires an election to be held in November of even-numbered years and pass with 60% majority to secure approval. Any resulting operational millage rate revenue may be used for employee salaries and benefits, utility costs, books, classroom supplies, physical plants, HVAC, motor vehicles, etc. It prohibits revenue from being used to compete with an existing CareerTech district that is contiguous or near the higher education funding district. Lastly, it prohibits the State Regents for Higher Education from taking higher education funding district revenue into consideration when allocating state appropriations. Effective August 25, 2022.

HB2926 – Requires each institution of higher education in the state system to make available on its website an electronic link to the Oklahoma State Regents Employment Outcomes Dashboard and directs the dashboard to include at a minimum, employment data of graduates from state institutions, wages and earnings for each major and degree offered by the institution, employment outcomes by county and industry code and a supplemental link to the U.S. Bureau of Labor Statistics Occupational Outlook Handbook. Effective August 25, 2022.

SB1579 – Allows a local school board to approve a request from a district employee for a leave of absence to serve as an officer, director, trustee, or agent of a national, statewide, or school district employee association, with board approval specifying definitive beginning and end dates for the absence. Requires the requesting employee to provide the district superintendent proof of election and the term of office with the association. The leave of absence will be without pay, and the employee on leave will not be entitled to maintain any benefits granted by the district, advance on the minimum salary schedule, accrue sick or personal leave, accumulate service credit with the Teachers’ Retirement System, or access office space at the district. Any association that fails to comply with these provisions will be prohibited from representing district employees. Effective August 25, 2022.
