Beginning with the 2022-23 school year, OSDE will implement a new data collection that seeks to uncover the leading reasons teachers leave the profession.
The OSDE has developed an exit survey for districts/schools to share at the time of employment separation with ALL teacher employees who leave a teaching position, voluntarily or involuntary, and regardless of their Full Time Equivalent (FTE) status. Employing the same survey tool across all districts will allow comparability of the resulting data.

The data collection will be anonymous and voluntary, but the Department trusts that districts will do the best they can to maximize the number of teachers who participate in the survey. View more information here under the header "Data Initiatives."

Community-based social services referral service
As the new school year begins, teachers and administrators may learn of students in need of social services such as housing, food, transportation and/or health and behavioral health care.
Through a new partnership with the Oklahoma Health Care Authority (OHCA), Oklahoma schools can now make referrals for community-based social services though Unite Us Oklahoma, a coordinated care network connecting over 500 community-based social service providers across the state.
Unite Us Oklahoma’s web-based referral platform is available to Oklahoma schools at no cost through the OHCA partnership. The platform is HIPAA, FERPA and 42 CFR Part 2 compliant, and is available to all Oklahoma schools for all Oklahoma students, regardless of income.

- As of Sept. 1, the fee for live-scan background checks will increase by $1.00 to $58.25. Checks or money orders for $57.25 will not be accepted after that date.
- Until further notice, the Office of Teacher Certification will NOT be printing hard copies of emergency certificates. Certificates are available to print in pdf form for both district personnel and teachers via the OECS application in Single Sign-On.
- The Office of Teacher Certification is in the process of updating all applications/forms. As soon as they are placed on the website, we will send a notice informing schools. At that time, we ask that you only use the updated applications/forms moving forward. Using old forms could cause delays in processing.

Governor Kevin Stitt issued Executive Order 2022-13, which in part requires every school district to implement the Rave Panic Button by Sept. 1, 2022. The Rave Panic Button is a mobile app that allows users to simultaneously connect with 9-1-1 and first responders and sends a text alert to school staff in the event of an emergency. The Rave Panic Button has been funded by the Legislature for statewide implementation since 2019-20.
Districts may access the sign up form here, as well as more information, including training videos and FAQs. Signing up is the first step toward implementation, which is required by Sept. 1.

The deadline for school districts to submit their final revenue and expenditure data for FY22 is Sept. 1.
According to Oklahoma Administrative Rule 210:25-5-4, school districts and charter schools have from July 1 through Sept. 1 to submit the year-end financial report for FY22. Then, from Sept. 1 and Sept. 30, schools have the opportunity to review and correct the FY22 revenue and expenditure data.
All district superintendents must certify the FY22 OCAS data submission on or before Sept. 30.
NOTE: Failure to accurately record and report all revenue and expenditures by applicable OCAS bold code dimensions and failure to submit OCAS financial records on time and as required will be considered "not operating pursuant to the OCAS system" and may result in reduction of the district's state aid funds [Oklahoma Administrative Rule 210:25-5-4 (b) and (c)].

Alternative Education Implementation Plans are now available in Single Sign-On. The plan and required attachments must be finalized by Sept. 1.

Registration for the Oklahoma Math Tutoring Corps is now open for Oklahoma students in grades 7, 8 or 9.
This high-dosage tutoring program provides 50-minute virtual tutoring sessions three times a week in groups of no more than four students. Schools can share this flyer at enrollment, open house or on their school website to encourage families to register their students.
Students must be registered by 5 p.m. on Friday, Sept. 9.

The Teaching Out of Certification Exemption Request (TOCER) form is for programs that meet the 16 components for Alternative Education Programs. (70 O.S. § 1210-568).
"Teachers must be certified teachers but are not restricted to grade-specific or subject specific areas. Assignments out of regular subject area(s) or grade level(s) certification requires State Department of Education approval.” (OAC Section 210:35-29-6).

New Legislation Impacting Oklahoma Public Schools
While the 2022 legislative session is now behind us, its impact on schools, teachers and communities is only beginning. This year’s session marked a return to convention with a number of new laws (approximately 400).
While the 2020 session produced far fewer laws due to the arrival of COVID, the 2021 session saw a record high of 583 new laws resulting from the backlog of policy initiatives from the prior year’s truncated proceedings. Although 2022 had fewer pandemic-specific bills, many looked to address perennial areas of concern exacerbated by COVID, such as the teacher shortage and student mental health.
For example, to help facilitate teachers’ path to the classroom, H.B. 3658 eliminates the requirement that teacher candidates pass the general education (OGET) portion of the teacher competency examination to become certified. Additionally, H.B. 3564 creates a higher education scholarship to incentivize college students to enter the teaching profession and stay in the profession for at least five years, offering up to $25,500 in scholarships and incentive payments. To support mental health, H.B. 4106 requires each school district to develop a protocol for responding to students in mental health crisis, created in partnership with local mental health treatment providers.
To help keep track of these new laws and many others, the Oklahoma State Department of Education is excited to provide the 8th Annual Red Banner Book. Like previous editions, this book is not intended to be all-inclusive nor serve as legal advice, but it offers a general overview of this year’s new laws and legislative actions affecting public education.
