**NEW** Policies and Procedures

Handbook and Comparison

The purpose of this policies and procedures document, is to establish legal requirements for the State Education Agency (SEA), local education agencies (LEA), and other public agencies involved in the provision of special education and related services to children with disabilities. These policies incorporate by reference all of the IDEA’s statutory requirements (20 U.S.C. Sections 1400 et. seq) and regulatory requirements (34 Code of Federal Regulations, Part 300). In addition, these policies establish additional legal requirements by the State of Oklahoma that exceed federal law. The IDEA is aligned with the Elementary and Secondary Education Act (ESEA). The IDEA preserves the basic structure and civil rights of previous reauthorizations and emphasizes both access to
education and improved results for students with disabilities based on data and public
accountability.

Overview/Question & Answer Sessions

The Office of Special Education Services will be hosting a series of open meetings that will focus on each chapter of the newly adopted Policies and Procedures Manual.  Each session will provide a brief overview of a chapter, followed by an opportunity for participants to ask questions about the chapter.  Participants are encouraged to read the chapter in advance of the meeting and come prepared with questions for the OSDE-SES team.  Questions should be directly related to the P&P and should not include student specific questions.

**NEW** Special Education Child Count Notice

The annual child count is October 1, and the process for validating and certifying the child count is changing. To help districts prepare, the Data Team is hosting three virtual training sessions the first week of September. Registration dates and details are available here. We highly recommend that all directors attend one of the three sessions (they are identical). To prepare for child count, we also recommend that special education directors get authorization in the Wave to review the annual October 1 Consolidated Report.

Contact a member of the Data Team if you have questions about Wave access or other concerns in preparation for child count.


**NEW** SIS-Wave-EDPlan Enrollment Questions

As the new school year begins, districts may have questions about why students are or are not appearing in your EDPlan systems. Please review the attached guidance (now and throughout the year) to understand how records are populated in EDPlan from your SIS and the Wave, and how to troubleshoot student record concerns. PLEASE NOTE that districts must first send 2023 school year data to the Wave before any enrollment information will update in EDPlan. If you have additional questions, please consult the guidance document for contact names and information for assistance to resolve particular issues.

**NEW** Annual Finance Workshops

The Oklahoma State Department of Education, Special Education Services, will be providing in person training for budget completion and approval. This training will address the budget approval process for IDEA Part B.  Please send the person responsible for completing the online budget applications. Participation is limited. Bring your laptop computer (with Internet capability) and a calculator. To register, please click the link to the location you want to attend.

Project 616 Update

Two new areas of certification have been added to Project 616 (Special Education Comprehensive and Praxis Performance Assessment for Teachers (PPAT).

See attached memorandum for a list of all acceptable areas of certification.


FY23 Project 615 Allocation

The FY23 allocations for Project 615 are now available. Districts can begin submitting their online budget through the GMS. Once on the GMS Access Select page, you will need to change the Select Fiscal Year to 2023 then proceed to create your Project 615 budget. Applications must be completed and submitted by December 1, 2022. Districts not submitting a budget by December 1 will forfeit their allocation. For assistance, please contact your finance specialist.


FY22 IDEA Closeouts

FY22 IDEA CLOSEOUTS ARE NOW OPEN!

Districts must perform a closeout for:

  • IDEA projects 621, 623, 625, 641, 642
  • IDEA ARP projects 624, 628, 643, and 644.

Projects that do not require a closeout:

  • Projects 613, 615, 616, 626, and 627 

Closeouts must be completed online through the GMS and completed by September 1st. Closeouts cannot be performed until all submitted claims have been processed.

**NEW** Professional Learning Series - Supporting Students on an IEP in the General Ed Classroom

Join us for a professional learning series designed for emergency and alternatively certified general educators. 

Once a week for the months of September and October, OSDE Special Education Specialists will host a live webinar regarding topics for supporting students on an IEP in the general education classroom.

Inclusion Symposium for Educators

EDPlan August Webinar Training

EDPlan webinar scheduled is now available for registration.  Training includes:

Introduction and Navigating EDPlan – Training is designed for all new EDPlan users and is a suggested prerequisite to all other trainings by EDPlan.

EDPlan Administrator Training – Training is designed for all EDPlan Administrators and includes responsibilities of the EDPlan Admin for setting up the new year and summer updates.

IEP Process – Training is designed for users responsible for creating compliant IEP’s for students.  This training will show how to complete the IEP Process in EDPlan.

Eligibility Process - Training is designed for users responsible for completing the Eligibility Process for students in EDPlan. 

504 Process – Training is designed for users responsible for completing Section 504 Eligibility and Student Plan in EdPlan.  This training will demonstrate a Section 504 and Student Plan in EDPlan.

Moving Through the Communication Matrix from Assessment to Implementation to Results

The Communication Matrix assesses the communication skills of children with complex communication issues. The instrument provides the most accurate assessment data. Once the assessment data is obtained – what next? This workshop will provide strategies based on the child’s level of communication to enable educational teams to implement interventions that lead to increased communication skills. The major focus of this presentation is the implementation of effective strategies across all environments for a student you are currently working with. All members of the educational teams should plan to attend, if possible. Participants will attend virtual and in-person training along with follow-up support during implementation. Outside assignments will be required for participants to prepare for implementation at the end of the formal training.

Participants must attend each training in order by date, as each training builds on the previous.

Registration is required, as enrollment is limited to 50 participants for the entire course.  

The first two sessions will be virtual, with the third being in-person.

Dates, Locations, and Times are as follows:

October 20th - Virtual - 3:30-5:00 pm CST

November 3rd - Virtual - 3:30-5:00 pm CST

November 14th - In-Person at Francis Tuttle Rockwell Campus - 8:30 am - 4:00 pm CST

**NEW** American Sign Language (ASL) Course

This 6-week long course introduces the basics of American Sign Language (ASL) and is designed for adult learners who are looking for meaningful and conversational ASL that is readily applicable to their daily routines. ASL Instructor, Virginia Maze, will offer group classes once a week. During these group sessions, the instructor will present a vocabulary lesson, information about the Deaf Community and Deaf Culture, and resources for additional practice. Participants will be able to ask questions during class and make suggestions for lesson topics.

Attendees must attend each lesson in numerical order, as each class builds on the previous week.

Registration is required, as enrollment is limited to 50 participants for the entire course. 

Format: Online via Zoom. A zoom link will be emailed to you a week prior to each class.

  • October 11 - Lesson Two/Week Two
  • October 18 - Lesson Three/Week Three
  • October 25 - Lesson Four/Week Four

Oklahoma Autism Center

The Oklahoma Autism Center has set up Professional Development workshops over a variety of trainings. Please see the Professional Development Opportunities for 22-23.

Professional Development Bonus for District Determinations

Districts may now submit 2021-2022 school year professional development documentation to receive up to two bonus points on their annual district determination (issued in November 2022). Note that not all PD qualifies for bonus points. The deadline for submissions is October 72022.

**NEW** Early Childhood Outcomes (ECO) Guidance Documents and Professional Development

Coming Soon: Improving Early Childhood Outcomes August webinars. Two more opportunities (August 30, and 31) to improve your understanding of the ECO process and learn how outcomes data supports early childhood special educations programs in meeting the needs of students. The same information will be shared at each webinar.


Office of Special Education Services State Systemic Improvement Plan (SSIP) for K-3 School Sites: Professional Development Sequence

SSIP

The SSIP goal seeks to improve early literacy outcomes in K-3 school sites by the end of 2025. All K-3 school sites will have access to curated universal supports and three years of sequenced professional development. ATSI school sites will have an additional invitation to apply for instructional coaching. 

Registration is now open for State Systemic Improvement Plan (SSIP) Part B Professional Development Sequence Interest

You can access the Universal Supports through the OSDEConnect Platform. You can search for the platform called “Universal Supports through the SSIP-Part B”. The platform will be available in the course catalog via the platform on August 8th, 2022.

Staffing

**NEW** Fall OSDE-SES Boot Camp

The Oklahoma State Department Special Education Services (OSDE-SES) will be holding the Fall Boot Camp starting September 12th through November 13th, 2022. 

This option will allow participants to complete the Boot Camp and apply for a Provisional Special Education Teaching Certificate before the Winter Break.

Applications for the OSDE Fall 2022 Boot Camp must be submitted no later than August 26, 2022.

**NEW** Affirmation of Consultation with Private School

IDEA requires school districts to engage in timely and meaningful consultation with representatives of private schools and with parents about the provision of special education and related services for parentally placed private school students attending private schools within the district's jurisdiction.


**NEW** OSDE-SES CPI Regional Training

The Oklahoma State Department of Education Special Education Services Division and the Office of School Safety and Security are offering Crisis Prevention Intervention (CPItraining for small and rural school districts across the state. Districts may register up to 4 staff members to participate in the 2-day training. All participants must attend both days of the training session.

The Nonviolent Crisis Intervention® program is a safe and effective behavior management system designed to help educators provide the best Care, Welfare, Safety, and Security for students in distress. This training is designed to equip school staff members with tools to use in crisis prevention and de-escalation techniques and physical interventions.

Dr. Kaylin Coody Paraprofessional Training

The Oklahoma State Department of Education - Special Education Services Division in collaboration with Dr. Kaylin Coody will be hosting a set of paraprofessional trainings in Oklahoma City and Glenpool this Fall. Topics of discussion include Behavior Strategies, Progress Monitoring, Data Collection, and Classroom Behavior Management for Paraprofessionals. The training, in addition to online work, will provide the required hours of SDE curriculum necessary for the OSDE Paraprofessional Certificate.

The training is divided into two sessions – Part I and Part II.

Information about the corresponding sessions/locations is below:

Paraprofessional Training will be held from 8:30AM - 4:30PM for all sessions.

The training is free of charge if participants attend both sessions. If attendees do not participate in both training sessions, the district will be responsible for the cost associated with the participant(s). Registration is required.

Educational Interpreter Registry

If your district employs educational interpreters, please verify that they are on the OSDE Educational Interpreter Registry.  All interpreters in an educational setting are required to be on the registry and are required to obtain yearly CEUs.
