**NEW** School-Based Medicaid Services for Oklahoma

Since state-wide conception, the Medicaid agency (OHCA) has approved over $5 million in school-based revenue. If your school district is interested in learning more about reimbursement through the School-Based Health Services (SBHS) program please email okffs@pcgus.com.

The SBHS Participation Agreement for the school year 2022-2023 is available through the Grants Management System.  All districts choosing to use this agreement may begin completing their online application.  Follow these steps for application completion.  

1. Select the correct fiscal year (FY23)

2. Go to “GMS Access / Select” and scroll to available applications under IDEA.

3. Click “Create” on the “School Based Health Part” line. Once you have created the application it will appear under your applications.

4. Please agree to all assurances, upload the entire contract, and submit it.

**NEW** HB 2329 for Candidates of Deaf/Severe Loss of Hearing

HB 2329 provides for an exemption to the requirements of all teacher certification examinations for deaf teacher candidates. In order to be considered for an exemption as provided by HB 2329, the teacher candidate must be deaf with a hearing loss so severe that the person cannot process linguistic information with or without accommodations and whose primary language and teaching environment is American Sign Language.

Update: The conference has reached maximum capacity. We do not have a waitlist for both locations. 

OSDE-SES First time Paraprofessional Conference for our districts is coming up on August 1st in Moore and August 2nd in Glenpool.

Finance

**NEW** Project 616 Update

Two new areas of certification have been added to Project 616 (Special Education Comprehensive and Praxis Performance Assessment for Teachers (PPAT).

See attached memorandum for a list of all acceptable areas of certification.

 


**NEW** FY23 Project 615 Allocation

The FY23 allocations for Project 615 are now available. Districts can begin submitting their online budget through the GMS. Once on the GMS Access Select page, you will need to change the Select Fiscal Year to 2023 then proceed to create your Project 615 budget. Applications must be completed and submitted by December 1, 2022. Districts not submitting a budget by December 1 will forfeit their allocation. For assistance, please contact your finance specialist.


**NEW** High Need Applications

High Need Applications (Tier 1 and Tier 2) can be submitted starting July 1.

**The applications can be found online on the OSDE-SES Finance webpage.

**NEW** FY22 IDEA Closeouts

FY22 IDEA CLOSEOUTS ARE NOW OPEN!

Districts must perform a closeout for:

  • IDEA projects 621, 623, 625, 641, 642
  • IDEA ARP projects 624, 628, 643, and 644.

Projects that do not require a closeout:

  • Projects 613, 615, 616, 626, and 627 

Closeouts must be completed online through the GMS and completed by September 1st. Closeouts cannot be performed until all submitted claims have been processed.

Trainings/Webinars

**NEW** EDPlan August Webinar Training

EDPlan webinar scheduled is now available for registration.  Training includes:

Introduction and Navigating EDPlan – Training is designed for all new EDPlan users and is a suggested prerequisite to all other trainings by EDPlan.

EDPlan Administrator Training – Training is designed for all EDPlan Administrators and includes responsibilities of the EDPlan Admin for setting up the new year and summer updates.

IEP Process – Training is designed for users responsible for creating compliant IEP’s for students.  This training will show how to complete the IEP Process in EDPlan.

Eligibility Process - Training is designed for users responsible for completing the Eligibility Process for students in EDPlan. 

504 Process – Training is designed for users responsible for completing Section 504 Eligibility and Student Plan in EdPlan.  This training will demonstrate a Section 504 and Student Plan in EDPlan.

Moving Through the Communication Matrix from Assessment to Implementation to Results

The Communication Matrix assesses the communication skills of children with complex communication issues. The instrument provides the most accurate assessment data. Once the assessment data is obtained – what next? This workshop will provide strategies based on the child’s level of communication to enable educational teams to implement interventions that lead to increased communication skills. The major focus of this presentation is the implementation of effective strategies across all environments for a student you are currently working with. All members of the educational teams should plan to attend, if possible. Participants will attend virtual and in-person training along with follow-up support during implementation. Outside assignments will be required for participants to prepare for implementation at the end of the formal training.

Participants must attend each training in order by date, as each training builds on the previous.

Registration is required, as enrollment is limited to 50 participants for the entire course.  

The first two sessions will be virtual, with the third being in-person.

Dates, Locations, and Times are as follows:

October 20th - Virtual - 3:30-5:00 pm CST

November 3rd - Virtual - 3:30-5:00 pm CST

November 14th - In-Person at Francis Tuttle Rockwell Campus - 8:30 am - 4:00 pm CST

Participants will be emailed a link to the virtual presentations a week prior to the event.

**NEW** Dr. Kaylin Coody Paraprofessional Training

The Oklahoma State Department of Education - Special Education Services Division in collaboration with Dr. Kaylin Coody will be hosting a set of paraprofessional trainings in Oklahoma City and Glenpool this Fall. Topics of discussion include Behavior Strategies, Progress Monitoring, Data Collection, and Classroom Behavior Management for Paraprofessionals. The training, in addition to online work, will provide the required hours of SDE curriculum necessary for the OSDE Paraprofessional Certificate.

The training is divided into two sessions – Part I and Part II.

Information about the corresponding sessions/locations is below:

Paraprofessional Training will be held from 8:30AM - 4:30PM for all sessions.

  • Oklahoma City Part I – Tuesday, October 4, 2022
  • Oklahoma City Part II – Wednesday, November 2, 2022

Register for Glenpool

  • Glenpool Part I – Wednesday, October 5, 2022

To receive credit for the required hours necessary for the OSDE Paraprofessional Certificate, participants must attend both part one and part two at the location of their choice. If participants do not complete both sessions, they will not receive credit for the required hours necessary for the OSDE Paraprofessional Certificate.

The training is free of charge if participants attend both sessions. If attendees do not participate in both training sessions, the district will be responsible for the cost associated with the participant(s). Registration is required.

**NEW** American Sign Language (ASL) Course

This 6-week long course introduces the basics of American Sign Language (ASL) and is designed for adult learners who are looking for meaningful and conversational ASL that is readily applicable to their daily routines. ASL Instructor, Virginia Maze, will offer group classes once a week. During these group sessions, the instructor will present a vocabulary lesson, information about the Deaf Community and Deaf Culture, and resources for additional practice. Participants will be able to ask questions during class and make suggestions for lesson topics.

Attendees must attend each lesson in numerical order, as each class builds on the previous week.

Registration is required, as enrollment is limited to 50 participants for the entire course. 

Format: Online via Zoom. A zoom link will be emailed to you a week prior to each class.

Dates:

  • October 4 - Lesson One/Week One
  • October 11 - Lesson Two/Week Two
  • October 18 - Lesson Three/Week Three
  • October 25 - Lesson Four/Week Four
  • November 1 - Lesson Five/Week Five
  • November 8 - Lesson Six/Week Six

Time: 3:30-4:30 pm CST

**NEW** Professional Development Bonus for District Determinations

Districts may now submit 2021-2022 school year professional development documentation to receive up to two bonus points on their annual district determination (issued in November 2022). Note that not all PD qualifies for bonus points. The deadline for submissions is October 72022.

**NEW** Early Childhood Outcomes (ECO) Guidance Documents and Professional Development

National Resource for Paraeducators

Starting in August 2022, the National Resource Center for Paraeducators (NRCP) and the Center for Technical Assistance for Excellence in Special Education (TAESE) have organized a year of monthly, low-cost, professional development webinars for paraeducators, teachers, administrators, etc.

Saturday Mornings with the NRCP!

Registration is open and ongoing for 12 webinars! One year of professional development!

Join us on the Second Saturday of each month for exciting topics and presenters! The first six months will cover topics such as:

  • Working Effectively with Students with Challenging and Severe Behaviors.
  • Teachers and Paraeducators Team Teaching in the Classroom/On a Tight Schedule: Enhancing Communication Between Paraeducators and General Education Teachers.
  • Autism/Non-Verbal Trainings/Strategies.
  • IEPs, IDEA, Behavior Management Plans, and Transition Plans: What Are My Roles and Responsibilities?
  • Dispelling the Myths of Unreachable, Unteachable, and Uncaring Students.
  • 10 Ways to Help the Non-worker: Jumpstarting Work Completion Behavior.

Each webinar will be $25 per person. Session bundles are available. Six webinars can be purchased for $125, or all 12 can be purchased for $250. Each webinar will also be recorded and made available to all registrants for a strictly limited time.


Office of Special Education Services State Systemic Improvement Plan (SSIP) for K-3 School Sites: Professional Development Sequence

SSIP

The SSIP goal seeks to improve early literacy outcomes in K-3 school sites by the end of 2025. All K-3 school sites will have access to curated universal supports and three years of sequenced professional development. ATSI school sites will have an additional invitation to apply for instructional coaching. 

Registration is now open for State Systemic Improvement Plan (SSIP) Part B Professional Development Sequence Interest

Educational Interpreter Registry

If your district employs educational interpreters, please verify that they are on the OSDE Educational Interpreter Registry.  All interpreters in an educational setting are required to be on the registry and are required to obtain yearly CEUs.
