Navigating Oklahoma's New Adjunct Teacher Law

Guidelines for utilizing the flexibility of SB 1119

The Oklahoma Legislature passed SB 1119 during the 2022 legislative session. This bill increases the number of hours an adjunct teacher may teach. Specifically, the bill repeals the 270-clock-hour limitation on the amount of time adjunct teachers (persons with distinguished qualifications in their field who do not hold a valid teaching certificate) may teach per semester.

NEW: Request for Adjunct Instructor Approvals

School districts may request adjunct instructor approvals online through OECS via the "Requests" tab. Once the district has finalized their submission, the applicant will need to go into their account and apply online. The fee is $25 for one certification area and $50 for two or more.

We will host an online demo of this process on August 8. More details will be available soon.

Guidance Released for Early Literacy Screening

*Includes Dyslexia Screening

A guidance document for early screening of reading difficulties has been created to support Oklahoma school districts. This guidance also includes screening for characteristics of dyslexia.

The guidance provided aligns with the requirements of 70 O.S. § 1210.520, as well as the Reading Sufficiency Act (RSA) 70 O.S. § 1210.508C, and goes into effect beginning with the 2022-23 school year.

Federal Programs: Upcoming Deadlines

As FY22 comes to a close, please remember the following deadlines for Federal Programs.

Aug. 1: This is the last day to submit a claim for FY22. Payments of claims submitted after Aug. 1 will be subject to approval by the State Board of Education.

Sept. 1: Final closeout procedures for FY22 must be completed by this date.

Sept. 30: FY23 applications are due.

Registration Now Open: Diabetes Management & Vision Screening Training for 2022-23

The Oklahoma State Department of Health has scheduled diabetes management and vision screening trainings for the 2022-23 school year. If you or any staff member needs these trainings, please register on the Safe and Healthy School Professional Learning webpage.

Teacher Certification Exemptions for Deaf Candidates

HB 2329 provides for an exemption to the requirements of all teacher certification examinations for deaf teacher candidates. In order to be considered for an exemption as provided by HB 2329, the teacher candidate must be deaf with a hearing loss so severe that the person cannot process linguistic information with or without accommodations and whose primary language and teaching environment is American Sign Language.

U.S. State Department Issues Note Limiting Engagement with Chinese (People’s Republic of China) Government Representatives

The U.S. State Department’s Office of Foreign Missions in Houston has issued information concerning interaction or activity with any Chinese (People’s Republic of China) government representatives. At this time, anyone representing the Chinese government is not allowed to contact, visit or engage with educational or governmental entities.
