Open Transfers: District Responsibilities & Upcoming Deadlines

Due June 30: Open Transfer Extension

Districts are required to report on an annual basis whether enrollment for students previously approved for an open transfers will be extended for the next school year. This is generally performed after the end of the school year and prior to the end of June. Districts must complete the Open Transfer Extension by June 30.

Due July 1: Statement of Open Transfers

Districts are required to review and certify the Statement of Open Transfers in Single Sign-On on an annual basis. This is generally performed after the end of the school year and prior to the beginning of the next school year. This opens as soon as your school term ends. The Statement of Open Transfers must be certified by July 1.

Closes June 30: Chronic Absenteeism Medical Exemption Window

The Chronic Absenteeism Medical Exemption Window is open in the Accountability Reporting application in Single Sign-On.

Designated district users may grant or deny each exemption based on district policy. For additional information and step-by-step guidance, view the Chronic Absenteeism & Medical Exemption Toolkit.

The Chronic Absenteeism Medical Exemption Window will close June 30 at 5 p.m.

In conjunction with the certified Annual Statistical Report (ASR), please note that this window will be the only data verification process for student-level Chronic Absenteeism data.

Due June 30: Language Instruction for English Learners & Immigrant Students Annual Performance Report

The Language Instruction for English Learners and Immigrant Students Annual Performance Report is now available on Single Sign-On.

All LEAs must complete this report by June 30.

Due June 30: Title III Consortium Packets

For LEAs wishing to form or renew a Title III Consortium, the deadline for submitting completed consortium packets is June 30.

Closes July 5: OSTP Assessment Correction Window

During the Assessment Correction Window, districts are asked to review student information for all students in grades 3-8 and 11.

Districts should also check FAY status, demographics and if assessment scores are displaying for students who took the assessment. Preliminary assessment scores are available in the OSTP portal and will be displayed in the Accountability Reporting app once the window opens.

Grant Alerts

Thursday: McKinney-Vento Homeless Education Assistance Competitive Grant Application Webinar

Under the McKinney-Vento Homeless Education Assistance Act, state education agencies must ensure that homeless children and youth have access to the same free, appropriate public education as provided to other students.

In order to access Title IX, Part A federal funds for FY23, LEAs must complete the McKinney-Vento Homeless Education Assistance Competitive Grant application for FY 2023-25.

Districts that have identified 50 or more homeless children and youth within the district are encouraged to apply.

Funding Available for Low- to Zero-Emission School Buses

With funding from the Bipartisan Infrastructure Law, the Environmental Protection Agency (EPA) has created the new Clean School Bus Program, which provides $5 billion over the next five years (FY 2022-26) to replace existing school buses with zero-emission and low-emission models.

EPA is offering $500 million through the 2022 Clean School Bus Rebates. This program prioritizes applicants from rural, low-income and tribal districts, many of which are in Oklahoma.

Benefits of electric school buses include:

  • Reduced maintenance costs
  • Less brake wear due to regenerative braking and no engine or exhaust system maintenance
  • Potential for reduced fuel costs compared to diesel depending on electricity costs
  • Quiet, clean operation
  • Potential for fleets to partner with local utilities to feed power back into the grid when buses are not in use and electricity demand is high

Trainings/Webinars

First Class Cohort 5 for Early-Career Teachers

The First Class Teacher Induction Program supports early-career teachers through a comprehensive structure of professional learning and targeted coaching.

First-year teachers who participate in First Class will engage in professional learning sessions focused on classroom management and instructional practices. Participants will also receive regular guidance with a site-based mentor.

Second- and third-year teachers will work with a virtual instructional coach to implement coaching cycles by setting goals, collecting evidence, analyzing data and reflecting on instructional practices.

Teachers who complete all teacher induction activities will be eligible to receive $1,000 stipends.

2022 Special Education Directors Summit

The Special Education Directors Summit is a "train the trainer" event meant to equip special education directors with the information and materials they need to return to their districts and train colleagues. The purpose is to build district staff capacity in developing robust REDs, MEEGS and IEPs in light of the new Policies and Procedures manual, EDPlan updates and best practices.

Only one director per district may attend. You do not need to register for more than one location.

Due July 1: Behavio​ral Science for Teachers (BeST) Training Applications

OSDE-Special Education Services is pleased to announce its partnership with Dr. Scott Singleton, a nationally certified school psychologist who has worked in the behavioral science and education field for over 20 years.

Dr. Singleton will provide behavior science training to district teams on how to address significant student behavior issues.

Participation requires a district team (minimum of two, maximum of four), and registered team members are required to attend all five days of training.

Registration is free. Hotel and travel expenses are available for reimbursement through Project 613.

Concussion Awareness & Management Resources

The Oklahoma State Department of Health (OSDH) recently updated the guidelines, notification procedures and other information regarding the risk of concussion and head injury for student athletes. These resources provide practical and applicable strategies when school districts review and revise concussion protocols. Please share the following resources with coaches and school staff members.

Public Notice: Invitation to Comment on Migrant Education Program Obligation of FY20 Funds Waiver Request

General Education Provisions Act (GEPA), 20 U.S.C. Section 1225(b), also known as the “Tydings Amendment”

OSDE's Migrant Education Program is providing this public notice to solicit comments from LEAs and the public regarding a waiver request to USDE.

The OSDE is seeking to waive the regulatory requirement that OSDE must obligate FY20 Title I, Part C, Migrant Education Program funds by Sept. 30, 2022. The waiver is requesting a one-year extension to obligate these funds by Sept. 30, 2023.
