To all OSDE Connect users,
OSDE is currently in the process of transitioning the current OSDE Connect to a new environment. Our goal is to have the new OSDE Connect up and running later this summer.
During this process, we want to make sure that all OSDE Connect users have the opportunity to complete any work on the current platform before the final transition takes place.
In order to ensure you don't lose any of your work, please do the following ASAP:
- Complete any training modules that are currently in-progress
- Download and save any certificates you have earned. View instructions here.

The 2021-22 Vision Screening Report is now open on Single Sign-On. Each year, OSDE requires schools to report the vision screening results of Kindergarten, first-grade and third-grade students in response to state law 70 O.S. § 1210.284.
The Vision Screening Report is due June 1.

The FY22 Gun-Free Schools Act and Annual School Incident Report is now open on Single Sign-On.
The report is due June 24.

The Chronic Absenteeism Medical Exemption Window is now open in the Accountability Reporting application in Single Sign-On.
Designated district users can grant or deny each exemption based on district policy. For additional information and step-by-step guidance, view the Chronic Absenteeism & Medical Exemption Toolkit.
The Chronic Absenteeism Medical Exemption Window will close June 30 at 5 p.m.
In conjunction with the certified Annual Statistical Report (ASR), please note that this window will be the only data verification process for student-level Chronic Absenteeism data and the only opportunity to report student absence exemptions for SY 2021-22.

The Language Instruction for English Learners and Immigrant Students Annual Performance Report is now available on Single Sign-On.
All LEAs must complete this report by June 30.

Due July 1: Statement of Open Transfers
Districts are required to review and certify the Statement of Open Transfers in Single Sign-On on an annual basis. This is generally performed after the end of the school year and prior to the beginning of the next school year. This opens as soon as your school term ends. The Statement of Open Transfers must be certified by July 1.
Due June 30: Open Transfer Extension
Districts are required to report on an annual basis whether enrollment for students previously approved for an open transfers will be extended for the next school year. This is generally performed after the end of the school year and prior to the end of June. Districts must complete the Open Transfer Extension by June 30.

Districts that received funding from the Oklahoma Schools COVID-19 Prevention Program Grant (Project 723) have until July 31 to submit Year One Final Evaluations.
Year One Final Evaluations must include the following:
- Project 723 Reporting Cover Sheet (requires Superintendents’ signature)
- Project 723 Final Evaluation
- Project 723 Final Budget Narrative (with supporting documentation)

Project 723 Grantees should submit Year One Final reviews to Chelsea Hunt at chelsea.hunt@sde.ok.gov.
Year One funds must be spent by June 30. Remaining funds will be carried over for FY23.
Final claims must be submitted in the Grants Management System (GMS) for reimbursement by July 31.

Elementary Educators Workshop: Elementary Mathematics
OSDE, in partnership with Math Solutions, is offering regional mathematics summer workshops for elementary teachers. These three-day workshops will focus on engaging and supporting students in developing foundational skills for understanding elementary mathematics concepts.
PK-5 educators, as well as 6th-grade educators in an elementary building, are encouraged to apply.
June 6-8: Atoka (Kiamichi Tech Center) June 13-15: Tulsa June 20-22: Weatherford (SWOSU Pioneer Cellular Event Center) June 27-29: Oklahoma City (Francis Tuttle Technology Center, Rockwell Campus)

OSDE will cover the cost to participate in the workshops. Only 80 spots (40 for grades PK-2 and 40 for grades 3-5) are available at each location.
Elementary Administrators Workshop: Elementary Mathematics and Instructional Coaching
This workshop, which is geared toward building and district leaders, will engage participants in practices that address unfinished learning in the elementary math classroom. The workshop will also provide direction on best practices for coaching to support elementary mathematics educators and will help participants understand the characteristics of a highly effective mathematics classroom.

Please Share With AP Teachers in Your District
In an attempt to provide more flexibility for participants, the University of Oklahoma is now offering all Advanced Placement Summer Institute workshops virtually instead of in-person. Northeastern State University will continue to offer both in-person and virtual options.
Advanced Placement Summer Institutes are an opportunity for Oklahoma educators to receive instruction and guidance from experienced advanced placement experts.
Tuition for the Summer Institutes will be covered by the OSDE. However, school districts or educators will be responsible for all travel costs and a $50 registration fee.

OSDE invites virtual teachers of grades 6-12 to join a year-long virtual professional learning community to develop the knowledge and skills necessary for creating a nurturing classroom climate, developing shared classroom culture and building positive relationships in virtual environments.
Participants will engage in 18 hours of job-embedded, sustained, data-driven, classroom-focused professional learning through continuous improvement cycles in their classrooms to implement and refine high-leverage, evidence-based instructional strategies.

Introduction to the Math Tutoring Corps
The Oklahoma Math Tutoring Corps is a virtual tutoring program offered by OSDE to support 7th-9th grade students in gaining important math skills and concepts.
In an initial nine-week pilot of the Math Tutoring Corps program, students and families who participated indicated that students’ self-confidence and understanding of mathematical concepts grew significantly.
The Oklahoma Math Tutoring Corps program will be expanded to a 21-week program during the 2022-23 school year, supporting up to 1,500 students in grades 7, 8 and 9.
Goals of the Math Tutoring Corps
The goal of the Oklahoma Math Tutoring Corps is to provide targeted small group math tutoring and support to prepare students for algebra readiness. Mathematics skills build over time, and algebra readiness is critical for success in higher-level mathematics and for future careers. Lessons aligned to the Oklahoma Academic Standards for Mathematics are created to guide tutors through discussions of mathematical concepts. The Oklahoma Math Tutoring Corps utilizes research-based models meant to support students who are approaching proficiency, providing them with the just-in-time support needed for the higher-level mathematics they will encounter in high school, college and future careers.
ACTION NEEDED: Recommend Students for Participation in the Math Tutoring Corps 2022-23 Program
Before families begin registering their students for the Oklahoma Math Tutoring Corps Program, OSDE would like to offer schools the opportunity to recommend students who would benefit from these virtual tutoring services. Each school may recommend up to four students (two “priority” and two alternates) per grade level. To recommend students, please complete this form.
Please use the following guidelines when determining students to recommend:
- Recommended student(s) will be enrolled in grade 7, 8 or 9 during the 2022-23 school year
- Recommended student(s) will be enrolled in an on-grade-level math course during the 2022-23 school year. Below are the courses considered to be on-grade-level mathematics for each grade level:
- 7th Grade: 7th Grade Mathematics
- 8th Grade: Pre-Algebra
- 9th Grade: Algebra I
- Suggested: Recommended student(s) have earned 250-300 on a previous Oklahoma School Testing Program (OSTP) assessment or consistently are near/approaching proficiency on district and/or school-level assessments.
OSDE will reach out by email to the families of students recommended by schools and school districts. Registration is now open to all Oklahoma students who are entering 7th, 8th, or 9th grade. Spots are available for up to 1,500 students.
Open registration information will be posted on the Math Tutoring Corps webpage and will be shared in OSDE newsletters at a later date.

Please note that all supplies awarded to your teachers’ classrooms through the Oklahoma Classroom Learning and School Supplies (CLASS) grant remain the property of your school district unless your teachers' project(s) specifically describes items that were intended to be given directly to students (i.e. food, clothing, one-time consumable items, etc).

A number of new education laws are now in effect or will become effective at a later date. View bill language and effective dates below.
HB 3702 – (Rep. Russ and Sen. Weaver) Requires public schools, universities, state agencies, and public libraries to have technology protection measures for their digital or online library databases that prevent K-12th grade students from viewing or receiving obscene materials or content. Requires such entities to have safety polices and technology protection measures to prohibit and prevent a user from sending or receiving obscene materials and filters to block such materials. If a provider of online library resources fails to provide timely verification of compliance with the required protection measures, the entity is required to withhold payment from the provider. Requires libraries to submit an aggregate annual report by December 1 to the Legislature on any issues related to provider compliance. Does not exempt school, library, and state employees from prosecution for willful violations. Effective November 1, 2022.
HB 4106 – (Rep. Vancuren and Sen. Pemberton) Requires each public school district to maintain a protocol for responding to students in mental health crisis. The protocol must be created in partnership with at least one local mental health treatment provider and be reviewed every two years. Requires the protocol to include:
- A definition of mental health crisis;
- A process for identifying a crisis;
- An outline of non-punitive steps to safeguard student health and safety in response to a crisis;
- A list of local treatment providers and resources;
- A process for notifying parents or guardians; and
- A process for keeping student information private.
Requires a school to inform a parent if their child is identified as being at risk of a mental health crisis and offer treatment referral information. Any subsequent action on behalf of the school requires parental consent except in cases of immediate life-threatening behavior to the student or others. Requires a district to submit its protocol and related working agreements to the OSDE, which must share these reports with the Department of Mental Health and Substance Abuse Services (ODMHSAS) and each agency may request protocol revisions to ensure compliance with other laws, regulations, and evidenced-based practices. Requires OSDE and ODMHSAS to make a template protocol available to districts and provide technical assistance. Additionally, requires superintendents to provided written notification to parents regarding the required OPNA student survey and the right to opt their student out by responding in writing. Prior to the biennial administration of the OPNA survey, ODMHSAS is required to submit the survey for review to the Legislature. Effective July 1, 2022.
SB 970 – (Sen. Floyd and Rep. Townley) Amends the Open Records Act to exempt any portion of any document or information provided to an agency or a political subdivision to obtain licensure that contains an applicant's personal address, personal phone number, personal email address or other contact information. However, it clarifies that lists of persons licensed, the existence of a person’s license, or a business or commercial address, or other business or commercial information submitted with an application for licensure are considered public record. Effective May 20, 2022.
SB 1520 – (Sen. Murdock and Kevin West) Requires public construction contracts to provide for partial payment upon work completed. Specifically, any time a contractor has completed more than 50% of the total contract amount in a public construction contract or subcontract, the retainage shall be reduced to 2.5% of the amount earned to date once there is a determination that satisfactory progress is being made. Effective November 1, 2022.
SB 1726 – (Sen. Leewright and Rep. Hilbert) Clarifies that technology center schools (CareerTechs) are included in the definition of “schools” as it pertains to the 1,000-foot-rule of distancing between schools and marijuana facilities. The measure also includes medical marijuana commercial growers in the 1,000-foot-rule. Additionally, prohibits commercial grower locations from adjoining to a public or private school or being located at the same address. Excludes non-classroom spaces from this requirement unless they are located on the same property as a building used for classroom instruction. Effective May 20, 2022.
