OSDE Connect Transition

ACTION NEEDED: Complete training modules & download certificates before June 15

To all OSDE Connect users,

OSDE is currently in the process of transitioning the current OSDE Connect to a new environment. Our goal is to have the new OSDE Connect up and running later this summer.

During this process, we want to make sure that all OSDE Connect users have the opportunity to complete any work on the current platform before the final transition takes place.

In order to ensure you don't lose any of your work, please do the following ASAP:

  • Complete any training modules that are currently in-progress
  • Download and save any certificates you have earned. View instructions here.

Access to the current OSDE Connect will end June 15.

We appreciate your attention to this matter, and we can't wait to debut the NEW OSDE Connect in July/August!

Due June 15: Teacher Attendance & Accessibility Data Collection for 2021-22

At the end of the 2021-22 school year, OSDE will implement the second annual teacher attendance and accessibility data collection. This collection will utilize the new Teacher Attendance Reporting tab located in the Accreditation application within Single Sign-On.

The OSDE will collect the same school-level data that districts submitted for 2020-21. As before, timely submission of the data will inform the district’s accreditation compliance report. Please note that some of this data will be the same teacher attendance data districts submit to USDE's Office of Civil Rights every other year.

Districts may submit data for the 2021-22 school year by manually completing the new application in Single Sign-On.

This data collection will begin as early as a week after the 2021-22 school year ends. The submission period closes on June 15 at 5 p.m.

Due June 30: FY22 Language Instruction for English Learners and Immigrant Students Annual Performance Report

The FY22 Language Instruction for English Learners and Immigrant Students Annual Performance Report is now available on Single Sign-On.

All LEAs must complete this report by June 30.

Monday: Recovery to Thriving - Supporting Mental Health & Students with Disabilities Virtual Summit

The U.S. Department of Education is hosting “Recovery to Thriving: Supporting Mental Health and Students With Disabilities,” a half-day virtual summit that will bring together education leaders, disability advocates and coordinators, special education professionals, and others to discuss issues affecting students with disabilities and students with mental health needs.

The summit will include panels on the use of American Rescue Plan funding for combatting lost instructional time and providing mental health services in K-12 schools; supporting equitable pathways for people with disabilities as they transition from school through career; considerations for digital accessibility in the emerging virtual and hybrid work and school environments; and more.

Now Available: 2022 Free Summer of Learning Registration

Summer of Learning

This summer, the Office of School Support and Improvement is offering a variety of professional development opportunities to support improvement work at Oklahoma schools across the state.

Administrations, leadership teams, instructional coaches, mentors, new teachers and teachers of all grade levels are invited to participate.

Professional development sessions will be led by national experts of evidence-based practices and school support specialists who have obtained certification in an area of focus.

Each training will include materials to help grow your professional library at no cost to you.

Registration Now Available: 2022 Advanced Placement Summer Institutes

Advanced Placement Summer Institutes are an opportunity for Oklahoma educators to receive instruction and guidance from experienced advanced placement experts. Advanced Placement Summer Institute training sessions will be held at the University of Oklahoma and Northeastern State University and will include both in-person and online options.

Tuition for the Summer Institutes will be covered by the OSDE. However, school districts or educators will be responsible for all travel costs and a $50 registration fee.

June 21-22: 2022 MTSS Summer Conference - Supporting the Whole Child

MTSS Conference

Attend the annual Multi-Tiered System of Supports (MTSS) Conference June 21-22 in Edmond to learn about prevention and intervention methods, mental health and integration alignment, classroom strategies and other aspects of implementing MTSS in a school community.

Keynote presenter Kelly Perales will expand on MTSS core features (teaming, using data for decision making, evidence-based practices, professional development and a continuous improvement cycle) to address whole-child wellness for all. Perales will discuss using a single system of delivery across state, district and local school levels and examine current efforts such as trauma-informed care, mental health and behavior supports, and creating an action plan for alignment.

Join the Oklahoma State Regents for Higher Education for their 15th annual Reading Conference on Sept. 23.

Grant Extended: Oklahoma Schools COVID-19 Prevention Program Grant (Project 723)

The Oklahoma Schools COVID-19 Prevention Program Grant (Project 723) aims to keep schools open and kids learning safely in the classroom by providing free, in-school COVID-19 testing to students who opt-in with their parent or guardian’s permission.

The Centers for Disease Control and Prevention (CDC) and the Oklahoma State Department of Health (OSDH) have extended the Oklahoma Schools COVID-19 Prevention Program Grant (Project 723) through FY23.

Year 2 Grant applications will open on July 1.

Current grantees will reapply for carryover/additional funds within the Grants Management System (GMS) located on Single Sign-On.

If school districts did not participate in Year 1, they are eligible to participate in Year 2.

To participate, schools must make a good faith effort to test 5% of the total school population each month for COVID-19. This can include students, teachers, staff, volunteers, etc. - anyone who is present for any part of the day within a school. Testing must be conducted onsite. Participating schools are also eligible to receive reimbursement for other supplies to implement additional mitigation strategies.

School districts may apply within GMS located on Single Sign-On. Look for the grant name “OK Schls COVID-19 Prevention Proj 723”.

If school districts are interested in participating in Year 2 funds, please complete the Year 2 Participation Survey by June 10.

Other News

New Education-Related Legislation

A number of new education laws are now in effect or will become effective at a later date. View bill language and effective dates below.

HB 3315 – (Rep. Roe and Sen. Allen) Removes the administrative fine as a penalty for persons under 21 who buy tobacco, nicotine, or vapor products, instead requiring they complete an education or tobacco use cessation program approved by the State Department of Health. The measure also strikes language allowing cities and towns to enact ordinances prohibiting and penalizing the purchase or possession of tobacco, nicotine, or vapor products by a person under the age of 21. Effective November 1, 2022.

SB 626 – (Sen. Bullard and Rep. Randleman) Beginning with the 2023-2024 school year, allows the parent or guardian of a student enrolling in his or her resident district to disclose prior to enrollment whether the student received inpatient or emergency outpatient mental health services from a mental health facility in the previous 24 months. If a disclosure is made, designated school personnel, which may include members an individualized education program (IEP) team, must meet with the parent and representatives of the mental health facility prior to enrollment to determine if the student needs any special accommodations, including but not limited to an IEP. Additionally, it requires mental health facilities to inform the parent of a minor being discharged after mental health treatment of the importance of disclosing these mental health needs to the minor’s resident school district. The facility should encourage this optional disclosure to include the minor’s discharge plan. The State Board of Education is required to promulgate rules to implement provisions relating to the district response to the voluntary disclosure. Effective July 1, 2022.

SB 1671 – (Sen. Pugh and Rep. Bush) Requires Holocaust education, as prescribed in the Oklahoma Academic Standards, to be taught to all students in grades 6-12, beginning in the 2022-23 school year. The content must be taught in a manner that generates an understanding of the causes, course, and effects of the Holocaust, develops dialogue with students on the ramifications of bullying, bigotry, stereotyping, and discrimination, and encourages tolerance of diversity and reverence for human dignity for all citizens in a pluralistic society. The measure directs the State Department of Education, in consultation with experts in Holocaust education, to develop grade-appropriate resources related to Holocaust education and make them available to schools for student instruction, in addition to developing high-quality professional learning opportunities for Holocaust education teachers. Lastly, the bill allows Holocaust education to be integrated into one or more existing courses and defines the term “Holocaust”. Effective July 1, 2022.

HB 3258(Rep. Nollan and Sen. Haste) Adds the act of sodomy committed upon a student at a secondary school who is concurrently enrolled at an institution of higher education by an employee of the institution of higher education of which the student is enrolled to the list of acts qualifying as forcible sodomy. Additionally, the measure provides that if the victim is a student at a secondary school, is concurrently enrolled at an institution of higher education, and engages in such acts with a perpetrator who is an employee of the institution of higher education, such a circumstance will qualify as rape and constitute a felony. Effective November 1, 2022.


Classroom Learning and School Supply (CLASS) Grant Reminder: Ownership of Materials

Please note that all supplies awarded to your teachers’ classrooms through the Oklahoma Classroom Learning and School Supplies (CLASS) grant remain the property of your school district unless your teachers' project(s) specifically describes items that were intended to be given directly to students (i.e. food, clothing, one-time consumable items, etc).

OSDE's Special Education Services Policies and Procedure Handbook is now open for public comment.

Any party interested in making comments can send an email to Abby Johnson at abby.johnson@sde.ok.gov with the subject line "PUBLIC COMMENT" no later than May 24.


July 17-22: Oklahoma Youth Preparedness Camp

OK Youth Preparedness Camp

Students in grades 9-12 are invited to learn basic response skills, teamwork and action planning at the OK Youth Preparedness Camp, July 17-22, at Northeastern State University in Tahlequah.

This free overnight camp is geared toward students who want to help their school and family become more prepared for emergency situations. Participants will stay in NSU residence halls.

Students will learn about community action planning and gain basic emergency response skills. At the end of the camp, all participants, including adult chaperones, will get a 20-hour Community Emergency Response Team certificate.

Free Over-the-Counter Rapid COVID Test Kits for Summer Camps

The CDC is providing free over-the-counter COVID test kits to summer camps (day and overnight).

Please complete this form if you are interested in receiving free tests.

The Oklahoma State Department of Health will review your request and will contact you if additional information is needed. OSDH can order tests for summer camps through June 21.

Additionally, school districts should store any COVID-19 test kits received (during school or over summer) at 35.6°F-86°F (2°C-30°C). The box should not be stored outside of those temperatures, even temporarily.
