With the enactment of Senate Bill 783, the Legislature made comprehensive reforms to Oklahoma’s school transfer laws, namely revising the requirements for accepting and denying student transfers and requiring school districts to set and list enrollment capacities on their websites. These changes, among others, make students eligible to request a transfer to any district in the state, regardless of where they live.
To support schools and parents in understanding the provisions of this new bill, OSDE developed a series of FAQs documents. After gathering feedback since its original publication, OSDE has revised its FAQs for districts by adding over 10 new transfer-related questions and corresponding answers.

The Medicaid agency (OHCA) has approved $2.9 million in revenue since state-wide conception. Effective October 2021 school districts may be reimbursed approximately 79.51% (federal share) of the claim dollars approved by OHCA. If your school district is interested in learning more about reimbursement through the School-Based Health Services (SBHS) program please email okffs@pcgus.com. The second semester would be a great time to roll out this program in your district.
The SBHS Participation Agreement for the school year 2021-2022 is still available through the Grants Management System. All districts choosing to use this agreement may begin completing their online application. Follow these steps for application completion.
- Go to “GMS Access / Select” and scroll to available applications under IDEA.
- Click “Create” on the line for “School Based Health Part”. Once you have created the application it will appear under your applications.
- Please agree to all assurances, upload the signature page, and submit.
OSDE sponsored events, professional development, and conferences are beneficial to special education teachers and staff. Additionally, Project 613 does not have a deadline to submit an application. Districts can submit an application at any time.

The Re-Allocation of Project 615 funds has been completed. Districts not submitting a budget application by December 31, 2021 have forfeited their allocation. Districts having completed a budget application prior to January 1, 2022 have received additional funds and must complete a budget amendment to budget the additional funding.

Starting on April 4, 2022, the Integrated Award Environment (IAE) systems (i.e., SAM.gov, FPDS, eSRS, FSRS, FAPIIS, and CPARS) will comply with the Federal Government’s requirement to end use of the DUNS Number for Federal award management. The U.S. Department of Education’s Grants Management System (G5) will also implement this transition on April 4, 2022. - Districts must complete a FY22 LEA Agreement amendment to update their MOE tab.
- The information listed under the FY21 column must match the districts data reported to OCAS.
- All amendments must be completed by March 25, 2022.
We are holding IN-PERSON end of year data training again this spring! Registration has not yet opened, so please place a meeting hold one of the following dates, depending on your preferred location. We will hold a morning and an afternoon session at each location, except for Woodward where we hold only a morning session. Cortical Visual Impairment (CVI) is the leading cause of visual impairments in children. This workshop will offer participants an opportunity to learn about the principles of CVI including: definitions, identification, assessment, and intervention. There will be an emphasis on cross-discipline approaches and application of supports for students with CVI within natural contexts. Video examples and applied activities will facilitate attendee participation and generalizations of content

Strategies for Success in Special Education: Improving Student Outcomes Together
This free, in-person professional development session will cover the topics of reviewing student data and progress monitoring to guide evidence-based instructional strategies for special education and general education teachers.

The Oklahoma State Department of Education Special Education Services Division and the Office of School Safety and Security are offering Crisis Prevention Intervention (CPI) training for small and rural school districts across the state. Districts may register up to 4 staff members to participate in the 2-day training. All participants must attend both days of the training session.
The Nonviolent Crisis Intervention® program is a safe and effective behavior management system designed to help educators provide the best Care, Welfare, Safety, and Security for students in distress. This training is designed to equip school staff members with tools to use in crisis prevention and de-escalation techniques and physical interventions.
