Eligibility for the next Oklahoma Teacher of the Year has been expanded this year, and applications are due soon. One teacher of the year winner from every school site can apply for the prestigious award. Previously, the Oklahoma Teacher of the Year was selected from a limited pool of district teachers of the year.
The 2022 Oklahoma Teacher of the Year will receive:
- 1-year paid sabbatical from the classroom
- $5,000 in cash for the winner; $1,000 to the other finalists
- Various gift cards, memberships & other prizes
- Opportunity to travel the state serving as an ambassador for Oklahoma educators
- Prestige for his/her district

Program Overview
To address the prevalent opportunity and racial wealth gaps in our community, the Thunder Fellows Program – developed by the Oklahoma City Thunder and Creative Arts Agency (CAA) – aims to unlock new opportunities in sports, entertainment and technology for Black high school and college students in the Tulsa area.
Located in the historic Greenwood District, Thunder Fellows will apply data and analytics curriculum uniquely tailored to industries’ standards to gain proficiency in essential skillsets and hands-on experiences highly sought after by recruiters and talent acquisition teams. The 30-week program will also leverage a strategic pipeline of local and national corporations to provide exclusive access to mentors, professional coaching and meaningful employment opportunities.

The Office of Federal Programs is extending the deadline for LEAs to submit their American Rescue Plan Homeless I Grant applications due to technical difficulties with Single Sign-On and the Homeless Census Report data.
Subgrant funds can be used to expand or build homeless programs by increasing program capacity, improving identification of students experiencing homelessness and provide assistance for homeless children and youth to attend and participate fully in school.

OSDE is excited to announce free, curriculum and instruction professional learning workshops for the 2021-22 school year. These three-hour workshops will be held in five different regions of the state and are designed to support educators with effective instructional strategies and resources aligned to the Oklahoma Academic Standards.
For those unable to attend the in-person workshops, a condensed virtual option will be available, recorded and published.

Please note that added safety measures are being taken at each location to mitigate the spread of COVID-19. Each session has been designed to provide ample spacing for participants, and tables and chairs will be cleaned prior to session start times. Mask wearing will be highly encouraged, and additional measures will be implemented throughout the session to allow participants to feel comfortable while engaging in professional learning activities.

The Office of Federal Programs will present a training webinar and virtual meeting on various aspects of the Title III program. It will cover a basic overview of the program and a discussion of LEA requirements, including the Home Language Survey and identification and development of English Language Academic Plans.

The annual Title III Kickoff Meeting and English Learners (EL) Academy will be held virtually this year. The Kickoff meeting, aimed primarily at EL Directors, will provide a forum for discussing program requirements and comparing strategies. Janna Corn, Director of the English Language Proficiency Assessment Indicator, will also present on useful classroom strategies and professional development opportunities to help mainstream teachers meet the needs of English Learners.

In preparation for the annual statewide census of Neglected and Delinquent programs, the Office of Federal Programs will provide an introduction and overview of the Neglected and Delinquent programs (Title I, Part A-Neglected and Title I, Part D Neglected/Delinquent) and instructions for completing the annual October Count census of Neglected and Delinquent facilities.

The Office of Federal Programs is offering two virtual training sessions on the Consolidated Monitoring process, which will cover the timeline and expectations of LEAs being monitored in FY22.
These sessions are specifically for those who missed the earlier trainings in July and August, although all are welcome.

HB 1104 – Requires schools to collect student tribal affiliation data alongside other demographic data collected as part of the “Student Data Accessibility, Transparency and Accountability Act of 2013." Effective August 25, 2021.
HB 2293 – Creates a second matching contribution rate within the Teachers’ Retirement System for service performed by members during a participating employer’s summer school program, as defined in the bill. Participation in a summer school program will only be counted if service is provided according to a separate summer school contract between the member and employer. Clarifies that extended school year services and services conducted under a 12-month contract do not qualify. In establishing this new matching rate, the Board of Trustees may consider the extent to which summer school service will add to members' service credit or final average salary, provided the second rate does not exceed one-half of the conventional rate for regular school year service. Effective August 25, 2021.
HB 2749 – Requires school districts receiving more than $2,500 in Reading Sufficiency Act (RSA) appropriations, to spend a minimum of 10% of those funds on professional development on the Science of Reading for PreK through fifth grade teachers beginning in the 2022-2023 school year. The professional development must include training on the cognitive science of how students learn to read, and be selected from an approved list of evidence-based programs compiled by the State Department of Education prior to June 30, 2022. Effective August 25, 2021.
