Caseload Survey

The Oklahoma State Department of Education Special Education Services (OSDE-SES) has determined a need to revise the Caseload policy currently in effect to better address the needs of students and teachers. To do this, we must have stakeholder input and involvement. This is a reference to the current caseload policy, not the calculation within EdPlan reporting. To view current policy, click here.

Educational Interpreter Registry

If your district employs educational interpreters, please verify that they are on the OSDE Educational Interpreter Registry.  All interpreters in an educational setting are required to be on the registry and are required to obtain yearly CEUs. 


District-Level OAAP Participation Expected to Exceed 1.0 percent

Required: If your district is anticipating more than 1.0 percent of your testing population will participate in the OAAP/DLM testing in the 2021 spring operational window, the survey: “2021 Justification for Exceeding 1.0 Percent OAAP Participation” must be completed online by February 5, 2021. If your district is not expecting to exceed the cap, no action is required. 

The survey is designed to be completed by someone at the administrative level with special education and state testing knowledge. It may be completed by either the District Testing Coordinator, Special Education Director, or someone in a similar position. A link to the survey, a pdf template version of the survey, and resources for completing the online survey are posted to https://sde.ok.gov/assessment under the heading “Justification for Exceeding 1.0 Percent OAAP Participation.”


Preparing for the DLM Spring Window

This is a reminder for test administrators to prepare for the Dynamic Learning Maps® (DLM®) alternate assessment spring window for the 2020–2021 academic year. Test administrators must complete the steps in the following list before administering the assessment to students:

  • Complete the Required Test Administrator Training with a passing score.
  • Sign the security agreement.
  • Ensure students are rostered to the correct test administrator for each subject.
  • Complete and submit the First Contact survey for each student.
  • Submit the Personal Needs and Preferences (PNP) Profile for each student.

Visit dynamiclearningmaps.org for additional resources that test administrators can use to prepare for and administer the DLM alternate assessment. The state pages of the DLM website are also where test administrators can find the Guide to DLM Required Test Administrator Training, the Test Administration Manual, state testing window dates, and several other helpful manuals and resources.

OAAP DLM/KITE Educator Portal Student Upload

Students have been uploaded into KITE Educator Portal. Ensure student data for your district is correct: 

  • Check STNs and student demographics;
  • Ensure grade levels and disability categories are correct;
  • Check for and add students not included in the upload; and
  • Remove students no longer enrolled in the district and those who do not qualify for the OAAP.

Enrollment data was based on current IEP records in OK EDPlan from 01/08/2021. Any student designated as taking the OAAP after this date will need to be uploaded into Kite manually by the DTC. For technical assistance with adding, modifying, or removing students in KITE Educator Portal, contact the OK Service Desk at 1-844-261-6481. 


Live Chat Support for Kite Educator Portal is Now Available

Live Chat support with the Dynamic Learning Maps® (DLM®) Service Desk is now available in Kite® Educator Portal. The Live Chat method of asking questions is supported by the same skilled Service Desk staff who answer phone calls and emails.

Complete the following steps to live chat with a DLM Service Desk agent.

1.     Select the Live Chat link in the lower left corner of the homepage in Educator Portal.

2.     Enter contact information including name, email address, and state as well as a summary of assistance needed.

3.     Select the Start Chat button at the bottom of the form to open the chat window.

The next available agent will review the information provided and respond. Please do not send any Personally Identifying Information (PII) in the chat.

Transcripts of Live Chat sessions are not provided.

7 a.m.–5 p.m. (Central) Monday–Friday

NOTE: Currently, when Live Chat is accessed outside of operating hours, the Live Chat window is empty. However, later this year, hours of operation will be displayed when users access the Live Chat outside of operating hours.

Project 613 UPDATE

OSDE sponsored events, professional development, and conferences are beneficial to special education teachers and staff. Additionally, Project 613 does not have a deadline to submit an application. Districts can submit an application at any time. Please Note: All upcoming activities and events are subject to being rescheduled, canceled, or move to an online format. Information about any changes will be posted to the listserv.

Allocation Adjustment Release Memo

The purpose of this memorandum is to inform you that your IDEA Part B Allocation Adjustment has now been uploaded in the Grant Management System (GMS). Districts must complete a budget amendment in order to view and budget those funds. To view the memorandum, please click here


FY2022 Assurances

The FY2022 Assurances are now available! 

Follow these steps: 

  1. You can access the Assurances through your Single Sign On.
  2. Click on the Grants Management/Expenditure Reporting.  
  3. Once on the GMS Access Select page, you will need to change the Select Fiscal Year to 2022
  4. Lastly, proceed to create your Assurances.

SIS-Wave-EDPlan Integration Guidance

When: Wednesday, March 10, 2021 webinar at 1:00pm

OSDE-SES continues to work with its partners to fully integrate local student information into EDPlan. Contractors now anticipate it will be fully implemented around May 1st, though this is subject to change. In the meantime, we are sending out our full guidance document to help districts prepare for the changes.

Additionally, we are holding a second informational webinar TOMORROW, March 10. We encourage all superintendents or other operational leadership, special education directors and student information system administrators to attend if you did not attend the meeting on March 9. The webinar will be about an hour long, with additional time for questions and answers. It will be recorded if you are not able to attend.

End of Year Data Collection Training

The End of Year Data Collection Training will be held virtually again this spring. The dates, times and registration links are available in this attachment.

Note that end of year data will be collected on July 1 for all districts. Districts are expected to have all data prepared or submitted by this date to be considered timely. Certification will occur the two weeks that follow.

Sig Series

This Signature Series addressed trauma, problematic behaviors, student motivation, and problem-solving. Through case studies, humorous stories, and examples of everyday challenging situations, we discovered nationally recognized educational leaders' strategies and interventions to help all students, especially students with disabilities.  Please pay it forward!
