Caseload Survey

The Oklahoma State Department of Education Special Education Services (OSDE-SES) has determined a need to revise the Caseload policy currently in effect to better address the needs of students and teachers. To do this, we must have stakeholder input and involvement. This is a reference to the current caseload policy, not the calculation within EdPlan reporting. To view current policy, click here.

Full SIS-Wave-EdPlan Integration Coming Soon

OSDE is working to implement its long-planned integration of the Wave and EdPlan. We expect full operability in early March. Data currently automatically flows from local student information systems to the state Wave database, but Wave files are manually uploaded to EdPlan on a nightly basis. With full integration, the Wave will auto-update EdPlan records based solely on STN matches. All student and parent data (except emails) and enrollment actions will be directed by the Wave to EdPlan. Any changes regarding student personal information and district status must begin in the local student information system. Some elements in EdPlan will be closed to editing for that reason. Please be aware that district and vendor decisions about how students are enrolled and exited may have significant impacts on student records in EdPlan.

 

OSDE and PCG are developing a guidance document to support districts through the changeover to full integration. It will include a mapping of SIS actions to EdPlan, including all codes for entry, basis of admission and exit. OSDE and PCG will also hold virtual meetings in late February and March to help prepare districts for the changes. Information will be shared through the Office of Special Education Services as well as the Data & Information Systems Office for SIS personnel. We will send the guidance document via email to all special education directors in about one week.


Educational Interpreter Registry

If your district employs educational interpreters, please verify that they are on the OSDE Educational Interpreter Registry.  All interpreters in an educational setting are required to be on the registry and are required to obtain yearly CEUs. 


District-Level OAAP Participation Expected to Exceed 1.0 percent

Required: If your district is anticipating more than 1.0 percent of your testing population will participate in the OAAP/DLM testing in the 2021 spring operational window, the survey: “2021 Justification for Exceeding 1.0 Percent OAAP Participation” must be completed online by February 5, 2021. If your district is not expecting to exceed the cap, no action is required. 

The survey is designed to be completed by someone at the administrative level with special education and state testing knowledge. It may be completed by either the District Testing Coordinator, Special Education Director, or someone in a similar position. A link to the survey, a pdf template version of the survey, and resources for completing the online survey are posted to https://sde.ok.gov/assessment under the heading “Justification for Exceeding 1.0 Percent OAAP Participation.”


Preparing for the DLM Spring Window

Test administrators for the 2021-2022 spring test window must complete the steps in the following list before administering the assessment to students:

  • Complete the Required Test Administrator Training with a passing score.
  • Sign the security agreement.
  • Ensure students are rostered to the correct test administrator for each subject.
  • Complete and submit the First Contact survey for each student.
  • Submit the Personal Needs and Preferences (PNP) Profile for each student.

OAAP DLM/KITE Educator Portal Student Upload

Students have been uploaded into KITE Educator Portal. Ensure student data for your district is correct: 

  • Check STNs and student demographics;
  • Ensure grade levels and disability categories are correct;
  • Check for and add students not included in the upload; and
  • Remove students no longer enrolled in the district and those who do not qualify for the OAAP.

Enrollment data was based on current IEP records in OK EDPlan from 01/08/2021. Any student designated as taking the OAAP after this date will need to be uploaded into Kite manually by the DTC. For technical assistance with adding, modifying, or removing students in KITE Educator Portal, contact the OK Service Desk at 1-844-261-6481. 


Dynamic Learning Maps Spring 2021 District & Building Administrator Training

Dynamic Learning Maps Spring 2021 District & Building Administrator Training became available on Friday, January 15, 2021.  A flyer outlining the approximately 30-minute video training is attached. No registration is required and transcripts and slides accompany the training. As part of this training, individuals who are interested may also elect to enroll in optional online Q & A chat sessions scheduled for Thursday, February 25, 2021 from 2:00 – 2:30 PM CST

Evaluation and Eligibility Handbook

Conducting individual and comprehensive evaluations under the Individuals with Disabilities Education Act (IDEA 2004) is crucial to accurately identifying and providing appropriate services for students. Project 613 UPDATE

OSDE sponsored events, professional development, and conferences are beneficial to special education teachers and staff. Additionally, Project 613 does not have a deadline to submit an application. Districts can submit an application at any time. Please Note: All upcoming activities and events are subject to being rescheduled, canceled, or move to an online format. Information about any changes will be posted to the listserv.

The Re-Allocation of Project 615 funds has been completed.  Districts not submitting a budget application by January 1, 2021 have forfeited their allocation.  Districts having completed a budget application prior to January 1, 2021 have received additional funds and must complete a budget amendment to budget the additional funding.  Should you have any questions please contact your financial specialist.

New LEA Directors Webinar Series

This webinar series provides opportunities throughout the school year for new special education directors and other district program staff to receive information on important topics to help new directors understand the federal and state context of various requirements under the IDEA. The Center for Technical Assistance for Excellence in Special Education (TAESE) will provide a federal perspective and discusses the connection between the Office of Special Education Programs (OSEP) and the state, while the OSDE will provide a state perspective and discuss the connection between the state and school districts.

American Sign Language (ASL) Courses

This course introduces the basics of American Sign Language (ASL) and is designed for adult learners who are looking for meaningful and conversational ASL that is readily applicable to their daily routines. ASL Instructor, Virginia Maze, will offer group classes once a week. During these group sessions, the instructor will present a vocabulary lesson, information about the Deaf Community and Deaf Culture, and resources for additional practice. Participants will be able to ask questions during class and make suggestions for lesson topics.

Creating a Goal Bank – Benefits users responsible for writing goals and objectives.  We cover how to create an individual user Goal and Objective bank based on the user log-in.

 

Goal Progress Monitoring and Progress Reports – Benefits users reporting on student progress.  This is an introduction to the new Goal Progress Monitoring (GPM) module which includes setting up goals and objectives for GPM for a new IEP and an existing IEP, connecting goals to services, entering the student data and completing Progress Reports.

 

Functional Behavior Assessment / Behavior Intervention Plan – Benefits users that are responsible for users responsible for documenting and creating functional behavior assessments and behavior intervention plans.

 

504 Process – Benefits users that are responsible for the eligibility and the creating a sec. 504 Student Plan. This webinar cover the navigation of EDPlan 504 process.
