Everyday Behavior with Dr. Mary Ann

This project was developed through a partnership with the Oklahoma State Personnel Development Grant, Oklahoma Parents Center (OPC), and Dr. Mary Ann Shepherd of Oklahoma Pediatric Therapy Center (OPTC) to provide resources, information, and training videos on evidence-based behavioral principles and practices. Each month, a series of videos and resources will be released on Facebook and YouTube around a specific behavioral topic. The schedule of the series is depicted below. Pepper | Meeting Special Education Paraprofessional Training Requirements Online

Reminder: Professional Development Bonus for District Determinations

Districts may now submit 2019-2020 school year professional development documentation to receive up to two bonus points on the annual district determination (issued November 2019). Please submit your information through this link. Note that not all PD qualifies for the bonus; please read the qualifications carefully when you open the link. If you have questions, please email Felica Denton (Felica.Denton@sde.ok.gov) or Cheryl Revolinski  (Cheryl.Revolinski@sde.ok.gov) for assistance. The deadline for submissions is October 16, 2020

For districts with DMR 2, 3, or 4 determinations in school year 2019-2020 that wish to submit PD once for both the DMR requirement and the pd bonus points, must have the PD documentation uploaded into GMS no later than October 1st.


FY21 IDEA Part B ALLOCATIONS

FY21 IDEA Part B Flow-Through and Preschool allocations have been published.  Districts can view their allocations once they have created their FY21 consolidated application in GMS.  For assistance contact your finance specialist.

FY20 CloseOuts

FY20 Closeouts opened June 15, 2020. Districts must perform a closeout for projects 617, 621, 623, 625, 641, and 642. Projects 613, 615, 616, 626, and 627 do not require a closeout. Closeouts must be completed online through the GMS and completed by September 1st. Closeouts cannot be performed until all submitted claims have been processed. For more information please contact your finance specialist.


Last Payable Claim Submission

Claims submitted after August 3rd will be classified as a late claim and are subject to the approval of the State Board of Education.


Project 617

COVID Assist Project 617 budget submission has been extended to August 31, 2020. An FY20 budget and closeout must be completed prior to submitting an FY21 budget.


15th Annual Oklahoma Transition Institute

Registration for the 15th Annual Oklahoma Transition Institute (OTI) is open! We are going virtual this year, and the event is free to all participants.

Detailed information can be found in the attached agenda and flyer. We are excited at the range of topics provided this year from experts across the state. We are hosting 3 sessions in English and 2 sessions in Spanish each day. Please share the attached agenda in Spanish to your colleagues, families, and friends who may be Spanish speakers. For the English sessions, they will all have ASL interpreters and captioning provided.

You can submit your registration at this link to reserve your spot. You can choose to attend 1, 2, or all 3 days. Registration closes 9/21/2020 at 5:00 pm. Once registration closes, each participant will be emailed with the Zoom login information for each day in which registered. This email will come from me, Kim Osmani (kosmani@cornell.edu or ko259@cornell.edu). Please be sure to check your spam/junk mail if you have not received the email by 9/26/2020.

Paraprofessional Training Opportunity

The Oklahoma State Department of Education - Special Education Services Division will be hosting Paraprofessional Trainings. Topics of discussion include: Behavior Strategies, Progress Monitoring, Data Collection, and Classroom Behavior Management for Paraprofessionals. These trainings, in addition to online work, will provide the required hours of SDE curriculum necessary for the SDE Paraprofessional Certificate. Enrollees must attend both Part I and Part II.   

Due to COVID-19, enrollment is limited as we will be implementing and following CDC and State guidelines. All participants are encouraged to wear a mask.

School Based Health Service

School Based Services Participation Agreement is now available through the Grants Management System. All districts choosing to use this agreement may begin completing their online application. Follow these steps for application completion.

  1. Go to "GMS Access/ Select" and scroll to available applications under IDEA.
  2. Click "Create" on the line for "School Based Health Part". Once you have created the application it will appear under the applications.
  3. Please agree to all assurances, upload the entire contract, and submit.

English Learner Return to Learn Guidance

The OSDE Office of English Language Proficiency has recently released the English Learner Return to Learn guidance document. This resource details multiple, pandemic-related state changes to identification, reporting and service requirements for English learners (ELs). The document also outlines best practices for serving ELs enrolled in distance or hybrid learning environments, with a particular emphasis on EL parent engagement. Additionally, district staff may wish to review the following recorded webinar to better understand how these policy and process changes should alter EL practices at the outset of the 2020-2021 school year.


Test Administrator Training Protocol

All test administrators may begin completing training courses. Courses are accessed in the Moodle training site at http://training.dynamiclearningmaps.org/.  The DLM system will only assign training courses to users assigned a teacher role in Educator Portal. District administrators who would like to complete DLM training must assign themselves a teacher role.

· All training must be completed before administering the DLM assessment.

· Each post-test must be completed with a score of 80% or better. All post-tests must be successfully completed in order for the entire training course to be complete.


New! 2020-2021 OAAP Parent Brochure UPDATE

The Oklahoma Alternate Assessment Program (OAAP) Parent Brochure has been updated for the 2020-2021 school year. This brochure is intended only for the parents/guardians of students participating in the OAAP and for those being considered.  

The Parent Brochure is a means for IEP teams to carefully consider the most appropriate year-end assessment while informing parents of the following requirements. The Every Student Succeeds Act (ESSA) places a 1% cap on the total numbers of students in Oklahoma participating in the alternate assessment. ESSA indicates school districts must inform parents that: 

  • their child’s academic achievement will be measured based on alternate academic achievement standards; and,  
  • participation in the OAAP does not delay the requirements for a regular high school diploma.

OAAP: Supported Operating System Updates & Requirements 2020-2021

Operating system plans for iPads and Chromebooks are being updated in an effort to align support requirements with changing technologies. If you district has any concerns about the requirements below, please contact Special Education Services.

Recommended 2020-21 Support - iPad: Retire support for iOS 10 and 11. Support iOS 12 and newer.

Recommended 2020-21 Support - Chromebook: Support Chrome 80 and newer.

Kite Educator Portal Password Reset: A system wide password reset will occur July 30, 2020. At the start of the new school year, users should select the Forgot Password link in Kite Educator Portal and enter their associated email address. The system will automatically generate an email with instructions on how to reset their password


Paraprofessional Certification for Special Education (Tier 2)

The Office of Special Education Services will no longer process paraprofessional applications.  The Office of Teacher Certification is currently developing online procedures, creating a temporary pause.  During this transition, districts are responsible for maintaining the application and required documentation until further notice.

SPED Services & Management Training Opportunities

The Oklahoma State Department of Education - Special Education Services Division will be hosting a SPED Management Training. Topics of discussion include learning strategies, legal overview of Special Education, review of Special Education procedures, accommodations and classroom behavior management. The training is appropriate for novice teachers and paraprofessionals.

TAGG Credits Available

The TAGG is an on-line transition assessment for secondary-aged youth with disabilities, their families, and professionals. The TAGG provides a norm-based graphic profile, present level of performance statement, lists of strengths and needs, and suggested IEP annual transition goals for education/training and employment
