On June 2, Governor Stitt approved an emergency rule adoption of amendments to 210:25-5-4, "Accounting," the administrative rule that addresses requirements related to the Oklahoma Cost Accounting System (OCAS). The new subsection sets timeframes for the reporting and review of end-of-year revenue and expenditure data for each fiscal year to ensure any potential issues can be identified and corrected prior to the final certification of the data.
Under the new provisions, school districts and charter schools have from July 1 through September 1 of each calendar year to submit the year-end financial report for the fiscal year that ended on June 30. Then, from September 1 through September 30, schools will have the opportunity to review and correct the previous fiscal year's revenue and expenditure data. By September 30, the district superintendent or head of charter school must certify the data as finalized. From October 1 through December 1, a school may appeal to the OSDE in writing for additional changes to the revenue and expenditure data if they can demonstrate good cause. ("Good cause" is defined to mean that a miscalculation was made, or that relevant data was omitted from previously certified submissions.)
This submission and review process will help schools verify they have reported revenues and expenditures accurately, avoiding any statutory penalties that would be associated with certifying inaccurate data as finalized.

All School Food Authorities (SFAs) are required to complete the Paid Lunch Equity (PLE) Tool or request an exemption. The PLE Tool must be sent to OSDE for approval before the school can complete the 2020-21 Child Nutrition Application and Agreement in the Claims, Applications and Review System (CARS).
Child nutrition accounts must have had a positive or zero balance as of December 31, 2019, and documentation must be presented to OSDE for schools to apply for an exemption to the PLE.
Schools classified as CEP, provision 2 or 3, or non-pricing are not required to request an exemption or complete the tool. However, it is highly recommended that all schools complete the PLE tool in order to determine what to charge for fully paid lunches. This information will be valuable if schools no longer operate under one of the provision options.
The PLE tool can be found in “Other Documents” under the Paid Lunch Equity section in CARS.

Due to COVID-19 and subsequent school closures, many Oklahoma students were unable to begin or complete all domains of the 2019-20 WIDA ACCESS or Alternate ACCESS assessment. To address this issue, WIDA will open a supplemental test window at the outset of the 2020-21 school year to allow these students an opportunity to meet proficiency and exit English Learner (EL) status.
The WIDA ACCESS or Alternate ACCESS assessment will only be available for students enrolled in grades 1-12 for the 2019-20 school year. To view a list of other criteria and additional information about the supplemental test window, view the latest English Learners newsletter.
Districts that wish to participate in the supplemental assessment window must complete the District Grade Level Cluster Count and return it to yuseli.freire@sde.ok.gov no later than June 25. Please note that the spreadsheet contains separate sheets for ACCESS and Alternate ACCESS testers.

- Consolidated Application amendment to budget all funds: Due June 30.
- Consolidated application closeouts will open June 15. All funds must be budgeted and approved and final claims paid before an LEA can close out FY20 programs.
- CARES Act 2020 applications: Due June 30.
School districts requesting a teacher receive a third emergency certificate should submit it as a NEW request and not a renewal. There is a $50 fee for a third emergency certificate.
It is the responsibility of school districts to ensure that the application process is successfully completed two weeks prior to that month's State Board meeting. Any incorrect or incomplete applications will be removed from the State Board agenda.

Responding to the cancellation of traditional summer art camps across the state, OETA has partnered with the Oklahoma Arts Council and OSDE to launch the OETA Art Club, a virtual program that will provide arts instruction for students of all skill levels over the summer.
OETA Art Club will combine clips from OETA’s award-winning arts series, Gallery America, with discussion guides and activities for students in grades 6-12. Participants can expect a weekly art challenge using household materials based on a clip from Gallery America.
As a part of this 8-week program, students will:
- Receive exclusive links to weekly program materials
- Participate in a virtual Q&A with the show's host
- Upload their own unique artworks to OETA's social media
- Learn about Oklahoma's unique contributions to the arts and the Oklahomans who create the art
Students will need an internet connected device and basic art supplies. The program is free, but registration is required to participate. Registration is now open at OETA.tv/ArtClub and closes June 15.
