Advanced Placement Summer Institute

The Advanced Placement (AP) Summer Institute, scheduled for June 24-27 at the University of Oklahoma, is for new and experienced AP teachers. Teachers will conclude their institute experience with renewed enthusiasm and be equipped with new ideas and resource materials to use in their AP classrooms in the fall. Again this year, OSDE will cover the tuition cost of the summer institute for any Oklahoma public school teacher.

Out-of-State Tuition Scholarships for AP Summer Institutes

For the summer of 2019, OSDE is expanding the opportunity for Oklahoma teachers to attend out-of-state AP summer institutes. Reimbursement is contingent upon all three of the following factors:

  • Capacity has been reaches in courses offered at OU’s summer institute
  • AP summer institute workshop availability is found out-of-state
  • Availability of funds

Office of Federal Programs: Equitable Services Packet Due February 4

Download the FY 2019-20 Equitable Services Packet to provide information to OSDE regarding equitable services that will be implemented during the 2019-20 school year. Please note that the packet has been revised.

Each public school district is responsible for implementing equitable services for nonpublic school students, teachers and other educational staff who are eligible to participate in federal programs. Please follow the directions in the “Dear Superintendent” letter found inside the packet and submit the completed documents electronically to the Office of Federal Programs no later than Monday, February 4

Working with Wounded Students Workshop

Dr. Joe Hendershott, who has an extensive background working firsthand with at-risk and wounded youth as a teacher and administrator in traditional, alternative and correctional education settings, will be presenting strategies and ideas for working with wounded students. “Wounded” students are students who are beyond the point of “at-risk” and who suffer from hopelessness. The day will provide teachers and principals with strategies on how to understand, teach, discipline and motivate these students. This presentation will also empower and encourage educators to give hope to all students and direct them on a path to academic and life success.

Textbook Caravan Information & Schedule

Each year, the Oklahoma Educational Publishers Association (OEPA) sponsors a caravan for newly adopted educational material. Starting February 12, publishers will travel to various sites within the state to present materials approved by the State Textbook Committee. 

We urge all local school district committee members and teachers to attend. This caravan allows educators to view most of the adopted materials in one day. If your school district evaluation options include attending this caravan, please allow your staff to participate.

This year, a total of ten publishers will be presenting material on CTE, early childhood, EL, grammar, handwriting, remedial reading and spelling during stops in Tulsa, McAlester, Enid, Oklahoma City and Lawton.

OTISS District Kickoff Cohort 2

Attend an informational kickoff event for Cohort 2 of the Oklahoma State Personnel Development Grant’s (SPDG) Oklahoma Tiered Intervention System of Support (OTISS) Project.

Each district is invited to learn about implementing the OTISS framework to improve academic and behavioral outcomes for all students. Interested districts should plan to send one or two district-level or central office leaders (i.e. superintendent, curriculum director, etc.). Project staff will provide information on resources available to chosen districts and the application process.

Proposed Rules Open for Public Comment

Four proposed OSDE administrative rule changes are now open for public comment. A copy of the proposed rule changes and Rule Impact Statements are available on the OSDE Administrative Rules web page.

The rule changes now open for comment are:

210:10-1-12. Acquired Immune Deficiency Syndrome (AIDS) [REVOKED]. This rule, which was adopted in the 1980s and had placed purported limits on a student's right to attend public school if he or she was living with HIV/AIDS, is being revoked due to its outdated content that conflicts with current law and scientific understanding.    

210:10-3 Child and Adult Care Food Program (CACFP) rule subpart [20 REVOKED, 1 NEW]. The current content of the Child and Adult Care Food Program (CACFP) subpart is being revoked, as these rules adopted in 1995 no longer consistently reflect the federal laws and regulations that govern CACFP. A new rule is proposed for adoption under this subchapter, incorporating the federal regulations at 7 C.F.R. Part 226 as Oklahoma’s governing rules for the program, with any state-level policies specifically required by federal law made available on the OSDE website and through the Office of Child Nutrition. Incorporating the federal regulations as Oklahoma’s CACFP rules will ensure that state guidelines are consistent with governing federal law and rules, even when changes are made to the program at the federal level. 

210:20-1-2. Prohibition on aiding and abetting sexual abuse [NEW]. This is a rule adoption required under the Every Student Succeeds Act (ESSA). 20 U.S.C. § 7926 directs all state and local education agencies that receive federal funding to adopt a prohibition on their employees and contractors assisting any school employee or contractor in obtaining employment if it is known, or believed based on probable cause, that the person seeking employment engaged in sexual misconduct with a student or minor. This proposed rule satisfies the policy adoption obligation at the state level and directs school districts and charter schools to adopt their own policies consistent with the federal prohibition. Much of the proposed rule content could serve as a model for district policies. 

210:20-18-1. Lead and master teaching certificates [NEW]. Pursuant to Senate Bill 980 (2018), the State Board of Education is directed to adopt rules implementing fees and renewal details for two new classes of advanced teacher certification: a lead teaching certificate and a master teaching certificate. The proposed rule will clarify the statutory eligibility requirements for the lead teaching certificate and master teaching certificate, and establish a fee that is linked by reference to the standard certification fee listed in Oklahoma Administrative Code 210:20-9-9. The renewal requirements will incorporate the standard certificate renewal process at 210:20-9-96 with additional requirements specific to the two advanced classes of certification. The rule will also outline how a lead teacher or master teacher may return to standard certification if they are no longer eligible for the advanced certification.

Written comments on the proposed rule changes will be accepted until 4:30 p.m. Friday, February 15, 2019. Comments may be submitted via email to rules@sde.ok.gov during the open public comment period. If you wish to submit an oral comment, you must attend the public hearing on these rules. The public hearing is scheduled for 2 p.m. Friday, February 15, 2019, at the Hodge Education Building, State Board Room (Room 120), 2500 North Lincoln Boulevard, Oklahoma City.

Fine Arts Regional Meeting

Please encourage your PK-12 visual art educators to attend this free professional development opportunity. This workshop will have a visual art education focus. Sessions will include:

  • Culturally responsive teaching

  • Funding opportunities
  • Ideas for lessons and assessment

2019 State Superintendent’s Award for Arts Excellence: Students, Teachers & Administrators

OSDE, the Oklahoma Alliance for Arts Education and the Masonic Fraternity of Oklahoma invite all juniors and seniors who have excelled in the disciplines of band, choral music, dance, orchestra, piano, theater or visual art to apply for the State Superintendent’s Award for Arts Excellence, the premier accolade that honors students who demonstrate mastery of the arts. Furthermore, the award can serve as the crown jewel on any scholarship or college admission application.

The State Superintendent’s Award for Arts Excellence is also open to notable teachers, administrators and school boards for their passion and support of the fine arts in Oklahoma schools.

Administrators are encouraged to apply for the honor and nominate students, teachers and school boards

All students, teachers and administrators selected to receive this distinguished award will be showcased, celebrated and medaled by State Superintendent of Public Instruction Joy Hofmeister at a ceremony on April 23 in Guthrie.

Presidential Awards for Excellence in Mathematics and Science Teaching

Nominate a deserving secondary mathematics or science teacher within your district to win $10,000.

Anyone  including principals, teachers, parents, students, business leaders or members of the general public  may nominate exceptional mathematics or science teachers who are currently teaching grades 7-12 for the 2018-19 award year.

Teachers may also apply directly on the PAEMST website.

The Presidential Award for Excellence in Mathematics and Science Teaching (PAEMST) is the highest honor bestowed by the United States government specifically for K-12 mathematics and science teaching.

The award recognizes teachers who have both deep content knowledge of the subjects they teach and the ability to motivate and enable students to be successful in those areas. Since the program’s inception, more than 4,800 teachers have been recognized for their contributions in the classroom and to their profession.


Oklahoma Honor Society Nominations Now Open

Oklahoma Honor Society promotes high standards of scholarship among Oklahoma students. Districts can nominate the 10 percent of its student body making the highest average marks for the honor. If you have a tie, it is important to have a policy in place to determine a tie-breaker.

Nomination forms for Oklahoma Middle, Junior High or High School Honor Society are due March 15. Any applications received after this date will not be processed.

Forest Heritage Center Scholarship Opportunity & Stipend for Educators

In an effort to reach out to the young men and women who are the future of forestry, the Forest Heritage Center Museum is offering a scholarship opportunity to graduating high school seniors and stipends for forestry program educators. Forestry’s impact on the economy in Oklahoma is tremendous, providing well over 19,000 jobs and $1 billion in wages statewide. The foresters and community leaders who make up the Forest Heritage Center’s board of directors introduced the Forest Heritage Center Scholarship Program in 2018 to help Oklahoma youth take advantage of the opportunities the industry provides.

For graduating high school seniors, the Quintus Herron Educational Scholarship provides $500 to an Oklahoma student enrolling in a college-level forestry program in an Oklahoma institution of higher learning.

In addition, a $1,000 stipend is available for educators who wish to implement forestry curriculum in their program. Leaders of youth organizations and teachers can take advantage of this opportunity to introduce youngsters to the endless possibilities that the forest and forestry industry provide.

Non-Traditional Route to Special Education Certification (Boot Camp)

The State Board of Education will issue a one-year provisional certificate to teach in the area of mild-moderate or severe-profound disabilities for grades PreK-12. The teacher may renew the certificate twice if the individual has completed at least six credit hours in a non-traditional route to certification program or toward a master’s degree in special education.

This process is designed for candidates who meet the following criteria:

  • Have earned any four-year degree from an institution of higher education holding regional accreditation
  • Have a grade point average of 2.75 or higher from a previous degree program
  • Have a recommendation from a representative at a school district or institution of higher education
  • Pass a national background check
  • Commit to complete a master’s degree or certification in special education

Candidates who meet the above criteria and are interested in obtaining a non-traditional special education certification may submit an application to the State Department of Education. Candidates must then complete a 150-hour program that includes 120 hours of special education training known as “Boot Camp” and 30 hours of field experience.

Note: Once candidates receive a Boot Camp letter of completion, they must complete the Provisional Certificate Application to receive a provisional certificate.

2019 Buster Bynum Scholarship: Applications Now Open

The Buster Bynum Scholarship awards $2,500 to one student in each of the fourteen-member states of the Southeastern States Pupil Transportation Conference (SESPTC). Eligible students must have a parent employed in a school district transportation department for the past three years.

Oklahoma Academic Scholars

The Oklahoma Academic Scholars program recognizes the outstanding academic achievement of graduating seniors. Oklahoma Academic Scholars will be presented a certificate of recognition from the State Board of Education and their local high schools. A gold seal will be affixed to their diplomas and the honor recorded on their official transcripts.

High school principals and counselors should report the names of qualifying seniors via the Oklahoma Academic Scholars Report on Single Sign-On. Private schools may submit eligible seniors via email to robbyn.glinsmann@sde.ok.gov.

Submissions are due April 30.


Oklahoma Association for Pupil Transportation (OAPT) Summer Conference & Trade Show: Call for Proposals

Superintendents: Please share with your transportation staff.

Attracting attendees from over 500 school districts in Oklahoma, the OAPT Summer Conference & Trade Show will provide information on school bus operations management, maintenance, safety, special needs transportation, student management and more. This year’s conference will be held at the Choctaw Conference Center (Durant) in June.

The OAPT Board of Directors is asking for help in finding presentations to meet the needs of conference members. If you have a presentation proposal, download the Call for Proposals document and submit the form to greenhill.gary@unionps.org for review. This year’s theme is “Embracing our Resources.” Proposals incorporating this theme will be given preference.

Proposals are due March 29. Presenters will be notified if their session was selected by April 12.


Emergency Certification Requests: Important Guidelines

If you need to request an emergency certification, visit OSDE’s Emergency Certification web page for step-by-step instructions on how to complete the request online.

Please remember that to be considered completed, the district must first make the request, then the applicant must apply for emergency certification. All completed requests must be submitted at least 14 days prior to the upcoming State Board of Education meeting to be considered for the agenda.

If a background check is required, the applicant must have a cleared certification background check on file at the OSDE at least 7 days prior to that month’s State Board of Education meeting to be considered that month.

If these requirements are not met, the application will be treated as a pending request for the next month.

Annual Incident Firearm Report Due

Deadline: January 31

If your school district did not certify the 2017-18 Annual Incident Firearm Reports in Single Sign-On last June, all reports must be certified no later than January 31.

This report asks districts to provide information regarding substance-related incidents, property-related incidents, violent incidents with or without firearms, and suspension data.

Quarter Two (Q2) Graduation Part-Time Enrollment Report Due

Deadline: January 31

On the Graduation Part-Time Report, districts are required to provide the number of classes in a day and the number of days in a quarter contained within their school calendar and schedule.

Districts are also required to include information on students who did not graduate with their cohort due to lack of credits and are enrolled on a part-time (PT) basis to meet graduation requirements. Other required information includes the number of classes in which the PT student is enrolled, number of membership days for the PT student and actual number of days the student was in attendance.

High schools that do not have part-time students are still required to confirm and certify the report each quarter.

The deadline for completion is January 31.

School Personnel Reports Now Open

Deadline: February 1

The Certified and Support Personnel Reports and the Online Directory are now open for mid-year adjustments.

All reports must be certified by February 1.

2018 Historical Adjusted Graduation Cohort Report Now Open

Deadline Extended: February 8

The Historical Adjusted Graduation Cohort Report for the 2018 cohort year is now open for review via Single Sign-On.

This report displays the graduation status for all students ever enrolled at your site with the 2018 cohort year. This report certifies cohort year and graduation status used in official graduation rates for accountability and federal reporting purposes.

Information on this report prepopulates from previously certified reports (i.e. the Comprehensive Exit Report and SMART Report). As such, changes to the report are unexpected and highly irregular. While you may update the Report Category in the application, we request that you contact the Office of Accountability should you notice any additional discrepancies in your data.
