Underpaid Teachers: Data Review Appointments

Do you have questions regarding your underpaid teacher report? The School Personnel Records division is now making appointments to review/discuss your data and answer any questions you may have. Schedule a conference call here. Conferences will be initiated by School Personnel staff at the allotted time.

Note: If/when all available conferences are booked, additional times will be added in January.

For districts that have determined an underpayment calculation is due to a reporting error in FY18 SPR, please complete a Personnel Data Correction Request form for each certified staff member reported in error, provide the required documentation and submit to heather.butler@sde.ok.gov

Each submission will be reviewed/audited to confirm assessment. District staff will be notified if additional information is needed or once the audit is complete.

Free Professional Development Workshops for Educators

January & February Dates Added

The Oklahoma State Department of Education’s Office of Curriculum and Instruction is excited to announce free professional development workshops for the 2018-19 school year. These workshops are being offered in different regions of the state and are designed to support educators with effective instructional strategies aligned to the Oklahoma Academic Standards. These workshops are perfect for educators looking to identify a new Professional Learning (PL) Focus or deepen expertise in an existing PL Focus. Action Needed: Review of FY18 Expenditure & Revenue Data

Each district has had an initial review of its FY18 Expenditure and Revenue data submitted through the Oklahoma Cost Accounting System (OCAS). At this time, there are districts that have not responded to inquiries from the OCAS office following the review. 

Since any unresolved discrepancies in the data could result in publication of inaccurate data and/or penalties under the requirements of ESSA Maintenance of Effort, Special Education Maintenance of Effort, Special Education Excess Cost and Administrative Cost, we ask that you respond to your latest review by December 10.

On December 14, the FY18 Expenditure and Revenue data that has been submitted will be certified by the OCAS office and become part of the transparency website information. Oklahoma administrative code requires that all expenditure and revenue information be certified by the district superintendent by December 15 of each year for the preceding fiscal year.

Upcoming Civil Rights Data Collection (CRDC)

The 2017-18 Civil Rights Data Collection (CRDC) will begin in February 2019. In the past, school districts had to complete this massive survey on their own. In 2015-16, the Office of Civil Rights (OCR) opened a portal that state education agencies (SEAs) could use to assist districts with the CRDC by pre-populating some of the cells using data each district has already reported to the OSDE.

 

In 2015-16, 100 districts volunteered to be part of a test group with OSDE. It was a huge success! For the 2017-18 data collection, OSDE will be submitting partial data for all districts (see matrix below). Each district can choose to use either the data submitted by OSDE or overlay it with their own submissions.

 

Below is an estimated breakdown of what the SEA can currently supply:

Fine Arts Graduation Guidance

In 1990, the Oklahoma Legislature included the arts in a core curriculum mandate and, for the first time, required access to arts education for every student. Currently, a fine arts course credit is required for high school graduation.

Comment Period for Title II, Part B Waiver Request

OSDE is seeking a Tydings waiver from USDE in order to utilize approximately $300,000 from Title II, Part B (Math and Science Partnership) beyond the original liquidation deadline. The waiver, if granted, would result in a new Request for Proposals (RFP) available to districts in partnership with colleges and/or universities that would initiate new projects that support classroom and/or common formative assessment design, implementation and evaluation for mathematics and science.

As part of the waiver process, OSDE must provide the opportunity for the public to comment on the pending request. Read the official notice of request for comment here

The Office of Federal Programs will host a Migrant Performance Targets webinar on December 6 at 10 a.m. The webinar will provide information and technical assistance regarding the completion of USDE migrant audit findings and performance targets.

2018-19 Kindergarten Immunization Survey

Your participation in the 2018-19 Kindergarten Immunization Survey is crucial to the Oklahoma State Department of Health’s efforts to determine current vaccination coverage among kindergartners in Oklahoma and identify areas of vaccine coverage improvement.

The survey must be completed by December 14.

Non-Traditional Route to Special Education Certification (Boot Camp)

The State Board of Education will issue a one-year provisional certificate to teach in the area of mild-moderate or severe-profound disabilities for grades PreK-12. The teacher may renew the certificate twice if the individual has completed at least six credit hours in a non-traditional route to certification program or toward a master’s degree in special education.

This process is designed for candidates who meet the following criteria:

  • Have earned any four-year degree from an institution of higher education holding regional accreditation
  • Have a grade point average of 2.75 or higher from a previous degree program
  • Have a recommendation from a representative at a school district or institution of higher education
  • Pass a national background check
  • Commit to complete a master’s degree or certification in special education

Candidates who meet the above criteria and are interested in obtaining a non-traditional special education certification may submit an application to the State Department of Education. Candidates must then complete a 150-hour program that includes 120 hours of special education training known as “Boot Camp” and 30 hours of field experience.

Note: Once candidates receive a Boot Camp letter of completion, they must complete the Provisional Certificate Application to receive a provisional certificate.

We are looking for early- to mid-career individuals whose contributions are largely unheralded, yet worthy of the spotlight for our State Educator Talent Pool.

Oklahoma Bar Association’s Law Day Contest

The Oklahoma Bar Association is holding its annual Law Day Contest, which includes an art contest and writing contest for PreK-12 students.

One grand prize of $500 will be awarded to the best overall individual entry chosen from all grade levels. Also, five lucky teachers who participate will win a $50 Amazon gift card. Once class entries are received, teachers will be sent a short contest survey that will include information about the drawing.

Colonial Williamsburg Teacher Institute Applications Now Available

Fellowship applications are now available for Oklahoma 5th- and 8th-grade teachers interested in attending the 2019 Colonial Williamsburg Teacher Institute in the restored capital city of 18th-century Virginia.

The sessions will be held June 1-7, 2019. The Oklahoma Foundation for Excellence coordinates the selection of Oklahoma teachers to participate in the renowned teacher institute.

Completed applications must be postmarked by February 1.

The fellowships cover all program activities, airfare, lodging and most meals. Each teacher also receives a $300 stipend for classroom materials. While at Colonial Williamsburg, Oklahoma teachers will have the opportunity to meet character interpreters of 18th-century people and be immersed in early American history through hands-on activities and reenactments of historic events.

Participants will also meet daily with a peer facilitator to discuss interactive teaching techniques and develop creative lesson plans based on their experiences.

Oklahoma’s 5th-grade teacher institute program is designed for 5th-grade social studies/history teachers and resource teachers such as school librarians or gifted-talented teachers who plan to teach U.S. history in their schools in 2019-20. The middle-school program is open to 8th-grade classroom teachers who teach U.S. history as part of their social studies curriculum.

Each public school district is responsible for implementing equitable services for nonpublic school students, teachers and other educational staff who are eligible to participate in federal programs. Please follow the directions in the “Dear Superintendent” letter found inside the packet and submit the completed documents electronically to the Office of Federal Programs no later than Monday, February 4

Presidential Awards for Excellence in Mathematics and Science Teaching

Nominate a deserving secondary mathematics or science teacher within your district to win $10,000.

Anyone  including principals, teachers, parents, students, business leaders or members of the general public  may nominate exceptional mathematics or science teachers who are currently teaching grades 7-12 for the 2018-19 award year.

Teachers may also apply directly on the PAEMST website.

The Presidential Award for Excellence in Mathematics and Science Teaching (PAEMST) is the highest honor bestowed by the United States government specifically for K-12 mathematics and science teaching.

The award recognizes teachers who have both deep content knowledge of the subjects they teach and the ability to motivate and enable students to be successful in those areas. Since the program’s inception, more than 4,800 teachers have been recognized for their contributions in the classroom and to their profession.


Emergency Certification Requests: Important Guidelines

If you need to request an emergency certification, visit OSDE’s Emergency Certification web page for step-by-step instructions on how to complete the request online.

Please remember that to be considered completed, the district must first make the request, then the applicant must apply for emergency certification. All completed requests must be submitted at least 14 days prior to the upcoming State Board of Education meeting to be considered for the agenda.

If a background check is required, the applicant must have a cleared certification background check on file at the OSDE at least 7 days prior to that month’s State Board of Education meeting to be considered that month.

If these requirements are not met, the application will be treated as a pending request for the next month.

Student Dropout Report Due

Deadline: December 21

NEW: In order to give districts a chance to review 2017-18 dropout counts, the Student Dropout Report will open Monday, November 26. The report is located on Single Sign-On and has been pre-populated with student dropout information reported in the Wave.

Each site serving grades 7-12 will need to certify its report.

All student dropouts will be listed in Quarter 4 of the report. Any changes, including adding and deleting students or editing student information, may be made on the Dropout Re-entry tab. If there is a student on the list who is not a dropout, please enter a re-entry code on the Re-entry tab and they will be removed. If any reentry codes are used, users will need to certify the re-entry list before certifying the final Dropout Report located on the Welcome tab.
