OSDE is excited to
announce that Oklahoma is a pilot state for WIDA’s new eLearning modules. Between September
1, 2018, and June 30, 2019, every educator in Oklahoma who has a WIDA website
login or requests a WIDA website login will have free access to four self-paced
e-learning modules designed to help educators use best practices in meeting the
needs of their English learners. The modules may be used by
individuals or PLCs, and each provides resources and handouts to aid educators
in putting their lessons into practice. Users can print PD certificates to
document completed training(s).

ACTION NEEDED: Districts that wish to participate must identify a District Learning
Coordinator (DLC) to the Office of Assessment using the WIDA DLC Designation form. OSDE strongly
encourages district participation, but it is not mandatory.
WHAT DOES A DLC DO? The WIDA District
Learning Coordinator (DLC) is OSDE’s contact for all WIDA e-learning
activities. In general, the DLC will be responsible for creating any new WIDA
user accounts for district staff who wish to access the WIDA e-learning modules
and for tracking e-learning participation at the district level. The DLC may
also be asked to distribute surveys or otherwise collect information from
district participants regarding their experiences using the modules.

IDEA Part B Allocations have now been uploaded in the Grants Management System (GMS). Districts may begin completing their FY19 Budget
Applications once the Assurances and LEA Agreement have been completed.
To access the Grants Management System (GMS), log in to
Single Sign-On. Once logged in, click the Grants Management and Expenditure
Reporting button, scroll down to IDEA Consolidated Application and click the create
button. The Allocations Notice will be uploaded to Single Sign-On sometime next
week.

The Oklahoma State
Department of Education is happy to announce the 2018 Early Childhood
Conference of Oklahoma. The conference is centered on the theme of “Purposeful
Play” and is intended for educators and administrators who work with young
children ages 3-8.
The purpose of this
conference is to provide information and resources for educators who work with
young children in creating an appropriate and academically rigorous environment
that supports all aspects of the child. The conference will be held October
4-5 at the Oklahoma Memorial Union on the University of Oklahoma campus.
Attendance is free.
Day 1: October 4
The conference will be
opened by State Superintendent of Public Instruction Joy Hofmeister followed by a keynote address by Kristi Mraz, author of Purposeful Play. The
afternoon will consist of breakout sessions related to play, technology,
behavior and STEM in early childhood classrooms.

Day 2 of the conference
will consist of breakout sessions on behavior, social-emotional skills, STEM, mathematics,
language, literacy and outdoor play.

The Oklahoma State Department of
Education, the Oklahoma Corporation Commission Public Utility Division and
the Office of Management and Enterprise Services (OMES) are offering free E-Rate and
Oklahoma Universal Service Fund (OUSF) training for schools and libraries.
The training will include discussion on the following topics:
- Oklahoma Connect & Learn Initiative: Update on the tools and resources available to districts and libraries
- Open Range Update: Review of statewide contracts
- OUSF Update: Common pitfalls and errors, requesting preapproval, requesting funding, changing funding and common issues during funding review
- E-Rate Update: Completion of the bidding process in making a selection for cost effectiveness, filing the FCC Form 471 with service detail, responding to PIA requests, document retention and knowing when to file various FCC forms required to retain funding
This training is for all schools and
libraries. Even if you use a consultant, you are encouraged to attend so you will
know why your consultant is asking for certain information.

The Office of Federal
Programs will host a webinar, “Prevention and Intervention Programs for
Children and Youth who are Neglected, Delinquent or At-Risk,” on Monday, September
17 at 1 p.m.
This webinar will
address the definition of neglected, delinquent or at-risk students as amended
by ESSA and the use of federal funds for such children and youths. All LEAs that receive funds for neglected and
delinquent programs are required to participate in the webinar.

The
members of the U.S. Senate and the directors of the Hearst Foundations have
announced the annual U.S. Senate Youth Scholarship Program.
Two
student leaders from each state will spend a week in Washington witnessing
their federal government in action. Delegates will hear major policy addresses
by senators, cabinet members, officials for the Departments of State and
Defense and others. Students will also have the opportunity to visit the
Senate, House of Representatives, Supreme Court, Pentagon and various
Smithsonian museums.
 OSDE coordinates and
implements the USSYP annually. Two Oklahoma high school students will win a
one-week, all-expenses-paid trip to Washington, D.C., for the week of March 2-9,
2019, and a $10,000 college scholarship.
The competition is limited to juniors
and seniors who are currently serving in any of the following student
government offices:
- Student body president, vice-president,
secretary or treasurer
- Class president, vice-president, secretary or
treasurer
- Student council representative
- National Honor Society officer (including discipline-based honor societies such as the National
English and Social Studies Honor Societies that include service components)
- Student representative elected or appointed to a
district, regional or
state-level civic or educational organization
Each student must be a permanent
resident of the United States and currently enrolled in a public or private
secondary school located in the state in which either one of his or her parents
or guardians legally resides.
The only requirement for accepting the
scholarship is that students must, within two years after high school
graduation, enroll at an accredited United States college or university,
pledging to include courses in government or related subjects in their
undergraduate program.
Nominations
are due Friday, September 28.

If you need to request an emergency
certification, visit OSDE’s Emergency
Certification web page for step-by-step instructions on how to complete the
request online.
Please
remember that to be a completed request, the district must first make the request, then the applicant must
apply for emergency certification. All completed requests must be
submitted at least 14 days prior to that month’s State Board
of Education meeting to be considered for the agenda.
If
a background check is required, the applicant must have a cleared certification
background check on file at the OSDE at least 7 days prior to
that month’s State Board of Education meeting to be considered that month.
If these requirements are not met,
the application will be treated as a pending request for the next month.

Oklahoma Technology Association (OTA) is the leading voice for promoting the
use of technology in Oklahoma schools. OTA members include teachers, technology
administrators, superintendents, career technology personnel, higher education
personnel and others interested in providing instructional technology support
for Oklahoma’s schoolchildren.
 The OTA/Encyclomedia Conference will be held November
29 and 30 at the Cox Convention Center in Oklahoma City.
Highlights of the conference will
include 100+ breakout sessions, 100+ exhibit booths, sessions on new
curriculum, instruction and testing changes, a makerspace, Google classrooms in
the exhibit hall and much more.

The
deadline for submitting your Alternative Education Implementation Plan to the
Alternative Education Office is September 15. The Alternative
Education Implementation Plan can be accessed through Single Sign-On.
Please
note that your district will not have access to the 2018-19 Alternative
Education Implementation Plan until SDE receives the alternative education
detailed expenditure report.
Authorization to pay
and proposed budget forms may be submitted by fax to (405) 522-0496, by mail to
2500 N. Lincoln Blvd., Oklahoma City, OK, 73105 or electronically via email
to jennifer.wilkinson@sde.ok.gov.
These forms can be found as a link on the welcome tab of the Alternative
Education Implementation Plan in Single Sign-On.
Reminder: LEA
districts are unable to complete their plans until sending schools have
completed theirs, so please be timely.

The Language Instruction for English Learners (ELs) and Immigrant Students Annual Performance Report (formerly known as the Title III Annual Performance Report) window will be open starting August 23 through September 30.
This report must be completed by all districts in the state regardless of the presence of ELs or Title III funding.
Superintendents may access the report through Single Sign-On.

School districts must submit their Estimate of
Needs report or school budget to SDE’s Office of Financial Accounting
by October 1.
New this year: The FY19 Estimate of Needs and FY18 Financial Statements must
be submitted through the Oklahoma Cost Accounting System (OCAS) on Single
Sign-On. It will not be necessary to mail a copy
to SDE.
Superintendents now have access to the Estimate of
Needs tab on their district page. Upload the
Estimate of Needs file within this tab. Files must be in Excel spreadsheet format and contain the
required signatures. If needed, a separate file with the required signatures
may be uploaded.

The student-level First-Quarter Statistical Report (FQSR) located under the Wave > Reporting > State Reporting Certification is now open.
The student-level FQSR is a district-certified report that will parallel the normal Wave > Reporting > FQSR/ASR aggregate collection for FY19. This report will display school calendar data and student-level data that pertains to membership, attendance and transportation.
Calendar and student-level data are transmitted from a district’s local Student
Information System (SIS) to the Wave.
A training video and manual are posted alongside the general instructions section of the report if you need additional training.
The deadline to certify this report is November
30.
