The OSDE is committed to ensuring Oklahoma's students graduate College and Career Ready by giving them the Oklahoma Edge. As a result of the New Skills for Youth Grant, we are in the process of providing a framework for the development of student Individual Career Academic Plans (ICAP) – multi-year plans that will provide students the opportunity to explore career interests and post-secondary opportunities.
With the passage of House Bill 2155 in May 2017, Oklahoma began implementing Individual Career Academic Planning (ICAP) - a statewide system of career and academic planning for grades six through 12 that will be integrated into statewide graduation requirements beginning with the graduating class of 2023.
ICAP is Oklahoma's first statewide career and academic planning program and is designed to empower students to make informed career decisions by exploring the education and career opportunities that best align with their interests and strengths. ICAP is intended to take a holistic, student-centered approach that involves collaboration at many levels - including with parents, school counselors and local employers - to help guide students to college and career readiness.
The Oklahoma State Department of Education (OSDE) began piloting the Individual Career Academic Planning (ICAP) in 60 schools across 28 districts during the 2017-18 school year. OSDE developed a suite of resources and tools to support implementation in each of the pilot sites. With support from the state, each site designated an ICAP core team, assigning roles and responsibilities to students, educators, parents and community members to support career guidance curriculum, and convening school-based leaders through an online learning platform. Using the pilot sites as a case study, a cross-sector ICAP Advisory Group will develop implementation processes and requirements for scaling ICAP across the state in the coming years.
We are pleased to announce that we have an additional 50 districts and 84 sites this 2018-19 school year which will be a total of 78 districts and 144 sites participating in the ICAP pilot study.
The Oklahoma State Department of Education launched its third annual EngageOK on the Road summer education conference Monday, July 9th with stops in seven communities across the state. More than 7,000 educators took part in the free conference offering more than 100 professional development workshops for educators. Sessions addressed topics such as classroom management, academic standards and best practices for teaching traumatized and high-need students.
The one-day conferences took place July 9-19 at high schools in Ada, Owasso, Bartlesville, Norman, Durant, Duncan and Woodward. College and Career Readiness Sessions included:

Career Advising Toolkit: Attendees learned about the Oklahoma Career Advising Toolkit created by you, for you.

Individual Career Academic Planning: Attendees collaborated with their peers on strategies to ensure students have the opportunity and support to successfully secure a post-secondary degree or industry certification reflecting each individual’s passion and skills.

What Is Work-Based Learning? Attendees learned about the continuum of work-based learning that provides student opportunities for real-time experience needed for the workplace through job shadowing, internships and mentorships.

Benefits of Business and Education Partnerships: Attendees learned the benefits of business and education partnerships and walked away with strategies and tools to create meaningful partnerships within their school district.

 Julian Guerrero Jr. is the Executive Director of American Indian Education at the Oklahoma State Department of Education (OSDE). Julian's tribal affiliations include: Comanche & Kiowa. Julian currently works to further the educational opportunities of American Indian students in Oklahoma while facilitating collaboration among tribal nations, school districts, and educators. Prior to joining OSDE, Julian worked in nonprofit management with the Tribal Education Departments National Assembly (TEDNA) and administered their $2.2 million-dollar early college and career readiness grant from the U.S. Department of Education. He also serves as an appointed gaming commissioner for the Comanche Nation Gaming Commission providing regulation and oversight for all tribal gaming facilities owned by the Comanche Nation.

 On Tuesday, June 26, 2018, the Office of American Indian Education hosted a collaborative session focused on tribal college and career readiness which connected participants with useful capacity-building resources and opportunities to increase the academic achievement of all American Indian/Alaska Native students. Presenters included:

The purpose of the meeting was to seek voluntary and open collaboration with each of the Oklahoma Native Youth Community Projects (NYCPs) in efforts to mutually support the vision of the statewide Individual Career Academic Planning (ICAP) process. The vision of ICAP is to ensure all students have the opportunity and support to successfully secure a post-secondary degree or industry certification that reflects each individual's passions and skills.
 Mark your calendars for Oklahoma Career Expo Week held on November 12-16, 2018. This week-long event connects students with businesses to give our future talent an opportunity to explore the possibilities that await them in Oklahoma. Events during Career Expo Week allow local employers to showcase critical careers in demand industries to inspire and recruit new talent, and give Oklahoma’s talent a front row seat to experience the wide array of careers available within our State.
Oklahoma Works is designed to align education and training to the needs of businesses so that more Oklahomans can achieve economic success. To do this, our private and public partners across the state are investing in long-term strategies to develop and nurture our current and future talent pipeline. We are asking businesses throughout Oklahoma to partner with their local schools to provide opportunities for students to experience career options either on the business site or in the classroom.
Students, parents, educators, non-profit executives, government and business leaders are welcome to participate in statewide events throughout the week. Sponsored events for Career Expo Week include activities targeted to students in K-12 and beyond, such as hosting on-site job shadow experiences and industry tours, promoting internships or apprenticeships, participating in classroom presentations or project-based learning, and more.

 In 2018, Oklahoma’s work-based learning program was established by the Oklahoma legislature and signed into law by Governor Mary Fallin. The work-based learning program seeks to assist employers with creating work-based learning opportunities, such as internships and apprenticeships, and connect them with job-seekers. By creating such opportunities, employers are able to develop workforce solutions that meet their specific needs, test drive talent, and build their own talent pipeline. As a registered work-based learning employer, you will receive technical assistance from the Oklahoma Works/Oklahoma Office of Workforce Development to create quality, rigorous work-based learning programs. You will also have access to a competitive applicant pool and industry-developed standards for work-based learning in particular occupations.
