On Monday, August 14,
the FY 18 initial State Aid Allocation was adjusted. Due
to a technical issue with the system, there was an error in the total amount
for School Land used as a chargeable. The error has been corrected, which has
decreased both the School Land amount and your total chargeables.
The FY18 Adjusted State Aid Allocation (08/14/17) has been posted on Single Sign-On under the “Allocation
Notices” tab.
The FY18 Adjusted
State Aid allocation was also posted Tuesday, August 15 on
the State Aid webpage. The State
Aid factors remain at $3,042.40.

The FY18 initial Flexible Benefit
Allowance (FBA) allocation is now available on Single Sign-On under
the “Allocation Notices” tab.
Your district’s allocation includes 12 months of benefits based on your district’s January 1, 2017, audited count
of eligible certified and support staff. Please note that new HealthChoice
High Option premium rates are being used to calculate your district’s initial FBA.

As a reminder, your district will report
its current year eligible staff in October. Current year allocations may be
modified as other conditions change.

OSDE is excited
to announce changes and enhancements to the School-Based Health Services (SBHS)
program. These changes will take effect in the 2017-18 school year.
All administration of SBHS practices and policies is now the
responsibility of OSDE. OSDE has been working closely with the Oklahoma Health
Care Authority (OHCA) to make changes to the physician authorization and prior
authorization processes to encourage districts to participate and to help
subsidize provision of medical services with appropriate Medicaid
reimbursement. To that end, the OSDE is working with Public Consulting Group
(PCG) – which currently provides OSDE special education, compliance reporting
and professional development services – to administer the SBHS program
statewide.
This partnership with PCG offers exciting enhancements and
expertise to the SBHS program, and OSDE encourages every district to
participate.

In September, PCG will web demonstrate the software. Specific
dates will be communicated soon. Training will begin in late October, with
implementation and enrollment to follow.

The Oklahoma State Department of Education (OSDE) is
currently seeking schools interested in piloting a free literacy readiness tool for Kindergarten students aimed at
providing teachers with quality data they can use to make informed
instructional decisions.
The Early Learning Quick
Assessment for Kindergarten (ELQA-K) developed by the University of
Oklahoma is an easy-to-administer, web-based assessment tool that
facilitates the formative progress monitoring of Kindergarten literacy skills.
Several schools in Oklahoma already utilize ELQA for Pre-K and have requested
the development of a similar tool for Kindergarten. Read more about the success of the ELQA for
Pre-K here.
The deadline to sign up for the ELQA-K pilot is today, August 15.
This pilot will seek to study the implementation and use of
the newly developed ELQA for Kindergarten.
During the pilot year, districts will be provided
professional development and the ELQA-K at no charge.
Why should my school
participate?
The ELQA-K will give teachers detailed data to plan
differentiated instruction based on the Oklahoma Academic Standards for English
Language Arts by providing instant, practical reports for teachers, parents,
schools and districts.
How does the program
work?
Children’s literacy skills are assessed at the
beginning of the school year and again at intervals throughout the school year
so that teachers are able to 1) identify children at risk for not meeting early
learning benchmarks, and 2) differentiate instruction to prepare young children
for first grade with the literacy skills needed to be successful.

OSDE will be hosting professional development workshops August 23 and 24 that will cover the WIDA Screener. The WIDA Screener is the assessment that identifies a student’s
English proficiency level and must be administered prior to establishing a student’s
English Learner (EL) status. Districts have the choice of administering the
assessment in either online or paper-pencil format.

training will be held on August 23, and the paper-pencil training will be
held on August 24. Sessions are limited to 40 attendees, so please only
register for the session addressing your preferred testing method.

Application Processing, Benefit Issuance, Verification and Meal Counting
and Claiming (ABVM) and Cafeteria Management trainings are now available for
enrollment.
These National School Lunch/School Breakfast training sessions
will be held at the Oklahoma State Department of Education in Oklahoma City.
Please note that both sessions are geared toward beginners and will be
limited to 20 people per class.

The FBI has directed OSDE to
ensure that CHRI (criminal history record information) is not disseminated
outside the requested receiving departments, related agencies or other
authorized entities. Now, when
CHRI is needed for a subsequent authorized use, a new record request must be
conducted.
As of July 1, 2017, OSDE will no
longer be allowed to disseminate the results of certification background checks
to public school districts (commonly referred to as dual results) except if the applicant wishes to be fingerprinted for
both certification and employment. This must be made known at the time the applicant is fingerprinted, and the applicant must provide a completed Application for National
Criminal History Record Check along with his or her
fingerprints. This process can only be completed by visiting OSDE in
person or by mailing in fingerprint cards with the completed application
(linked above) from the district.

All emergency certification requests or renewals MUST be
submitted online. The Office of Teacher Certification will not accept faxes or
emails.
Please note: Special Education is NOT an eligible area for
emergency certification.

You may not submit a third request for a single emergency-certified
teacher. If you need to request emergency certification for a different area, you
must submit a new request, and the applicant must pay the required $50
application fee.
PLEASE BE ADVISED: All first-time credentialed
Oklahoma teachers are required to have on file with the Oklahoma State Board of
Education (OSBE) a current Oklahoma criminal history record from the Oklahoma
State Bureau of Investigation (OSBI) as well as a national fingerprint-based
criminal history record provided by the Federal Bureau of Investigation (FBI) (70 O.S. § 6-190; OAC 210:20-9-91).
If the applicant comes to OSDE for fingerprinting, he or she must
bring the employment form from your district so that OSDE can share the
background check results with you.

Due to high
demand, OSDE has added an additional Gifted and Talented Education Coordinator
Workshop by offering a repeat session on August 31, 1-3:30 p.m.
This training is for personnel responsible for coordinating and managing a district Gifted Education
program. Participants will learn about Oklahoma state statutes, identification
procedures, reporting, funding and budgeting, staff training and student
programming options. Professional development certificates will be awarded upon
completion of training.

The OSDE will be presenting two, one-day professional
development sessions focusing on best practices for dual identified EL/SPED
students. Sessions will be held at the Francis Tuttle Technology Center, Rockwell

The members of the U.S. Senate
and the directors of The Hearst Foundations have announced the
annual U.S. Senate Youth Scholarship Program.
Two student leaders
from each state will spend a week in Washington witnessing their national
government in action. Delegates will hear major policy addresses by senators,
cabinet members, officials for the Departments of State and Defense, and
directors of federal agencies, as well as participate in a meeting with a
justice of the U.S. Supreme Court.
 OSDE coordinates and implements the USSYP annually. Two Oklahoma
high school students will win a one-week, all-expense paid trip to Washington,
D.C., for the week of March 3-10, 2018, and a $10,000 college scholarship.
The competition is limited to juniors
and seniors who are currently serving in any of the following student
government offices:
1. Student body president, vice-president,
secretary or treasurer 2. Class president, vice-president, secretary or treasurer 3. Student council representative 4. National honor society officer 5. Student representative elected or appointed to a district,
regional, or state level civic or educational organization
The only requirement in accepting the
scholarship is that students must, within two years after high school graduation, enroll at an accredited United States
college or university, pledging to include courses in government or related
subjects in their undergraduate program.

offering free E-Rate and OUSF training for schools and libraries, along
with an update on OpenRange services provided by OMES for schools and
libraries.
The OUSF portion will
