A new draft of Oklahoma’s proposed
Consolidated State Plan for implementation of the Every Student Succeeds Act
(ESSA) is open for public comment. The ESSA plan draft is available on
the State Department of Education's ESSA web page at: http://sde.ok.gov/sde/essa.
The public comment period for the Consolidated State Plan will be open through
August 15, 2017. Written comments may be submitted to: ESSAfeedback@sde.ok.gov.
The Oklahoma State Department of Education (OSDE) is
currently seeking schools interested in piloting a free literacy readiness tool for Kindergarten students aimed at
providing teachers with quality data they can use to make informed
instructional decisions.
The Early Learning Quick
Assessment for Kindergarten (ELQA-K) developed by the University of
Oklahoma (OU) is an easy-to-administer, web-based assessment tool that
facilitates the formative progress monitoring of Kindergarten literacy skills.
Several schools in Oklahoma already utilize ELQA for Pre-K and have requested
the development of a similar tool for Kindergarten. Read more about the success of the ELQA for

This pilot will seek to study the implementation and use of
the newly developed ELQA for Kindergarten.
During the pilot year, districts will be provided
professional development and the ELQA-K at no charge.
Why should my school
participate?
The ELQA-K will give teachers detailed data to plan
differentiated instruction based on the Oklahoma Academic Standards for English
Language Arts by providing instant, practical reports for teachers, parents,
schools and districts.
How does the program
work?
Children’s literacy skills are assessed at the
beginning of the school year and again at intervals throughout the school year
so that teachers are able to 1) identify children at risk for not meeting early
learning benchmarks, and 2) differentiate instruction to prepare young children
for first grade with the literacy skills needed to be successful.

The OSDE’s Lead To Succeed (L2S) cohort three will begin in
September at Cameron University in Lawton.
This intense, evidence-based training will have participants
meeting 24 days over 14 months.
Principals and assistant principals must be nominated by their
superintendents in order to attend.

The FBI has directed OSDE to
ensure that CHRI (criminal history record information) is not disseminated
outside the requested receiving departments, related agencies or other
authorized entities. Now, when
CHRI is needed for a subsequent authorized use, a new record request must be
conducted.
As of July 1, 2017, OSDE will no
longer be allowed to disseminate the results of certification background checks
to public school districts (commonly referred to as dual results) except if the applicant wishes to be fingerprinted for
both certification and employment. This must be made known at the time they are
fingerprinted, and the applicant must provide a completed Application for National
Criminal History Record Check along with his or her
fingerprints. This process can only be completed by visiting OSDE in
person or by mailing in fingerprint cards with the completed application
(linked above) from the district.

All emergency certification requests or renewals MUST be
submitted online. The Office of Teacher Certification will not accept faxes or
emails.
Please note: Special Education is NOT an eligible area for
emergency certification.

You may not submit a third request for a single emergency-certified
teacher. If you need to request emergency certification for a different area, you
must submit a new request, and the applicant must pay the required $50
application fee.
PLEASE BE ADVISED: All first-time credentialed
Oklahoma teachers are required to have on file with the Oklahoma State Board of
Education (OSBE) a current Oklahoma criminal history record from the Oklahoma
State Bureau of Investigation (OSBI) as well as a national fingerprint-based
criminal history record provided by the Federal Bureau of Investigation (FBI) (70 O.S. § 6-190; OAC 210:20-9-91).
If the applicant comes to OSDE for fingerprinting, he or she must
bring the employment form from your district so that OSDE can share the
background check results with you.

Due to high
demand, OSDE has added an additional Gifted and Talented Education Coordinator
Workshop by offering a repeat session on August 31, 1-3:30 p.m.
This training is for personnel responsible for coordinating and managing a district Gifted Education
program. Participants will learn about Oklahoma state statutes, identification
procedures, reporting, funding and budgeting, staff training and student
programming options. Professional development certificates will be awarded upon
completion of training.

If you
are no longer using Green Cards, please type in “certificate” in the column
labeled Enrollment Card ID# on the student roster. Also, please make sure you

Federal funds that were first made available to local education agencies (LEAs) in FY16
remain available for obligation (or encumbrance) until September
30. Federal funds, which have a 27-month period of
availability, are represented as current-year funds, first-year carryover funds
and second-year carryover funds.
If an LEA has a FY16 unexpended first-year
carryover balance after June 30 when closeout is performed, these funds will
roll over to FY18 and become unexpended second-year carryover funds. Unexpended second-year
carryover funds must be obligated (or encumbered) through September 30.
Title I,
Part A limits the amount of funds an LEA can carry over from one year to the
next. If an LEA carries over more than 15 percent of its current year Title I
funds from FY17 to FY18, it will result in excess carryover funds. Title I
excess carryover funds must be obligated (or encumbered) through
September 30. Excess carryover funds are waived once every three years.
LEAs with second-year
carryover funds and/or Title I excess carryover funds must
submit expenditure reports in payable form by December 1. Expenditure reports received after the deadline will
result in loss of these funds.
Please
check your carryover balance in each federal program to ensure timely
obligation (or encumbrance) of these funds.

Registration is now open for Diabetes Management in Schools
training for the 2017-18 school year. Anyone, including teachers, school nurses
and other school personnel, who maintains a school diabetes management plan is
required to attend. This training will cover how to effectively manage diabetic
students in the classroom.
This training is an annual requirement that helps ensure
district personnel who manage diabetic students remain in compliance with state
law.

meetings at various locations around the state this September. Topics will

The Oklahoma State
Department of Education, the Oklahoma Corporation Commission Public Utility
Division and the Office of Management and Enterprise Services (OMES) are
offering free E-Rate and OUSF training for schools and libraries, along
with an update on OpenRange services provided by OMES for schools and
libraries.
The OUSF portion will
cover:

The E-Rate portion will cover:
- Completing of the bidding process in making a selection for cost effectiveness

This is for all schools and libraries. Even if you use a consultant, you are encouraged to attend so you will know why your consultant is asking for certain information.

Conference Topic: Ensuring Practical and Scientifically Sound Multi-Tier Systems of
Support and Response to Intervention

Attendees will learn research-based reading/language
arts and behavior support strategies across tiers as well as strategies for
including students with more severe disabilities (e.g., ASD) in MTSS. The focus
will be on practical early implementation with sessions for schools working to get to the next level of high fidelity
implementation. Relevant legal issues from law, regulation and hearings are
addressed.
Topics also include scientifically sound basic skills
screening and progress monitoring, including special education assessment
practices for specific learning disabilities and more time- and cost-efficient
IEP goals and progress monitoring.

15. The Alternative Education Implementation Plan can be accessed through Single Sign-On.
Please note that your district will not have access to the 2017-2018 Alternative Education Implementation Plan until SDE receives the alternative education detailed expenditure report.
Authorization to pay forms and proposed budget forms may be submitted by fax to (405) 522-0496, by mail to 2500 N. Lincoln Blvd., Oklahoma City, OK, 73105 or electronically via email to jennifer.wilkinson@sde.ok.gov. These forms can be found as a link on the welcome tab of the Alternative Education Implementation Plan in Single Sign-On.
