The
Governor has signed a number of bills that involve OSDE and public education.
Summaries are included below.
HB 1694: Requires personal financial literacy (PFL) courses to
include instruction on managing a bank account and understanding the FAFSA.
Beginning with the 2020-21 school year, all teachers assigned to teach PFL will
be required to complete ongoing professional development as determined by the
OSDE. Requires each deferred deposit lender to pay 30 cents (changed from five
cents) for each deferred deposit loan, eight cents of which will be deposited
in the Consumer Credit Counseling Revolving Fund and 22 cents of which will be
deposited in the Personal Financial Literacy Education Revolving Fund. Allows
funding from the Personal Financial Literacy Education Revolving Fund to be
used for developing guidelines, materials and resources for students and
teachers, including training and professional development. Effective July 1,
2017.
HB 1952: Prohibits school districts from taking disciplinary
action against teachers for disclosing public information in order to correct
what the teacher believes to be a violation of the Oklahoma Constitution or
law, for reporting a violation of the Oklahoma Constitution, or state or
federal law or for taking either of the previous actions without giving prior
notice to the teacher’s supervisor. Requires school districts to post a copy of
this section of law where it can be read by teachers. Effective November 1,
2017.
HB 2008: Creates the Dyslexia and Education Task Force, which
is directed to create a handbook to guide schools, students and parents in
identifying, intervening and supporting students with dyslexia. The task force
will have 20 members, including the Superintendent of Public Instruction.
Appointments must be made by September 1, 2017. The task force must issue a
report of its findings to the Legislature and Governor by December 1, 2018.
Effective May 15, 2017.
SB 428: For three years beginning July 1, 2017, those who have
retired as active classroom teachers and who have not been employed by any
public school for at least one year post-retirement will be eligible to be
re-employed as an active classroom teacher with no limitations on earnings.
This provision is in effect for a period of three years. Effective July 1,
2017.
SB 476: Directs that motor vehicle fees apportioned to school
districts be based upon the proportion that each district’s average daily
attendance (ADA) bears to the total ADA for those districts as certified by the
OSDE. Effective 90 days after Sine Die adjournment.
SB 529: Makes several changes to Oklahoma’s Promise (OHLAP), including allowing students enrolled in CareerTech programs to be eligible for the
program. Requires students to meet the requirements for retention and degree
completion established by the institution in order to remain eligible, and
beginning with the 2018-19 school year, prohibits payments for remedial
noncredit-earning courses. Beginning with the 2017-18 school year, excludes
students from OHLAP awards whose parents’ federal adjusted gross income (AGI)
exceeds $55,000 per year. Beginning with applicants in the 2021-22 school year,
excludes students from OHLAP awards whose parents’ federal AGI exceeds $60,000
per year. Also excludes students whose parents’ AGI exceeds $100,000 per year
for any year during which the student is enrolled. Effective July 1, 2017.

State statute requires the
yearly submission of a Gifted Education Expenditure Report from all districts.
The statute is included below for your review.
Section 904.
Education of Gifted and Talented Children
D. … the board of education of each school district
shall prepare a report which outlines the expenditures made by the district
during that year for gifted child educational programs. For districts that
receive six percent (6%) or more of their total State Aid money for gifted and
talented programs or which receive one million dollars ($1,000,000.00) or more
in State Aid for gifted and talented programs for the preceding year, the
report shall identify expenditures by major object codes and program classifications
pursuant to the Oklahoma Cost Accounting System (OCAS), as adopted by the State
Board of Education pursuant to Section 5-135 of this title. All other
districts shall identify expenditures by major object codes.

Come learn the basics of grant
writing to help fund classroom, school and district needs during a free,
two-day grant writing workshop at the OSDE main office in Oklahoma City. Participants
will leave this training with a rough draft of a written grant proposal and a
funding source for their idea or concept.
Seating is limited to the first
30 registrants. If you are not able to attend both days of this training,
please do not register.
The workshop will be led by
Terri Grissom, OSDE’s new grant writer, who has over 25 years of experience in
securing grant funds for Oklahoma educators and has received more than $215
million in funding for Oklahoma students.

This spring, OSDE and the
Oklahoma Partnership for School Readiness surveyed over 2,300 Pre-K and
kindergarten teachers who expressed the need for a comprehensive tool to use in
their classrooms.
OSDE would like to announce the
following opportunity to receive a comprehensive kindergarten Early Learning
Inventory, which is fully funded by the George Kaiser Family Foundation through
the Oklahoma Partnership for School Readiness.

Selected schools will receive free
Early Learning Inventory tools for each participating kindergarten classroom,
professional development to administer and record assessment results, access to
online webinars and FAQ, stipends for substitute coverage for training and
assessment administration.

The Oklahoma State Department of
Education (OSDE) has created guidance to help districts properly identify students who qualify for
ESSA’s military subgroup.

OSDE suggests that schools send out a form related
to these subgroups for parents/guardians to complete. Please request that
parents inform your school if their military status changes during the school
year.

The purpose of the Title I
Academic Achievement Awards (AAA) Program is to recognize and honor Title I
elementary and secondary schools that have demonstrated best practices for
academic performance.
These
schools will receive a monetary award and will serve as models of best
practices for schools of similar demographics while
also providing model strategies to assist other schools to improve student
learning.
Six
Oklahoma schools have met the criteria to receive a FY 2016-2017 Title I
Academic Achievement Award in the following categories:

The Title I Academic Achievement Awards
Program was established in the No Child Left Behind Act of 2001; however, beginning in FY 18, the Every Student Succeeds Act (ESSA) no longer supports the state Academic
Achievement Awards Program. This will be the last year for the awards.
Please take the time to fully review the data-related sections below.
The information SDE receives through these reports may affect your programs and
allocation amounts.
The
Alternative Education End-of-Year Program Report is due before your program
closes for the summer. This year, only aggregated information is required. You
will not have to detail the information for each individual student.
Instructions and tips for
filling out the form:
Gather your data before you
sit down to complete the online form. There is no way to save a partially
filled out form.

- Print the page.
- Collect your answers to the
questions on the form using your student data.
- Open the online form again
and enter your data. Please remember that the LEA of a cooperative
fills out the data for the whole program. Sending schools do not fill out
the online form.
- After you have answered all
required questions, click the Submit Button and your
completed document will be sent to us.
Please note that this assessment is only required for districts
with alternative education programs.

As
required by statute, each district is responsible for submitting TLE
qualitative data to OSDE through the Wave for every certified teacher and
administrator who was evaluated during the 2016-17 school year.
Districts will have
until June 15 to complete and successfully upload their
evaluation data on Single Sign-On.

The
Annual Incident Report is now open on Single Sign-On.
Districts have through June 20 to submit their data to this report.
This
report asks for district information regarding substance-related incidents,
property-related incidents, violent incidents with and without firearms and
suspension data.

The
Districtwide Students Needs Assessment is now live on Single Sign-On.
All districts
must complete the assessment by June 30.
OSDE has opened this report early so
all districts can complete it before summer break. The data collected by the
assessment includes information regarding attendance, promotion and suspension
for all students in grades 6-12 by gender.

The deadline for submitting Alternative Education Expenditure Reports to the Office of Alternative Education is July 1.
Reports may be faxed to (405) 522-0496, emailed to jennifer.wilkinson@sde.ok.gov or mailed to 2500 N. Lincoln Blvd., Attn: Alternative Education, Oklahoma City, OK, 73105.
Your district will not have access to the 2017-18 Alternative Education Implementation Plan until OSDE receives this report.
Any school district that fails to submit an expenditure report to
the State Department of Education by August 1 of each school year as required
by 70 O.S. § 1210.568(E) shall have state aid for alternative education
programs withheld until all reporting requirements have been met.

The Wave Requirements Document has been updated to provide clarity in the Wave Business Rules for the
following Student Personal elements: MSIArmedForce, MSIArmedForce and
MSINationalGuard in order to comply with the ESSA’s guidelines for the new
Military subgroup.
