The
Governor has signed a number of bills that involve OSDE and public education.
Summaries are included below.
HB 1760/SB 0084: Makes
permanent the requirement that students who have not obtained automatic
promotion to fourth grade be evaluated by a Student Reading Proficiency Team
for probationary promotion. Requires students who score limited knowledge on
the statewide assessment, who have not previously met RSA benchmarks, to be
evaluated by a team for promotion or retention beginning in 2017-2018. Requires
data to be collected regarding students who were retained and students who were
promoted. Effective immediately.
*Editor’s note: In last Tuesday’s newsletter, we stated that
HB 1760/SB 0084 included an effective date of November 1, 2017. That was
incorrect. This bill has already taken effect.
HB 1623: Prohibits schools from using corporal punishment on
students identified to have “the most significant cognitive disabilities”
according to criteria established by the State Department of Education unless
addressed in an IEP. Effective November 1, 2017.
HB 1755: Allows an educational credential evaluation service approved by the State Department of Education to evaluate out-of-country certification documentation. Effective July 1, 2017.
SB 244: Requires each virtual charter school board to adopt an
attendance policy by July 1, 2018, which may allow attendance to be a
proportional amount of the required attendance policy provisions. States that a
student is considered in attendance for a quarter if he or she completes instructional activities on at least 90% of days, is on pace for course
completion, or completes no fewer than 40 instructional activities within the
quarter. Effective January 1, 2018.
SB 301: Exempts students who were in out-of-home placement
with DHS, who were adopted while in DHS custody or who were in out-of-home
placement with the Office of Juvenile Affairs to be exempt from the requirement
to spend the prior school year in attendance at a public school in order to participate
in the Lindsey Nicole Henry Scholarship program. Effective September 1, 2017.
SB 514: Requires a 12-member task force to study shared
administrative services, including how to reduce administrative costs, physical
size and proximity to other districts, ADM and academic performance and submit
a report to the Governor and the leadership of the Legislature by August 1,
2018. The State Department of Education must send a copy of the task force’s
report to the superintendent and school board of each district listed in the
report. Effective July 1, 2017.
SB 563: Allows a school district to participate in a
cooperative purchasing agreement in addition to interlocal co-op agreements for
the acquisition of any commodities or services with a public agency. Any local
public procurement unit may participate in “piggybacking purchasing agreements”
for any commodities or services, including construction services, with other
public procurement units or external procurement units, which include any
buying organization in the U.S. Effective November 1, 2017.
SB 718: Allows a state-licensed children’s emergency resource
center to serve as the legal residence of any child for school purposes. “Children’s
emergency resource center” is defined as a community-based emergency care
center that provides a stable environment for children who are detained as
delinquent or in need of supervision and who are temporarily placed by a court or who are in the custody of OJA during a temporary crisis, and provides food,
clothing, shelter and hygiene, after-school tutoring, counseling, transition
services, respite care, transportation to or from school, court and other
activities, etc. Effective November 1, 2017.

DEADLINE: MAY 19
State
statute (§70-11-103.2) requires ALL Oklahoma high schools to
complete the Oklahoma Academic Scholar report.
Report the names of
qualifying seniors to the Oklahoma Academic Scholars Report, located on Single Sign-On, even
if you do not have any qualifying seniors. All high schools must
complete the report to ensure all students who have met the requirements below
are recognized.
Also, please enter the
mailing address, not the physical address, of your school within
the report.
Your school will be mailed
certificates and gold seals for the diplomas, and the names of qualifying
seniors will be posted on the State Department of Education website to be
shared with media. If a student at your school qualifies with scores from the April
2017 ACT test date, please call the Gifted Education Office at (405)
521-4288. The students will be added to the final list, and OSDE will
send seals and certificates to you.
 The Oklahoma Academic
Scholars program recognizes outstanding academic achievement of graduating
seniors. Oklahoma Academic Scholars will be presented a certificate of
distinction from the state and their local high schools. A gold seal will be
affixed to their diplomas, and the honor will be recorded on their official
transcripts. Graduating seniors must meet all of the following
criteria to qualify for this honor:
- Accumulate over Grades 9,
10, 11 and the first semester of Grade 12 a minimum grade point average of
3.7 on a 4.0 scale (unweighted) or be in the top 10 percent of their
class.
- Complete (or will complete)
the curricular requirements for a standard diploma.
- Achieve a 27 composite score on the ACT or 1220 combined reading and
mathematics score on the SAT I. The ACT or SAT I must have been taken on a
national test date.

This spring, OSDE and the
Oklahoma Partnership for School Readiness surveyed over 2,300 Pre-K and
kindergarten teachers who expressed the need for a comprehensive tool to use in
their classrooms.
OSDE would like to announce the
following opportunity to receive a comprehensive kindergarten Early Learning
Inventory, which is fully funded by the George Kaiser Family Foundation through
the Oklahoma Partnership for School Readiness.

Selected schools will receive free
Early Learning Inventory tools for each participating kindergarten classroom,
professional development to administer and record assessment results, access to
online webinars and FAQ, stipends for substitute coverage for training and
assessment administration.
This is an open invitation, but
spots are limited.

Dates and locations for initial
and recertification training on all TLE frameworks are now available on the TLE training webpage.
Initial training is required for
all new evaluators, and recertification training for the Tulsa Model and Marzano
frameworks is required every other year.

Beginning with the FY18
grant award cycle, eligible local education agencies (LEAs) will need to submit
an application to the USDE every year in order to receive an SRSA formula
grant. The new, annual application process ensures that all SRSA grantee
contact information will be updated at least annually, thereby enabling the USDE to communicate more efficiently and effectively with grantee LEAs.
The SRSA application period for FY18
opened Monday, May 1, and ends at 3:30 p.m. on Friday, June 30.
The SRSA application with instructions is now
available on Grants.gov.
Grant award amounts will depend on the
statutory allocation formula, the number of LEAs that receive awards and the
amount of money Congress has allocated for SRSA.
Dual-eligible LEAs that do not submit an SRSA
application will be designated as eligible for the Rural, Low-Income School
(RLIS) program.

The information SDE receives through these reports may affect your programs and
allocation amounts.
If your district plans to switch
to a new Student Information System (SIS) vendor over the summer, please
contact jennifer.foster@sde.ok.gov
regarding the change. We request advanced notification in order to work with
your new vendor to ensure data processing is in place for the 2017-18 school
year.
Please note: It is critical to
complete all 2016-17 reporting prior to making the migration to a new SIS.

As
required by statute, each district is responsible for submitting TLE
qualitative data to OSDE through the Wave for every certified teacher and
administrator who was evaluated during the 2016-17 school year.
Districts will have
until June 15 to complete and successfully upload their
evaluation data on Single Sign-On.

The
Alternative Education End-of-Year Program Report is due before your program
closes for the summer. This year, only aggregated information is required. You
will not have to detail the information for each individual student.
Instructions and tips for
filling out the form:
Gather your data before you
sit down to complete the online form. There is no way to save a partially
filled out form.
- Open this link: https://www.surveymonkey.com/r/MY7TLCPalted1617.
- Print the page.
- Collect your answers to the
questions on the form using your student data.
- Open the online form again
and enter your data. Please remember that the LEA of a cooperative
fills out the data for the whole program. Sending schools do not fill out
the online form.
- After you have answered all
required questions, click the Submit Button and your
completed document will be sent to us.
Please note that this assessment is only required for districts
with alternative education programs.

The
Districtwide Students Needs Assessment is now live on Single Sign-On.
All districts
must complete the assessment by June 30.
OSDE has opened this report early so
all districts can complete it before summer break. The data collected by the
assessment includes information regarding attendance, promotion and suspension
for all students in grades 6-12 by gender.

The
Annual Incident Report is now open on Single Sign-On.
Districts have through June 20 to submit their data to this report.
This
report asks for district information regarding substance-related incidents,
property-related incidents, violent incidents with and without firearms and
suspension data.
