OMES Employees-Additional Inclement Weather Information

The authority to grant administrative leave shall exist only in the specific locations and during the specific time periods for which the appropriate authority has determined that a temporary closure or reduced services are necessary.

The Commissioner of Public Safety is the appropriate authority for agencies and offices within the seven-county region of the Oklahoma City metropolitan area, which includes Canadian, Cleveland, Lincoln, Logan, McClain, Oklahoma and Pottawatomie counties. Due to the potential hazardous weather conditions on Friday, November 22, 2013, the Commissioner of Public Safety, Michael Thompson, authorized a temporary reduction in services for state offices located withing the seven-county region beginning at 2:00 p.m.

OUTSIDE THE SEVEN COUNTY-OKC AREA
As the Appointing Authority for the Office of Management and Enterprise Services (OMES), Secretary Preston Doerflinger has delegated his authority for reducing services and granting administrative leave due to inclement weather conditions in the counties outside the seven county-region area. In those 70 counties, the decision to reduce services and grant administrative leave for OMES employees working in other agencies’ locations will rest with the appointing authorities for the agencies in which they are embedded. For example, if the DHS office in Woodward is closed by the Appointing Authority of DHS, non-essential OMES employees assigned to the location will stay home and essential employees.

REMINDER: Supervisors are responsible for determining an employee’s essential/non-essential status. Please check with your supervisor if you are unsure of your status. Non-essential Employees
Employees who were previously scheduled off during the delay are not entitled to administrative leave.
Code the number of hours from 2:00 to the end of your shift using the ADMPD code. Example, if your workday ends at 5:00 p.m., enter 3.00 ADMPD. Please do NOT use ADMWK.
Enter the number of hours you worked that day as you normally would using REGHR. Example, if your normal hours are from 8:00 a.m. to 5:00 p.m. and you worked the full 8-hour day, enter 8.00 REGHR.
If you left before 2:00 p.m. due to inclement weather, you must use annual or comp for time taken before 2:00 p.m.

Essential Employees
Employees who are considered essential accrue administrative leave while working when state offices are closed for inclement weather. Essential employees who are unable to report to work while state offices are closed for inclement weather must use leave (annual, comp, etc.) to account for their absence.
Code the number of hours from 2:00 to the end of your shift using the ADMWK code. Example, if your workday ends at 2:00 p.m., enter 3.00 ADMWK.
Enter the number of hours you worked that day as you normally would using REGHR. Example, if your normal hours are from 8:00 a.m. to 5:00 p.m. and you worked the full 8-hour day, enter 8.00 REGHR. 
To use accrued Admin Leave, code the leave as ADMPP, otherwise report whatever type of leave you are using as usual.
