OMES Team,
OMES has reached another consolidation milestone. In keeping with our mission to flatten and streamline this organization, the Employees Group Insurance Division is combining its efforts with those of the Employee Benefits Department, resulting in both entities falling under and reporting to the OMES Human Capital Management Division. The change, effective today, November 1, creates a truly centralized state employee benefits operation as envisioned by HB 2140 and subsequent consolidation legislation affecting OMES.
This organizational model mirrors typical state government and private sector structures for similar services. The core mission of HCM, EBD and EGID will not change. Similarly, the culture of OMES has been and will continue to be to explore new ways to gain efficiencies in state government administrative services.
The short-term effect of this merger is limited to a reporting structure. Lucinda Meltabarger, Director of HCM, has a united vision and looks forward to the opportunities for efficiencies to be gained in bringing public employee insurance benefits together.
The EBD and EGID programs have been managed with utmost professionalism and integrity. The result of combining these stellar administrations into an even stronger single entity will better define, link and synergize the HealthChoice self-insured plans with those offered by other third party carriers. HealthChoice Administrator Frank Wilson supports and looks forward to the progress that will be achieved under this simplified, streamlined model.
