Agency Finance and Budget Officers,

The Budget Request system has been experiencing technical difficulties since it began accepting agency FY-2015 budget requests on Sept. 1. We deeply apologize for any inconveniences agencies are experiencing due to these difficulties.

Several divisions of the Office of Management and Enterprise Services have been continuously troubleshooting the system with some success, but problems persist. As a result, we are offering an alternative budget request submission method for agencies this year. Agencies have the option to use the attached Excel forms for the FY-2015 agency budget request submission. If you prefer to use these forms instead of the system, please complete them and return them pursuant to the Budget Request instructions.

While agencies can use either the Excel forms or the Budget Request system for FY-2015 budget requests, please be advised that OMES cannot fully guarantee total resolution of all problems the budget request system is currently facing given that it is an antiquated system nearing the end of its use. We’re hopeful all issues with the system can be resolved, but we’re offering the forms as an alternative.

As you are likely aware, the agency Budget Request system is targeted for replacement for the FY-2016 agency budget request submission cycle. New budgeting processes and systems are in development that will replace the current Budget Request system with a more streamlined process for agencies to enter data for every phase of the budget cycle.  These latest problems with the current system further underscore the need for improvements.

Again, we apologize for any inconveniences you are experiencing and stand ready to assist you in any way to overcome these temporary challenges. Despite these difficulties, we remain fully confident in the state’s ability to ensure that all agency budget request submissions are made on time and in compliance with statute.
