House Bill 2164
House Bill 2164, effective Nov. 1, introduces major reforms to Oklahoma's procurement and ethics laws by enacting several new statutes and amending several existing statutes to increase transparency, prevent conflicts of interest and strengthen accountability.
The bill establishes new felony offenses for misuse of nonpublic information, collusion, premature bid disclosure and failure to disclose financial or personal relationships in contracting. It requires all bidders and sole source recipients to submit notarized conflict disclosures and prohibits public officers from participating in matters where they or associated entities have a private economic interest.
A new provision also mandates that every contract, change order, extension, renewal or amendment must include a signed certification by the agency's chief executive officer affirming that no officer or employee with a personal or financial interest participated in the development, approval or negotiation of the agreement.
OMES Central Purchasing will soon release guidance on how to comply with these new legislative requirements.
Deferred maintenance updates
Deferred maintenance is underway across the Capitol Complex as OMES works to address needed repairs to assets like infrastructure and machinery in state-owned buildings. This month, numerous projects completed the solicitation phase, and contracts are being finalized. A summary of active and completed projects is shown below.
Active projects:

Transportation Building: Upgrades to air handler unit three, the electrical system and elevators.

Agriculture Building: Replacements for lighting, air handlers, ceiling grids and variable air volume zone controls.

Sequoyah Building: Entryway replacements.

Will Rogers Building: Entryway replacements.

Denver Davison Building: Upgrades to the electrical system and the east entryway as well as elevator replacements.
Completed projects:

Agriculture Lab: Variable frequency drive (VFD) replacement.

Will Rogers Building: Roof and panel replacements.

M.C. Connors Building: Entryway replacements.

Oliver Hodge Building: Entryway replacements.
The next slate of projects will kick off in the fall. Long lead times on equipment and materials may push the start dates of these projects to the spring. However, we will keep tenants updated on anything that may affect their office space and building. Additionally, our team is preparing materials for design for all projects in the fiscal year 2026 lineup.
