We're excited to share this month's edition of the Grants Management Newsletter, where we highlight the latest advancements across Oklahoma utilizing the Coronavirus State and Local Fiscal Recovery Funds (SLFRF).

We have a couple of major updates to share from GMO:

Collaboration with Central Purchasing Procurement

We are excited to share the Procurement Information Memorandum (PIM) relating to contract language when using federal funds. We encourage your teams to use this resource. More information can be found in the GMO guidance updates section of this newsletter.

Legislative updates to SLFRF funding

The state Legislature recently allocated an additional $300,000 to University Hospitals Authority to enhance dental services for indigent patients. In addition, $8,085,454 was allocated for food insecurity grant programs to the Department of Human Services.

PIM on contract language when using federal funds

Please familiarize your teams with the Procurement Information Memorandum (PIM) relating to contract language when using federal funds. The PIM includes references to Attachment G, which is available on the State Contract Structure page. This PIM and all others can be found in the Purchasing Reference Guide.

Latest federal guidance

2024 Compliance Supplement

Every year, the U.S. Office of Management and Budget (OMB) revises the Compliance Supplement, which outlines auditors' responsibilities regarding federal program audits. The Compliance Supplement is a document that identifies existing compliance requirements that the federal government expects to be considered as part of an audit required by the 1996 Amendments to the Single Audit Act. Without the supplement, auditors would need to research many laws and regulations for each program under audit to determine which compliance requirements are important to the federal government and could have both a direct and material effect on a program. Publishing the supplement is a more efficient and cost-effective approach to performing this research. The supplement provides information for auditors to understand federal program objectives, procedures and requirements subject to the audit and is an excellent resource to use when assessing the management of your program. 

Links are provided to the complete Compliance Supplement as well as to the OMB website that will link you to a specific federal agency's sections (e.g., U.S. Dept. of Treasury).  

Updates to the Uniform Guidance Provision

OMB recently announced updates to the Uniform Guidance Provision. The updates to 2 CFR Part 200 are a refreshing change from the earlier sets of grant administration rules that were often left untouched for years, if not decades. Among the major updates: equipment thresholds; a revised definition of MTDC, along with an increase in the de minimis rate to 15%; an increased single-audit threshold; expanded self-reporting obligations; and cybersecurity requirements.

Subrecipient recognition

This month, we want to recognize the Department of  Health for their progress on the Kendall-Whittier site of Community Health Connection of Oklahoma.

The state Legislature allocated $49 million in ARPA SLFRF funds to Oklahoma Primary Care Association to provide needed upgrades to 20 local health centers across the state. A little over $3.5 million was allocated for Community Health Connection of Oklahoma to assist in the development of their facilities which will expand access to primary care services to as many Oklahomans as possible.
